Minutes of the regular meeting of the Pulaski Town
Council, held February 15, 1972, at 7:00 o'clock P M., in the
Council Chambers in the Municipal Building.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: S. G. Frye, Glen K. Aust, William A. House,
J. H. White, Mason A. Vaughan, Andrew L.
Graham, Raymond F. Ratcliff
Absent: J. L. Congrove
Also presents Town Manager: J. E. Marshall..
Clerk: Gladys R. Dalton
Police Officer: H. E. Surber
Visitors: J. R. Schrader, Jr., reporter for Southwest
Times
Approximately twenty-five visitors
The invocation was given by Councilman Frye.
The minutes of the regular meeting of February 1,
1972 were approved as recorded.
Several matters were brought to the attention of
HEAR Council by the visitors and were discussed in length by Council and
VISITORS
the visitors. No action was necessary, or taken on these matters.
A petition and resolution of the Dora Highway Community
PETITION
OPPOSING Club was presented to the Council in opposition to the placing of a
JUNKYARD
DORA HWY junkyard on Dora Highway.
The Taxicab group was again advised that as: soon as a
TAXICAB/ Letter was received from the Attorneys indicating a rate increase

INCREASE is legal under Phase II, Council would give this matter considera-
tion.
Councilman Vaughan reported that the Recreation
Committee, Finance Committee and Recreation Director Ned Bane had
met and discussed plans for Gatewood Recreation area as well as Macgill
Village Park, and it was the feeling of all that living quarters for

REC. PLANS, the caretaker at Gatewood should be relocated nearer the fishing area.
TRAILER
TO BE PUR. It was the opinion of the Committees that because of the lack of

TAKER money and the time element involved, a trailer would have to be
purchased for the caretaker's living quarters inasmuch as it was
felt that Macgill Village Park should have priority for the summer of
1972.
Councilman House reported that a petition had been

BUNTS ST. received from the residents of Bunts Street asking that the Town

ST. COMM. give some consideration to opening the east end of Bunts Street,

and suggested that it be referred to the Street Committee for viewing
and report back to the Council. Councilman Ratcliff so moved, which
motion was seconded by Councilman Frye, and carried.
Town Manager Marshall reported that at the last meeting
of Council a public hearing was held on the application of Elmer
Abell to place a mobile home on a lot already ..occupied by a house,
ELMER on the corner of Dora Highway and Springer Avenue, and Council requested

APPROVED lot. Mr. Marshall reported that a plat had been made of the lot and

could be subdivided and with~the removal of one outbuilding, would
qualify for the approval of the Town Planning Commission. Mr. Marshall
recommended that Mr. Abell's application be approved subject to the
stipulations set out, and Councilman White so moved, which motion was
seconded by Councilman Aust, and carried.
For information purposes only, Town Manager Marshall
gave a report on a survey recently made by the Police Department on the

REPORT downtown parking situation as a result of several articles having appeared

TOWN in the local newspaper on this subject. No action of Council was necessary.
PARKING
Town Manager Marshall reported that two loading zones would
be established on Main Street, one to be on the south side of Main Street
from the alley at Number One Store east, with three parking meters being

ZONES TO removed; and the second loading zone would be established near the

MAIN ST. Appalachian Power Company office building on Main Street, with three
meters being removed. He stated these zones would be posted by signs
"No Parking - Loading Zone" from 8:00 A. M. to 5:00 P. M. and would be
patroled by the Police Department. Mention was made of a couple of
loading zones, having been granted in the past, being used for private
parking. Council recommended that these persons be informed there will
be no private parking in any loading zone, as well as alley loading
zones.
Several Senate Bills being considered by the General

OF SENATE Assembly in Richmond were discussed briefly by Council. No action was

which motion was seconded by Councilman White, and carried.
