There were present: Mayor C. Robert Edens, presiding. Councilmen: Mason A. Vaughan, J. L. Congrove, Andrew L. Graham, S. G., Frye, William. A. House., Raymond F. Ratcliff, J. H. White Absent: Glen K. Aust Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Recreation Director: Ned B. Bane Visitors: Esther Williams, Southwest Times reporter John Columbus, WPW Radio Station The invocation was given by Councilman Graham. Mayor Edens stated the purpose of the special meeting was to discuss the Macgill Village Recreation Park, and an~r other itess that say legally core bef ore the Council. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special. Meeting of said Council, at 4:00 P. M. on the 10th day of March, 1972, called by Mayor C. Robert Edens, in the Municipal Offices in the Town of Pulaski, Virginia, for the purpose of discussing the Macgill Village Recreation Park, and any other items that may legally be brought before the Council. WITNESS, our signatures this 10th day of March, 1972. 1 ~ ~ ~~_. . ~ ' f~pl t March 10, 1972 Reporting for the Recreation Committee, Chairman Vaughan [~ 1 1 stated that as a followup on the report of Bill Edwards, Chairman of the Recreation Commission, Macgill Village Recreation Park had been viewed by his Committee and then by the entire Council, and it was the opinion of the. Council that in order to carry out the original plan for a softball diamond, would mean the removal of three or four feet of earth and redistribute it in order to lengthen the field to the required field regulation. Mr. Vaughan stated the Committee felt this should be done before spring and therefore the purpose of the special Council meeting was to discuss how best to finance the project. Town Manager Marshall stated that to accomplish the grading SPECIAL necessary, a bulldozer would be needed to push the ,larger machinery, and as the Town does not have such equipment it would have to be MEETING rented. Mr. Marshall stated the rental on such equipment would be RE: REPORT approximately $1500.00 to $2000.00. He further stated this would only get the fields ready for seeding. He reported that plans had ON MACGILL been made for Monday of the following week to haul sand and clay for VILLAGE the basketball courts at Macgill Village Recreation Park as well as RECREATION AREA Gatewood Recreation Park to have these ready for use this year. Mr. Marshall stated any extension to Lynwood Street would have to wait until the fields are ready at Macgill Village before this could be IMPROVEMENTS done. He further estimated that approximately $3500,00 would be & $3,000. needed to cover the cost of grading and seeding at Macgill Village appropriated Recreation Park. FOR COSTS Councilman Vaughan moved that the Town proceed at once to grade and seed the softball and football diamond at Macgill Village Recreation Park, and that the sum of $3,000.00 be appropriated from the general fund unapporpriated surplus to cover the cost of the grading and seeding. The motion was seconded by Councilman House, and. carried on the following recorded vote: Mason A. Vaughan -ayeWilliam A. House - aye Andrew L.Graham - aye Raymond F. Ratcliff - aye J. H.
