Minutes of the regular meeting of the Pulaski Town
Council, held December 7,..1971 in the Council .Chambers in the
Municipal Building, at 4:00 P. M.
There were present: Vice-Mayor S. G.Frye, presiding in the.
absence of Mayor Edens.
Councilmen: A. L. Graham, Mason A. Vaughan, Glen K. Aust,
J.H. White, William A. House
Absents J. L. Congrove, Raymond F. Ratcliff
Also presents Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Asst. Bldg. Inspector: Rex Willis
Chief of Police: E. K. Burroughs
Visitors: Esther Williams, Southwest Times reporter.
The invocation was given by Councilman White.
Minutes of the regular meeting of November 23rd were
approved as corrected.
As there were no visitors to be heard, Council went into

the business of the Council and Vice-Mayor Frye called for Committee
reports starting with Councilman Vaughan.
Councilman Vaughan stated he had no reports to make.
Mr. Vaughan advised Council that he had observed quite a few parking
spaces around the building not being used by the public and suggest-
ed that the women employes in the Municipal Building be allowed
to par1~ at the Municipal Building during the cold winter months,
and if it developed that the public is being deprived of parking then
steps be taken to correct this. Councilman House stated it appeared
to be approximately nine or ten spaces on the back which might be
used on a first come first serve basis and if this deprived the public
of a place to part, then Council would have'`ta~"-dc something about it.
Councilman Vaughan moved that on a trial basis only the women employes
be provided parking space at the Municipal Building. The motion was
seconded by Councilman Graham, and carried.
Councilman Vaughan asked about the Christmas Ho.~.iday and the
fact that Christmas Day falls on Saturday,of_ this year. Town Manager
Marshall stated that two years ago Council agreed that if a holiday
fell on Friday, take Friday; if it fell. on Saturday, no holiday would
be taken, and if it fell on Sunday, take the following day, Monday, off.

He furthex stated the Town employes would have a half-day off on
Friday bef ore Christmas Day. After a discussion of the matter,
Councilman House moved that holidays falling on Saturdays be celebrated
on Friday, and that the policy be revised to reflect this. The
motion was seconded by Councilman Vaughan, and carried.
Councilman House reported that several matters had been referred
to the Street Committee, but the Committee had not gotten to all of
them. He reported that the Committee had considered the request of
Eden Distributing Company for an encroachment on Dora Highway; that
the Company proposed to build on the west side a thirty foot addition,
which would encroach upon the right of way a maximum of 6.1 ft. at the
west corner, and that the present southwest corner is approximately
ST. COMM. 2 feet from the street, which street has a 60 ft. right of way. The

difficulty. It was the recommendation of the Street Committee that
this encroachment be allowed and the ~ cessary legal proceedings be
followed in the granting of an encroachment to Edens Distributing
Company. The motion was seconded by Councilman White, and carried.
Councilman House reported that other matters before the Committee
would be considered at a Street Committee meeting to be held on the 8th
day of December,
Town Manager Marshall reported that at the last meeting of Council
TRANSFER OF action was taken authorizing the transfer of the Booth American Company
TV FRANCHISE assets of the cable system known as Pulaski TV Cable Co., Inc., to
COMPLETE Continental CATV of Virginia, Incorporated, and that by letter of
December 1, 1971, the Clerk had been advised that this transfer had been
consumated on November 30, 1971. He further reported that the Certificate
of Insurance attached to this letter would be checked by the Town Attorney
to see that the Town is fully protected.
Town Manager Marshall reported that December 8th would be the first
pick=up~of paper for recycling. He stated this paper would be stored in
a' town owned building until such time as it is picked up, and it was

Town Manager Marshall reported that approval had been
received from the State Department of Health and the State
Water Control Board for final plans and specifications for a

Town Manager Marshall reported that he had been advised

started in April of 1972. He stated limited access was discussed
again but the traffic count is not high enough for this to be a
limited access road.
There followed a discussion relative to how much the Tows

There being no further business, the meeting adjourned
at 4:40 P. M.
