Minutes of the regular meeting of the Pulaski Town
Council, held August 17, 1971, at 7:30 P. M., in the Municipal
office.
There were present: Mayor C. Robert Ednes, presiding.
Councilmen: J. L, Congrove, Wm. A. House, J. H. White,
S. G. Frye, A. L. Graham, Mason A. Vaughan
Raymond F. Ratcliff
Absent: Glen K. Aust

Approximately thirteen citizens
The invocation was given by Councilman Vaughan.
Minutes of the regular meeting of August 3rd were
approved as corrected.

Representatives of the Pulaski County Life Savings Crew
and New River Valley Rescue Squad appeared bef ore Council and asked ~._

Vaughan moved that the matter be referred to the proper committee,
Public Safety, which motion was seconded by Mr. White, and carried.
Mrs. 0. M. Duncan again appeared before Council and
MRS .O .M. requested that the two letters filed with the Chairman of the Air

AIR POLLUTION Pollution Committee be placed in the Town Council minutes. She

FILED was advised by Mayor Edens that these letters are a part of the
sir pollution file; th&t only the action of Council is recorded in
the minutes, and no action had been taken by the Council on this.
Mrs. Duncan also inquired about what was being done about the
mud situation on Fifth Street across from the Pulaski Furniture

most economical manner in which to solve this problem would be to
clear the sidewalk of mud after each hard rain.
In another matter brought to the attention of the Council,
Mrs. Duncan was advised that the branch or ditch at Dora Highway
Park had been cleaned and sprayed this spring. Mrs. Duncan recommend-

Mr. J. B. Warner of Oakhurst Avenue inquired as to when the

LATER program, but that the Town crews are busy repairing holes in the
streets preparatory to the black topping program, at which time the
Oakhurst Avenue would be hardsurfaced.
Mr. George Hillsman, representing the Chairman of the

IN JACKSON and expressed the appreciation of the Committee to Council for

At this time Mr. C. V. Jackson expressed his appreciation for
the kind remarks made by Mr. Hillsman as well as his appreciation to the
C. V. JAiZKSON Council, and anyone else having anything to do with placing the
monument in the Park. He commended Town Council on the new Municipal
Building and stated he hoped the Town would follow through on the beauti-
fication of the Park.
As Chairman of the New River Valley Airport Commission, Mr.
Jackson reported that a public hearing would be held in Radf ord on

HEARING granted. Mr. Jackson urged all who could possibly do so to be

airport.

Councilman House reported that the Street Committee had
met and discussed a number of items now pending bef ore the Committee,.
some of these being rate change in the cost of sidewalk, curb and

COMM. CHRM. in the hope of cutting down on passing and high speed. Mr. House

also reported that the Town would receive assistance in a study
of at least three intersections within the corporate limits, and
that the Committee had recommended for this study, First Street-
Washington Avenue and Commerce Street-Washington Avenue as one
unit; Fifth Street, N. E. and Washington Avenue, and also Third
Street and Madison Avenue. He further stated that materials were
on hand for the control of the traffic situation at Washington Avenue
and Main Street and it was hoped to have this installed. Also, that the
black topping program would get underway in the very near future.
Councilman Frye reported that the auditors were now working

Councilman Graham asked that the matter of an additional

Mayor Edens reported that two Boy Scouts working on their
OLD CANNON merit badges, had painted the old cannon in Dora Highway Park; that

they did a nice job and it looks real good.
BYILAWS FOR Town Attorney Moore advised that the By-Laws of the Board of
CEM. TRUSTEES
COMPLETED Trustees for Oakwood, Oakwood Annex and Pinehurst Cemeteries had
been completed, and it was hoped a meeting could be scheduled
shortly of the Trustees to consider the By-Laws.
Town Manager Marshall reported that: A petition from residents

ETC. but that as of this date has had no notice of any awards having
been granted to the Town; That sanitary sewer line to the new

Bridge was underway, and that rock had been hit which would slow up
the progress of the line construction; that the Retirement Committee

Town Manager Marshall reported that the Gatewood Recreation picnic-

camp grounds would be 7:30 A. M. to 10:00 P, M. For the remaining part
of this summer Town Manager Marshall recommended that no fee be charged
for the picnic area. He stated he understood there were some citizens
who wished to fish at night and that it would be possible for them to
park on the road and walk in and fish in the event they wished to fish
after 10:00 P. M,, at which time the gates would be closed and locked.
There were several fishermen present who stated they enjoyed fishing all
night and wondered what could be worked out in this situation since they
would have to walk and carry heavy equipmentto the Reservoir if they had
to part on the road, and much discussion followed regarding the rules and
regulations governing the operation of these facilities. Councilman Frye
moved that the matter of an ordinance for Council's consideration pertain-
ing to the operation of Gatewood Recreation areas, be referred to the
Recreation Committee of Council and the Ordirtsa.nce Committee, which motion
was seconded by Councilman Ratcliff, and carried.
Councilman Vaughan suggested that since Council had authorized

SET FOR that the Retirement Plan for the town employees be changed and put in

MEMBERS force as of July 1, 1971, suggested that a meeting be set for the completion
of these matters.. Council set Thursday, August 26th, at 7s30 P. M, for a
August 17, 1971
meeting of the members of the Retirement Committee, Finance Committee
Town Attorney, Mayor Edens and Town Manager Marshall.
Motion was made, seconded and carried that Council go into
EXECUTIVE executive session to discuss a personnel matter, at 9115 P. M.

Mr. Graham at 9140 P. M. moved that Council return to regular
REGULAR session, seconded by Mr. White, and carried.

Mr, Vaughan, at 9:42 P. M., moved, seconded by Mr. Graham, that
ADJOURNMENT Council adjourn. Motion was carried.
