Minutes of the regular meeting of the Pulaski
Town Council, held November 1, 1971, at 4:-00 P. M., in the
Municipal Building.
There were present: Mayor, C. Robert Edens, presiding..

COUNCIL'S FIRST Mayor Edens welcomed the visitors to the .first

NEW MUN. meeting of Council in the new Municipal Building.

Minutes of the. regular meeting of October 19th were
approved as recorded.
Obel R~~tcliff, a Real Estate Brocker, congratulated
the Council on its beautiful new Municipal Building, and stated
that he felt sure there were others present who would like to

Executive Director of the Pulaski Chamber of Commerce, and Ralph
Rutherford were heard at this time, congratulating the Council
and stating they were proud of the new building and felt it was
a sign of real progress.
C. V. Jackson, former Mayor, stated this was a "Red
Letter Date", one which he had looked forward to for many years,
and congratulated Mayor Edens, the members of Council and anyone
who had anything to do with the beautiful new Municipal Building.
On behalf of himself and members of the Council, Mayor Edens
extended sympathy to Mr. Jackson in the recent death of his son.
Milton Clark, a former employe of the Town, expressed
a complaint concerning his recent discharge and commented upon the

Two traffic hazards were brought to the attention of
TRAFFIC Council, one being a wall at Altoona and Main Street which obstructs

POINTED ones view, and the other being a deep ditch along Peppers Ferry

Road near the High School entrance. Both matters were referred to
the Town Manager.
In response to Mrs. 0. M. Duncan's recent request that
ownership of certain areas ar~.ong Madison Avenue be established, she

ALONG well as an effort would be made to encourage private citizens to clean

AVENUE up their property in this area. Other matters brought to Council's
attention were to be checked out.
Mr. John V. Highfill of the New River Valley Planning
District Commission explained to the Mayor and members of the Council
the aspects of the District-wide Communications system. He stated

Sheriff's Department plans to go along with the Communications Plan,

plan, they could communicate directly with each other; that the plan
recommends a regional telephone center to be located. in Radford for use
in any emergency, but that each governmental unit would be able to
communicate with each other without any interference, gr,going through
the Radford dispatcher. The system of an emergency number, 911, as is
used in many places for the convenience of the public, would enable the
public to dial 911 in an emergency and their call would be channeled to
the proper department, be it police, fire, rescue, or any other emergency
station.

which motion was seconded by Councilman Vaughan, and carried.

Town Attorney Moore reported that G. C. Hall, G. G.
Gannaway and Edward L. Barr, the viewers appointed by Council
in the matter of closing a portion of Adams Street, had met,
were instructed and filed their report. Copies of both were filed
as a part of the minutes of the meeting. Mr. Moore further re-
ported that the viewers' report indicated they could see no cause
for any inconvenience to anyone in the closing of the portion of the
street in question, and it was up to the Council to determine the
course to take upon the evidence presented, or should they need
additional evidence, continue the matter until the next meeting of
Council in order to get more information.

Quesenberry and Vance F"rmer, and pursuant to
REPORT ON Resolution of Council on September 7, 1971;
PETITION Convening of the duly appointed viewers of said Town
at 10:00 o'clock A. M. on the 1st day of November,
TO CLOSE 1971, in the office of the Town Attorney, Pulaski,
Virginias

PRESENT:

Viewers.
Viewers are hereby instructed by the said Town Attorney as
Follows:
(1) That your appointment was made by the said Town
under authority granted in Title 15.1-364 of the Code of
Virginia of 1950, as amended, and any and all other general
powers granted said Town.
(2) That as viewers appointed by said Town you are
instructed to view that certain portion of Second Avenue (now
"Adams Street"), set out and described in the Resolution
adopted by the Town on September 7, 1971, a copy being attached
hereto for the purpose of describing the portion of street
to be closed.
(3) You shall determine by your view and your evaluation
thereof whether or not any inconvenience would be caused by
the closing of the aforesaid portion of street, and if any,
what inconvenience would result and to whom, from closing,
discontinuing and removing the street requested as a pert
of the system of streets, avenues and alleys of the Town of
Pulaski, Virginia.
(4) To report in writing your findings as above
instructed in this matter to the Council of the Town of
Pulaski, Virginia.

This report is to be filed as soon as convenient after
you have viewed the proposed street to be abandoned or vacated,
and after your evaluation thereof from your view, and from such
other facts you determine to be pertinent thereto.

REPORT OF VIEWERS
RE: Town of Pulaski, Virginia
Vacation and abandonment of that certain portion of
Second Avenue (now "Adams Street"), lying within
the Town of Pulaski, Virginia, as more fully set out
in a petition filed with said Town by Frank Quesen-
berry, E. C. Quesenberry and Vance Farmer by Resolu-
tion of the Town of September 7, 1971.

REPORT
We, the undersigned viewers duly appointed by Resolution
ON CLOSING of the Town of Pulaski, adopted on the 7th day of September,
1971, convened in the .Town Attorney's Office at 10:00 o'clock
A. M. on the 1st day of November, 1971, and at that time were
ADAMS ST. given written instructions by the Attorney for said Town of
Pulaski, Virginia, upon our duties as viewers, the original
of the instructions being herewith attached as a part of these
proceedings.
After reading the instructions, the undersigned personally
visited the location described in the aforementioned Resolution
and instructions, and agree that the closing of the portion of
the street in question, will not cause any inconvenience to
anyone.
Given under our hands this 1st day of November, 1971.

Mr. McCarthy, Attorney for the Petitioners, stated they
had attended two meetings, plus the present one, and his clients
would go along with continuing same, but would like to have an answer
at once if at all feasible. Mr. Nuckols stated he had not been present
at the first meeting and stated his client, Mr. Andrews needed this
access to his property, which property he planned to develop, and
that it ,was felt that a through .street would be more beneficial to all
rather than closing same.

Council decided to look at the situation in a body

Earlier in the meeting Mr. SanSkeens advised that he
was present to hear the report of the Finance Committee relative
to the request of the New River Valley Emergency Squad for
BILL YATES additional aid to them, and at this time Councilman Frye,

Mayor Edens reported that he planned to hold an informal
meeting once a month at which time the public would be invited,

FIRST concerning the Town. Mayor Edens stated no minutes would be kept,

designated as "Town Hall Meetings".
Town Manager Marshall reported that he, Town Attorney
Moore, Commonwealths Attorney Dow Owens and Mr. Robert McNichols,
Pulaski County Executive Director, had met relative to the water

CONTRACT contract between the Town and the Pulaski Service Authority, and

CO. BEING that a ten year contract, similar to the one between the Town of

Pulaski and the Town of Dublin was being studied by tte County
officials and would shortly be presented to the Town Council for
consideration.
Taan Manager Marshall reported that he had been contacted
by a representative of the Architects for the Low Cost Housing
Project in Needmore, and requested the Town incorporate over and

site for a minimum of sixty (50) units. A combination of water
and sewer connection fees ~f $350.00 per unit for the first sixty
(60) units and a $200.00 per unit charge for all over sixty (60)
units, and that the Town will install such services to the property
line only after an application for such connections is made and
connection fees is paid in the amount of $21,700.00 plus $200 for each
connection all over sixty (60)". Mr. Marshall stated that he did
clarify with the representatives that the $21,700.00 would be paid prior
to the start of construction of either the sewer or the water line.
Town Manager Marshall also reported that a meeting would

At 6:22 P. M. Councilman Vaughan moved the meeting adjourn,
which motion was seconded by Councilman Graham, and carried.
