HomeMy WebLinkAbout02-01-72 Minutes of .the regular meeting of the Pulaski Town Council, held February 1, 1972, in the Council Chambers in the Municipal Building at 4:00 P. M. There were present: Vice-Mayor S. G. Frye, presiding in the absence of Mayor C, Robert Edens. Councilmen: William A. House, J. H. White, Andrew L. Graham, J. L. Congrove, Raymond F. Ratcliff, Mason A. Vaughan Absent: Glen K. Aust Also present: Town Manager: J. E. Marshall Clerks Gladys R. Dalton Town Attorney: Garnett S. Moore Chief of Police : E. K. Nuckols Mr. Elmer Abell Several interested citizens The invocation was given by Councilman House. Minutes of the regular meeting of January 18, 1972 were VISITORS WELCOMED approved as corrected. Vice-Mayor Frye welcomed the visitors and extended a special welcome to Girl Scout Troup ~~529 and Leader, Mrs. Eugene L. Nuckols. Mrs. Nuckols advised that the girls were working on their merit bades and were attending the Council meeting to gain more knowledge of the Town government. Vice-Mayor Frye stated it was the time and place for holding a public hearing, as had been advertised in the Local news- paper, on the application of Elmer Abell to place a house trailer at 1328 Dora Highway in the Town of Pulaski, and Council would be glad PUBLIC HEAR- to hear anyone who wished to speak either for or against this proposal. ING ABELL TRAILER No one spoke against the application. Town Manager Marshall reported CONTINUED that the lot on which Mr. Abell wished to place the trailer was 100 x 150 ft. and that a house already exists on this lot, and for this reason recommended that the application be denied. Inasmuch as no plat had been made of the lot showing the existing house, and the fact that it was not known if the lot could be subdivided, Councilman House moved that someone in the Administration determine what could possibly be done, or advise the applicant of his right to appeal to the Board of Zoning Appeals for a variance. The motion was seconded by Councilman Graham, and carried. `~ i ;~' February 1, 1972 Mrs. 0. M. Duncan brought to the attention of Council the condition existing in a parking lot on North Madison Avenue, owned by PARKING Whiting Oil Company, stating it was a health hazard. Councilman Vaughan LOT AT WHITING OIL moved that the matter be referred to the Sanitation Committe ~ which STA . 5TH STREET motion was seconded by Councilman Ratcliff, and carried. Mrs. Flinchum of Dora Ha_ghway voiced an objection to the Town OBJECTION Permitting a junkyard to be placed on Dora Highway, and was advised no TO JUNKYARD ON I7JRA Plans had been finalized at that time. Town Manager Marshall explained HIGHWAY generally where the junkyard would be located. It was brought out that the Dora Highway Community Club, together with the Town have been working to improve that area. Reporting for the Retirement Committee on the Town Employee's Retirement system, Councilman Vaughan stated that the Retirement Committee and Finance Committee had met and considered-;the~.repdrt of Meidinger and Associates, Actuary, and that it was the recommendation of the Retirement Committee that the Town's retirement funds be placed with the Insurance ACTUARY TO MEET Company, with the firm Meidinger and Associates as Actuary; that the WITH INS . CO & WORK Actuary (at a cost of from $500.00 to $1,000.) meet with the Insurance OUT DETAILS OF RET. Company to work out the details of the Retirement Plan as proposed by PLAN the Actuary, and so moved, which motion was seconded by Councilman APPROPRIATION FOR FEE Ratcliff, and carried on the following recorded vote'; Mason A. Aust - absent Councilman House reported that several weeks ago Mr. Paul Roop asked that a portion of Medallion Drive be taken over by the Town for maintenance; and that some discussion had followed relative to an agree- ment having been executed in August of 1968 and its validity. Since LEGAL ASPECTS that time there had been some correspondence with an Attorney, Mr. Katz, RE: MEDALLION DR. T~0 of Bluefield, West Virginia, relative to this document. Mr. House BE DISCUSSE_suggested that since the matter was referred to the Street Committee that ~ WITH TOWN ATTYthe Committee take this up with Town Attorney Moore. Councilman Ratcliff so moved that it be continued in the hands of the Street Committee, seconded by Councilman White, and carried. ~P ~`t:f: A{~ February 1, 1972 Mr. House commented upon the recent articles appearing NEWS ITEM ON SPEED- TRAPS DISCUSSED BY CHRM. STS . COMM. in the local newspaper relative to the traffic situation in the business district as well as the reference to "speedtraps", and gave figures indicating Court fines were less than for the same six months period a year ago. He further stated that as Chairman of the Street Eommittee he felt a degree of responsibility concerning these matters and should be so advised of same. Councilman Congrove reported that at the last meeting JUNKYARD LICENSE ADMR. MATTER of Council the matter of issuing a license for a junkyard was turned over to the Pollution and Sanitation Committee, and it was later determined this was an administrative matter and referred to the Town Manager and so handled. Town Attorney Moore advised that work is continuing on the FIRE CODE updating of the Fire Code, and he hoped to have this for Council at their next meeting. Town Manager Marshall reported that execution of the contract or agreement between the Town of Pulaski and the Pulaski CONTRACT COMPLETED County School Board had been completed, for the installation of WITH CO. SCHOOL BD. the water line to the new elementary school on Bob White Boulevard RE: WATER TO NEW extension and it was hoped no difficulties would be encountered with ELEM. SCHOOL regards to the gas line and underground telephone line in making the water line installation. Town Manager gave a brief report on his recent trip to Washington to meet with the Virginia delegation to Congress concern- TOWN MGR . REPORT ON ing matters having a direct impact upon .towns and cities with WASHINGTON TRIP respect to Revenue sharing. Town Manager Marshall reported a permit had been received LANDFILL from the State for the operation of the town's landfill on Draper's PERMIT RECD Mountain. At 4:55 P. M.
