Minutes of the regular meeting of the Pulaski Town Council
held October 1, 1974, at 4:00 P. M. in the Council Chambers in the
Municipal Building.
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmen: Bob J. Clark, Blair B. Brockmeyer, William A. House,
Mason A. Vaughan, Andrew L, Graham, C. William Hickam,
James M. Neblett, Jr., Arthur L. Meadows

The minutes of the regular meeting of September 17th were
approved as recorded.
Mayor Ratcliff advised it was the time and place, as advertised
in the local newspaper, to hold a public hearing on the application of
Jerry Wayne Bowyer to place a mobile home on Lot 14, located at 1227
Macgill Street in the Town of Pulaski. No one appeared either for or

GRANTED against the application. Town Manager Marshall reported there had

the house which occupied the lot had been removed and the trailer would
be placed thereon. Mr. Marshall recommended that the application be
approved. Councilman Graham moved that the application be granted.
The motion was seconded by Councilman Neblett, and carried.
Mayor Ratcliff welcomed the visitors and advised that Council

Aulden E. Lemons advised Council that his prime reason for

Council give similar consideration to people who are summoned to appear
in Court, as well as the sick who must visit the doctor's office.
On motion of Councilman Vaughan, seconded by Councilman Neblett, and
carried, the matter was ref erred to the Street Committee for report to
the Council.

A letter from Dallas Green, Director of the Phillies
Baseball Club, addressed to the Mayor and City Council, was read
to Council, in which letter it was stated the Phillies would not
return to Pulaski in 1975. At this point Lewis Davidson, an
avid baseball fan, told Council he felt the inadequate
INADEQUATE' lighting system at Calfee Park caused Pulaski to be without a
LIGHTING baseball club for 1975. He stated an effort would be made to
SYSTEM CALF EE secure another club in the minor league in December of this year,

BALL CLUB be able to secure another club. Town Manager Marshall advised that
several years ago an evaluation was made with the assistance of
officials from the Appalachian Power Company relative to up-
grading the lighting system, but no funds had been budgeted for
this. Some discussion was had relative to the use of either
wooden or metal poles. Inasmuch as~Mr. Davidson asked that some
answer from Council be forth coming by the end of November,
Councilman Vaughan moved that the Recreation Committee study
this matter and make a report to the Council at their next meet-
ing. The motion was seconded by Councilman Brockmeyer, and
carried.
Ed Aust asked Council to repeal their ordinance prohibiting

Moore stated that, although it was not necessary, he felt it might

man Neblett moved that it be referred to the Ordinance Committee
to be reported back to the Council. The motion was seconded by
Councilman Vaughan, and carried.

Councilman House asked that the Town Manager and Engineering
Department look into a street matter presented by the Rev. William
REV.FRAZIER T. Frazier of 1018 Garner Avenue. Rev. Frazier advised Council that

Councilman Hickam advised he had no report.
Councilman Graham stated he had no report, but hoped the
Utilities Committee could report to Council at its next meeting.
Councilman Brockmeyer stated the Pollution and Sanitation
Committee had met, but there was no report at this time.
Councilman Vaughan had no report, but advised he had been

the theatre. Mr. Vaughan moved the matter be referred to the Street
Committee. The motion was seconded by Councilman House, and carried.
Councilman House advised he had no report.
Councilman Meadows advised he had no report. He stated the
Town Attorney had a couple of carry-over ordinances which would probably
be ready for Council's consideration at the next meeting. The matter

Councilman Neblett stated his committee had met, but no special
report would be made at this time.
Mayor Ratcliff advised that at the September 17 meeting of
Council it was agreed that a Citizen's Review Board be created, composed
of two members to be named by the black community and two by the Town

Milton Clark, a resident of Dublin, and President of the
Pulaski County Chapter of the NAACP, had been selected to
represent the black community. Mayor Ratcliff stated a list
of names had been prepared by the Council and reduced to two
names to represent the Council. He advised these had been
contacted and they had agreed to serve, they being Rev. Gary
Gloster and John A. Johnston.
Town Attorney Moore stated he had doubts that Council
could create a Citizen's Review Board, and was not sure of the
Virginia law on such matters. He discouraged any such action
by the Council and suggested that it could be called a committee
COMMITTEE to review action on a certain date; to formulate the committee

INVESTIGATE and appoint them to make the investigation. Councilman Neblett

DISTURBANCE moved that Byron Charlton, Milton Clark, Gary Gloster and John A.
Johnston be designated as a Committee to investigate the incident
which occurred on West Main Street on September 6, 1974, and that
they report back to the Council, and further, that any action of
the Council designating a Citizen's Review Board during the
meeting of the 17th of September be rescinded. The motion was
seconded by Councilman Vaughan, and carried.
Council discussed the necessity for a complete record
of any such investigation and Councilman Neblett moved that a

was seconded by Councilman Vaughan, and carried.
Councilman Vaughan moved that Gary Gloster be named

WHEREAS, Gladys R. Dalton, Clerk of the Council of the
Town of Pulaski, Virginia, and Secretary to the Town Manager, began
her duties with the Town on the 30th day of May, 1956; and,
WHEREAS, Gladys R. Dalton is a person of intelligence,
outstanding ability, highly efficient, and brought with her, to
the benefit of the Town, a valuable background of training and
experience, gained through exacting positions she held; and
WHEREAS, Gladys R. Dalton has served the Town, the Council
and her fellow employees with a deep sense of responsibility,
obligation, and extraordinary talen, always perf orming her duties
with dispatch and thoroughness, and because of this outstanding
RESOLUTION service should have special and individual recognition.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town
RE: GLADYS of Pulaski, meeting in regular session on this Lst day of
October, 1974, that:

The Council does hereby recognize Gladys R. Dalton for her
CLERK outstanding achievements as a public official and commends her for
the effective and splendid service rendered the Council, Town
officials and to the Town itself throughout her many years of
service as the Clerk of this Council and Secretary to the Town
Manager.
The deliberation and action taken by the Town Council and
the records of the Town Office have been kept and preserved in
a most efficient and useful manner. Gladys R. Dalton has always
perf ormed her duties, carried out her obligations and responsibilities
in a superb manner and did thts:ke~ep Council and other officials
fully and correctly advised, which service has not only made the
work of those involved in Town Government easier, but more
pleasant.
The Council desires that its feeling as set out in this
resolution be made a matter of public record so as to fully advise
the citizens today of Council's feeling toward Gladys R. Dalton
and the high esteem in which it holds her; and further, that this
resolution be preserved in the annals of its public proceedings
to be reviewed and f o~llowed by others as an example of a proficient
and dedicated public servant.
Council does theref ore congratulate Gladys R. Dalton for
efficient service, her cooperative, pleasant and friendly attitude and
in general for a "job well done" and wishes for her happiness and
continued well being.
The Town Manager shall have a suitable copy of this resolution
prepared, framed and presented to Gladys R. Dalton.
Town Manager Marshall stated that it was agreeable with Council
and the Utilities Committee, some definite answer should be given to the
Virginia Municipal League as to whether Pulaski would participate in the
MEADOWS cost of Consultants to a joint steering committee of the Virginia Municipal

rates by which local governments would pay for electric power.
Councilman Graham stated that in view of his position with the
Power Company and Chairman of the Utilities Committee, he felt
another chairman should be appointed. Councilman Meadows was
appointed asChairman in this incident. Councilman Graham
refrained from taking any part in a discussion of the matter.
Town Manager Marshall reported that a request .had been

received from Mr. Ed Hurd, who is scheduled to start receiving
his retirement benefits on October 1, and wishes to continue his
employment in the Public Works Department; and also Mr. Roy
Wooten, who is scheduled to start receiving his benefits on October
1, and he also desired to continue to work. Town Manager Marshall
further reported that Mr. Malcolm Hall had requested early
retirement as of October 1, which is permissible under the Plan
provided it is approved by the Council, and draw his retirement
benefits. Councilman Vaughan as Chairman of the Retirement
Committee, reported that the Committee has met and considered
these three requests, and there were no objections to same.
Councilman Vaughan moved that their requests be granted. The
motion was seconded by Councilman Clark, and carried on the
following recorded vote:

Town Manager Marshall reported the blacktopping crew was

completion of the project would be prior to the last day of
October, as had been scheduled.
Mr. Marshall stated he would be out of Town on the 15th day

asked Council to reschedule its second meeting to the 22nd of
October. Councilman Brookmeyer brought to the attention of Council
that Council's first meeting in November falls on Election Day
which would also have to be rescheduled. Councilman Neblett
moved that the meeting of the 15th be rescheduled to the 22nd of

October, and the first Tuesday in November meeting be held. on the
4th of November because Election Day falls on the 5th, Council's
regular meeting day. The motion was seconded by Councilman Vaughan,
and carried.
A Letter from Albert McClanahan to the Mayor and members of

Town Attorney Moore stated it now appears that the Bonds

There being no further business, the meeting adjourned at
5:45 P. M. on motion of Councilman Vaughan, seconded by Councilman
Neblett, and carried.
