There were present: Mayor C. Robert Edens, presiding. Councilmen: J. L. Congrove, William A, House, Andrew L. Graham, Mason A. Vaughan, Raymond G. Ratcliff, Glen K. Aust, J. H. White Absent: S. G. Frye Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S, Moore Bldg. & Zoning Administrator: J. Rex Willis Visitors: Esther Williams, reporter for Southwest Times Approximately four or five citizens The invocation was given by Councilman Graham. The minutes of the regular meeting of March 21, 1972 were approved as recorded. Mayor Edens stated it was the time and place for a PUBLIC HEARING TRAILER APPLICATION GO RDO N MARTIN- APPLIC. APPROVED public hearing as had been advertised in the Local newspaper, on the application of Gordon Martin to place a house trailer on a lot on Dora Highway, the lot being the property of his father, Claude Martin, and to be occupied by his son, Gordon Martin. There appeared to be no one present opposing the application, and Town Manager Marshall reported that there was no other house on the lot and the application indicated the applicant would connect to the Town sewer but that spring water in that area would be utilized rather than the Town facility. Mr. Marshall recommended that the application be approved. Councilman Aust moved the applica- tion be approved, which motion was seconded by Councilman Vaughan, and carried. Town Manager Marshall suggested that the Mayor and Council MGR. SUGGESTS TRAILERS BE CONFINED TO TRAILER PARKS might wish to give some consideration to allowing house trailers to be parked only in designated Trailer Courts, but after some dis- cession of this it was felt that the present system is adequate at this time. 1 1 ~~ ~4~ April 4, 1972 Reporting for the Retirement Committee, Town Manager Marshall stated that the REtirement Committee had met with the Town Attorney and Town Manager and reviewed the draft of a proposed amendment to the Employe's Retirement Plan as recommended by the Actuaries in Richmond with the Travelers Insurance Company as the funding agency, and it was the opinion of all that this is a major step forward in upgrading the Retirement Plan. He stated the proposed amendment would upgrade the EFFECTIVE DATE OF Plan benefit wise, and it was hoped the effective date for the present NEW RET.PLAN employes would be April 1, 1972 and retroactive to January 1, 1972 for APR . 1 - the retired employes, as it would be difficult for the present employes CONTRACT TO BE to pick up the increased cost as of January 1, 1972, and the Actuaries SUBMITTED saw no problem in establishing this date as April 1, 1972. He stated further the Actuaries are now working on the actual contract to be presented to Council for its approval. Councilman Graham reported that a request had been received utilities for town utilities to be extended to Crestline Drive, and recommended COMMITTEE TO STUDY that the request be turned over to the Utilities Committee for study REQ .FOR UTILITIES and report to the Council. Councilman Aust so moved, which motion TO CRESTLINE DR. was seconded by Councilman Ratcliff, and carried. There was some discussion relative to how best to inform the public regarding the perpetual care plan for cemetery lots, and on PERPETUAL CARE & motion of Councilman Vaughan, seconded by Councilman House, moved the HOW TO and INFORM matter be turned over to the Finance Committee,/to remain on the agenda PUBLIC until the matter is resolved. The motion carried. Mayor Edens called Council's attention to the housingmeeting on April 17th and 18th in the Council Chambers, as well as the Seminar Workshop which will be held at the New River College on April 12th on HOUSING MEETINGS Annexation and Consolidation, He stated there would be two sessions, AND SEMINARS 2:00 to 5:00 P. M. and 6:30 to 9:30 P. M. and he hoped as many as could would attend one of these sessions if at all possible. . Mayor Edens brought to Council's attention a letter received LETTER FROM from Attorneys Crowell, Nuckols and Koch .regarding a personnel matter, and CROWELL , DEEDS & suggested this be referred to the Police Committee. Councilman Aust so KOCH RE: PERSONNEL moved, seconded by Councilman White, The motion carried. MATTER ~~~'`~~l e ~~'~~ "~" April 4, 1972 Town Attorney Moore presented and read to Council an ordinance amending and re-enacting Section 7-l, of Chapter 7 of the Town Code of Pulaski as amended and re-enacted by an ordinance adopted on the 1st day of May, 1967, and stated this was a requirement by the Federal government and necessary in filing the Comprehensive Plan for the Town of Pulaski, which is ready for submitting. Councilman Vaughan moved the adoption of the ordinance, which motion was seconded by Councilman Aust, and carried: AN ORDINANCE TO AMEND AND RE-ENACT SECTION 7- i , "ADOPTION OF FIRE PREVENTION CODE'' of CHAPTER 7 OF THE TOWN CODE OF PULASKI AS AMENDED AND RE-ENACTED BY ORDINANCE ADOPTED ON THE 1ST DAY OF MAY, 1967 BE IT ORD4INED by the Council of the Town of Pulaski, ADOPTION OF Virginia: FIRE PREVENTION CODE ORDINANCE Section 7.1-1. Adoption of Fire Prevention Code. RE: CO MPREHENSIVE PLAN FOR TOWN There is hereby adopted by the Town of Pulaski, Virginia, for the purpose of prescribing regulations governing '_. conditions hazardous to life and property from fire or ex- plosion, that certain code known as the Fire Prevention Code recommended by the American Insurance Association, being particularly the 1971-1972 edition thereof and the whole thereof, except such portions as are herein deleted, modified or amended by this ordinance, and particularly any and all amendments or changes in the 1971-1972 edition and such new editions as are from time to time recommended by the American Insurance Association, of which code not less than three (3) copies have been and now are filed in the office of the Town Manager of Pulaski, Virginia, and at least two (2) copies in the office of the Chief of the Eire Department, and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this ordinance shall take effect, the provisions thereof shall be controlling within the limits of the Town of Pulaski, Virginia. There is further adopted by ref erence for procedural purposes the National Fire Code of the National Fire Prevention Association which shall complement the Fire Prevention.Code and afford methods and procedures insofar as same are not in conflict with the Fire Prevention Code. Town Attorney Moore also presented for Council's approval a Resolution paying tribute to John C. Slack, who recently retired JOHN C . SLACK as Building and Zoning Administrator for the Town. Councilman Aust RESOLUTION ADOPTED moved the adoption of the Resolution, which motion was seconded and carried unanimously: April 4, 1972 R ESO LTTTT(1 N WHEREAS, John C. "Cliff" Slack, a native of West Virginia, came to Pulaski, Virginia, in 1945, to do contract work £or Allied Chemical Corporation of Pulaski. He worked for Allied Chemical until his retirement in 1963, after nineteen years of service; and WHEREAS, Cliff Slack brought with him to Pulaski a world of experience in the engineering, construction, and con- tracting fields. His talents and skills had been acquired and developed over a period of years, in several supervisory positions in both private and governmental industry; and WHEREAS, Cliff Slack was not only a competent and well- liked executive, dedicated to his work and its demands, but a man who had the skills to do the actual work alongside those persons under his supervision. He found time to teach others his skills and to participate in church, and many civic and community activities; and RESOLUTION WHEREAS, in 1967 when he was persuaded to take the position of Building and Zoning Administrator, the Town acquired in Cliff JOHN C. Slack all the technical qualifications for the position, and in addition, those characteristics of personality and diplomacy so necessary to the enforcement of a demanding SLACK and in many instances a penalizing law--zoning. NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in Regular Session on this 4th day of April, 1972, that: 1. The Town Council takes this opportunity, upon the event of his retirement, to pay tribute to its first Building and Zoning Administrator who has for the first time in the history of the Town brought some order, procedure and under- standing into what had heretof ore been an unpoliced and un- enforced jungle of misunderstood zoning requirements. 2. Through the efforts of Cliff Slack, builders, con- tractors and homeowners have been shown the necessity of an orderly and planned development in the field of community growth; that these people realized and accepted to a much greater degree the laws and rules of zoning as a protection to them and all other citizens of the Town. 3. The Town wishes to thank Cliff Slack for all that he has accomplished, the procedure and rules laid down for others to follow in their continued service to the Town, all of which will be a lasting monument of his accomplishments and will provide guidelines and an incentive to others to achieve and build a better Town in which to live. 4. The Council wishes for John C. "Cliff" Slack many happy and fruitful years in his retirement and trusts that he will allow those who he has assisted in the past the privilege to call upon him for counsel and advice on occasions in solving problems when his great and varied ex- perience can be utilized to a successful conclusion. 5. It is directed that a copy of this Resolution be recorded as a part of the minutes of this meeting and a suitable copy be presented to John C. Slack. ADOPTED THIS 4th day of April, 1972. Town Manager Marshall recommended that, by reason of the Peak View Housing approach to the possible construction of a high- rise type apartment building for the elderly in the downtown section of Pulaski, some consideration be given to the possibility of an SUGGESTS amendment to the present water and sewer ordinance to provide AMENDMENT TO WATER & SEWER for connections for town house, condominiums, garden apartment, ORDINANCES RE: CONNECTION3nigh-rise apartments and office buildings. Mr. Marshall recommended TO HIGHRISE APTS. ETC. that the matter be ref erred to the Utilities Committee for a study UTILITY CO MM and report to Council. Councilman House so moved, seconded by TO STUDY Councilman Graham, and carried. At 5:30 P. M. there being no further business, Councilman Vaughan moved the meeting adjourn, which motion was seconded by Councilman Graham, and carried.
