There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Andrew L. Graham, Blair B. Brockmeyer, Mason A. Vaughan, William A. House, Bob J. Clark, James M. Neblett, Jr., C. Mayor Ratcliff stated the purpose of the called meeting was to consider the adoption of a resolution providing for the sale of $600,000 of Street Improvement Bonds of the Town of Pulaski; also a resolution accepting the offer to purchase and directing the execution and delivery of $600,000 Street Improvement Bonds, and to consider a Street Lighting Contract with Appalachian Power Company, SPECIAL and any other items that may legally be brought bef ore the Council. M. on the 6th day of September, 1974, called by Mayor Raymond F. Ratcliff for the purpose of considering a resolution providing for the sale of $600,000 of Street Improvement Bonds of the Town of Pulaski, Virginia, dated September 1, 1974, and also a resolution accepting the offer to purchase and directing the execution and delivery of $600,000 Street Improvement Bonds of the Town of Pulaski, Virginia; also to consider a Street Lighting Contract with Appalachian Power Company;, and any other items that may legally be brought bef ore the Council. WITNESS our signatures this 6th day of September,. 1974. ~ <.~. r'~ ;~ /~ ' ~ ~~~ ~a ~~ September 6, 1974 - called meeting Town Manager Marshall advised that the ten year street 1 lighting contract with Appalachian Power Company will expire in ~Dctober, 1974, and the Company is phasing out all mixed incandescent and mercury contracts to all mercury contracts as they become renewable. Mr. Marshall stated as an estimate of figures in which to relate the total overall cost and increase, the following figures were recited: the street lighting bill for July, 1974 was $2,266.83. Under the new contract of all mercury, for the same period of time mentioned, would have been $2,780.35, which is an increase of $512.52 per month, or a total increase per year of $6,050.24. Mr. Marshall AUTHORIZEDstated under the new all mercury contract some areas of Town where the ADOPTION OF 5-YR. street lighting is inadequate, along the main thoroughfares in town and ST. LIGHT. CONTRACT some areas where there are incandescent light fixtures, would be up- WITH APCo. graded. Mr. Marshall presented the standard form contract, together with a Resolution for Council's consideration and adoption. Councilman Vaughan moved that the Resolution be adopted authorizing the execution of the Street Lighting Contract with Appalachian Power Company for a five-year period. H. Elmore, President of the Bank of Virginia, in which letter it was stated that the Bank of Virginia, Pulaski, proposed to purchase at par value $300,000 of the $600,000 Town of Pulaski bond issue as authorized by Town Council on August 23, 1974; it being their understanding that Virginia LETTERS FROM TWO National Bank has submitted ~ proposal to purchase the LOCAL BANKS, RE: i~UR~ OF TOWN remaining $300,000 bonds at par value. Mr. Moore then read BONDS FOR STREET IMPROVEMENTS a letter from the Virginia National Bank containing an agreement to purchase, at par plus accrued interest to delivery date, & MADE PART OF MINUTES from the Town of Pulaski $300,000 General Obligation Bonds, 5 7/8%, dated September 1, 1974. Watts, Jr. of the office of Treasurer of Virginia, in which he advised that in view of the money market condition at present, the LETTER FR. TREAS. OF State Commission on Local Debt recommended that the Town of Pulaski VIRGINIA OFFICE RE: accept the offer to purchase the bonds by the Bank of Virginia-Pulaski BONDS and the Virginia National Bank in accordance with the terms and READ AND conditions as outlined in their proposal. ~~~ FILED Councilman Neblett moved that the Letter from the State Department of the Treasury, in particular Mr. Robert C. GGJr./JAL:9/3/74-cs RESOLUTION ACCEPTING AN OFFER TO PURCHASE AND DIRECTING THE EXECUTION AND DELIVERY OF $600,000 STREET IMPROVEMENT BONDS OF THE TOWN OF PULASKI, VIRGINIA, DATED SEPTEMBER 1, 1974. WHEREAS, the Town Council has heretofore made pro- vision for the issuance of $600,000 Street Improvement Bonds of the Town of Pulaski, dated September 1, 1974; and WHEREAS, the Bank of Virginia-Pulaski.. and '•.'irginia National Bank (the "Purchaser") have offered to purchase the $600,000 Street Improvement Bonds of the Town of Pulaski, dated September 1, 1974, at the price of par plus accrued interest to the date of delivery thereof, provided the bonds bear interest at the rate of 5 7/8~ per annum; and WHEREAS, the Town Council believes the foregoing offer presents the best price obtainable for the bonds and further believes that acceptance of the offer is in the best interests of the Town and consequently wishes to accept said offer: NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Pulaski, Virginia, as follows: Section 1.
