There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Andrew L. Graham, Blair B. Brockmeyer, William A. House, Bob J. Clark, Arthur L. Meadows, James M. Neblett, Mason A. Vaughan Absent: Councilman C. William Hickam, Jr. Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Treasurer: Roger A. Williams Visitors: J. R. Schrader, Southwest Times Rev. Gary Gloster Dr. John Johnson Milton Clark Byron Charlton, Attorney Mr. and Mrs. Steven 0. Jackson, Jr. A group of eight (8) citizens The invocation was given by Councilman House. Minutes of the regular meeting of August 5th were approved as recorded. As had been advertised in the local newspaper, Council held a public hearing on the application of Steven O. Jackson, Jr., to place a mobile home on Lots lA, 2A and 3A at the corner of Fourth Street, SE and Gloyd Avenue. Mayor Ratcliff stated Council would be glad to hear any one who wished to speak either for or against the application. Speaking for the group of eight citizens, Seymour P. Rupe presented TRAILER to Council a statement signed by eight property owners in that area, APPLICATION OF STEVEN 0. indicating their objection to the placing of a mobile home on these JACKSON DENIED lots because it would greatly detract from the beauty and the value BECAUSE OF OPPOSITION of the surrounding property and neighborhood. Mr. Rupe stated it was felt the granting of this application would open the way for more trailers in the area and this would greatly reduce the value of their property, and their objection was to the trailer and not the party asking for permission to place the trailer on these lots. Other persons heard against the application were Hampton Buckner and George Akers, for Blaine Akers, who was ill and could not attend the meeting. Mr. Steven O. Jackson, Jr. had no comment to make. ~~44 August 18, 1975 In complying with Council's practices in the past where there is expressed objections to the placing of a mobile home within the corporate limits, Councilman House moved that the application of Steven D. Jackson, Jr. be denied. The motion was seconded by Councilman Brockmeyer, and carried on the f oLlowing recorded vote: C. William Hickam, Jr. - absent William A. House - aye Andrew L. Gary Gloster, Dr. John Johnson, Milton Clark and Byron Charlton, Attorney, to make an investigation and report to the Town Council REPORT OF CITIZENS RE- on the Street incident which took place on September 6, 1974, was VIEW COMM. PRESENTED TO present, and the Committee's report was presented to the Council by COUNCIL ON SEPT.6'74 Rev. Gloster and Attorney Charlton. Copies of the report were dis- ST. DISTURBANCE tributed to the Mayor and members of the Council, and some discussion followed. Councilman Brockmeyer moved that the Public Saf ety Committee of the Town Council meet with the Citizens Review Committee and go over the report more in detail. Councilman House stated that according to the Code of Virginia this was the time to consider the report of the Town TREASURER"S ANNUAL REPORT Treasurer on delinquent taxes as well as erroneous and improper 'ON DEL. TAXES FOLLOWS assessments. Williams is hereby relieved from the duty and res- ponsibility of collecting same. Williams is hereby relieved from the duty and responsi- bility of collecting same. At 7:55 P. M. Councilman Graham was excused to attend another meeting. Councilman Graham had no report. Councilman Brockmeyer stated he had received complaints .. from residents on Spruce Street behind Compton Lumber Company, AIR POLLUTION ~~ PROBLEM f ormerly Virginia Dak Flooring, relative to a discharge from the ON SPRUCE STREET plant's operation which is accmulating on their homes. Town Manager Marshall advised that contact with the proper State Air Pollution Control Board representative would be made concerning this complaint. Councilman Brockmeyer also reported that an accumulation of beer cans and growth of weeds along the sidewalk on Route 99 at the C intersection of Edgehill Drive wss quite unsightly and asked that BEER CANS & WEEDS ON this be taken care of administratively. There followed some dis- RT 99 cussion relative to the mowing of lots, how often they should be mowed, etc., and Mayor Ratcliff suggested that the Pollution Committee meet with the Town Attorney and ascertain the legal responsibilities of the Town regarding notices to property owners. August 18, 1975 ~~~53 Councilman House moved that the matter be referred to the Pollution and Sanitation Committee for a report to Council. Neblett - aye In answer to Councilman Brockmeyer's inquiry as to the COMMITTEE status of the request from residents on Warden Lane and Twin Oaks for WORKING ON REQ. OF town water, Town Manager Marshall stated both areas are outside the TWIN OAKS & WARDEN corporate limits, but that the Committee is still working on this. SPGS. LANE There followed a general discussion on several matters pertaining to the recreational program: the need of ditching at the Sixth Street tennis court to prevent washing of the bank onto the RECREATIONAL court; also, the matter of repairs to benches and other recreational ADMR. equipment. Town Manager Marshall stated it was planned to close Macgill MATTERS and Loving field softball complexes and. improve same for the next playing season. There was some question expressed as to whether the town's softball fields are of natiorsal requirements thus enabling teams to qualify for league tournaments. Town Manager Marshall stated two matters which had been referred to the Street Committee were discussed recently at the Street Committee meeting, those being loading zones and parking meters, or the removal of parking meters. Mr. Marshall stated it was the opinion of LOADING ZONES & those present at the meeting that a letter should go out to the members PARKIIQG METERS of the Merchants Council, Chamber of Commerce and also Central Business District, asking that a representative group or committee from each organization meet with the Street Committee and go over the possibilities concerning the parking meter matter, as well as to ascertain their feelings on this matter. Mr. Marshall stated a more thorough investigation is being made relative to the loading zones to determine if better locations can be designated which would take care of large trucks as well as small vehicles. Mr. Marshall stated further that the Committee has scheduled a meeting with the Parking Authority for August 27th in an effort to utilize parking lots in the downtown area. ~s~~ August 18, 1975 Town Manager Marshall reported the .Street Committee met ORDINANCE FOR SETBACK LINES STILL PENDING with owners of property in regards to the proposed amendment to Section 25-58 of the Town Code governing setback lines for construction on streets and alleys, prohibiting building construction within twenty-.five feet of right of way lines as may exist or herein- after be established on U. S. Route 11, Route 99, and Route 611, and sections of Memorial Drive which cross business or industrial zones, and that this matter is still pending. Councilman Meadows reported the Ordinance Committee ORDINANCE COMM. WILL CONSIDER TAXI RATE INCREASE would meet on the 25th of August and would discuss the taxicab rate increase request, as well as other ordinances having been referred to that Committee. Mr. Meadows also reported that he had attended the Town Planning Commission meeting and advised them of Council's action relative to the request of the Central Business District for $500.00 for expenses, and Chairman John Pacers stated he would contact the chairman of the CBD and convey this inf ormation to him. Councilman Neblett had no report.
