Minutes of the regular meeting of the Pulaski Town Council,
held April 18, 1972, at 7:00 P. M. in the Council Chambers in the
Municipal Building.
There were present: Vice-Mayor S. G. Frye, presiding until Mayor
Edens arrived
Councilmen: Raymond F. Ratcliff, William A. House, J. L.Congrove,
Glen K. Aust, S. G. Frye, J. H. White, Andrew L. Graham,
Mason A. Vaughan
Also present: Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitors: Esther Williams, Reporter for the Southwest Times
Girl Scout Troup ~k781 and Leader Mrs? Isbill
Approximately 10 - 12 citizens
The invocation was given by Councilman White.
Minutes of the regular meeting of April 4th were approved as
corrected.
At this time Vice-Mayor Frye welcomed the visitors and invited
thos who wished to speak on the Allison Lane Project to do so.
Those visitors voicing any expression on the Allison Lane
Project were mainly interested in what decision the Town had made to
Phase 2 of the Route 11-Allison Lane-~ob White Boulevard Project, or
that portion between Peppers Ferry Road and Newbern Road, either because
NO STEPS they owned property on Allison Lane or were developers in that area and

PHASE II wanted to know how their individual plans would be affected by the

LANE PROJ. routing of this phase of the Project. They were advised that the Town
had taken no definite steps on this portion of the project, and felt
more study should be made in an effort to arrive at the best solution in
order to avoid any future problems.
During the discussion of the Allison Lane Project, Mayor Edens

Mayor Edens Welcomed Mrs. Isbill and members of the Girl Scout

Attorney Philip Sadler stated he was appearing before Council
again requesting that a study be made on the adoption of an ordinance

open, he felt people should be assured of a little peace and quiet.
Mr. Sadler was advised that the Town already has an ordinance governing
noise.
Mr. Sadler also brought to the attention of Council the con-
dition of the Norfolk and Western Railway grade crossings in the
Town and suggested that the Town either advise the Railway Company

that within a definite time these crossings must be repaired, or

the Town will repair them and bill them for such repairs. Town
Manager Marshall reported that on the same day of the Council
meeting, a letter had been forwarded to the Railway Company relative
to this matter.

CLEAN UP Councilman Congrove reminded those present that the annual

Inasmuch as the next regular meeting of Council falls on
