HomeMy WebLinkAbout08-01-72 Minutes of the regular meeting of the Pulaski Town Council, held August-1, 1972, at 4:00 P. M. in-the Council Chambers in the Municipal Building. There were present: Mayor C. Robert Edens, presiding. Councilmen: S. G. Frye, J. H. White, Mason A. Vaughan, Raymond F. Ratcliff, William A. House, Glen K. Aust Absent: J. L. Congrove and Anflrew L. Graham Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Town Treasurer: J. L. Patterson Chief of Police: E, K. Burroughs Visitors: J. R. Schrader, Jr., reporter for the Southwest Times Mrs. O. M. Duncan Eugene Stuart The invocation was given by Councilman Vaughan. The minutes of the regular meeting of July 18th were approved as recorded. Mayor Edens advised this was the time and place for holding a public hearing on the application of Rachel Brown RACHEL BROWN to place a mobile home trailer at 818 LTighland Terrace. Inasmuch TRAILER APPLICATION as all the requirements had been met by the applicant and there APPROVED was no neighborhood objection, Town Manager Marshall recommended that the application be approved. Councilman Aust so moved, seconded by Councilman House, and carried. On behalf of the Pulaski Jaycees, Eugene Stuart present- ed to Council the details of a program being sponsored by the Jaycees JAYCEE SPONSOR in cooperation with the Town Police Department known as "Operation "OPERATION IDENTIFICATION"Identification". Mr. Stuart explained that a resident could borrow ENGRAVING VALUABLES from the Police Department an electric engraver to engrave his & ASK 000PERAT- ION OF TOWN or her social security number on all valuables, making two lists of these items and one being kept by the resident and the other by the Police Department, and that stickers would be furnished the residents to post at his home indicating that all property of value on the premises had been marked for identification purposes. Mr. Stuart stated there was no cost involved by anyone inasmuch as the National Association of Independent Insurance Agents would furnish the Police Department with the electric engravers and when the I",', ~, ~ ~, ,< ~~ ~~ ~'. August 1,.1972 resident has completed engraving of his valuables he returns the engraver to the Police Department for use by someone else. Chief Burroughs stated he was for the project one hundred percent, and also advised the department personnel would be glad to assist anyone in engraving their valuables, particularly the elderly. Mr. Stuart requested that a resolution be adopted by the Council to encourage all citizens to utilize this program, and Councilman Vaughan so moved, seconded by Councilman Ratcliff, and carried. Councilman Ratcliff stated that some of the recommended WILEY & WILSON improvements to the Town's Water System made in a report by RECOMMENDATIONS TO IMPROV. Consulting Engineers Wiley and Wilson in 1970 should be looked TO WATER SYSTEM TO BE into and a report made to Council. Councilman Vaughan so moved, CONSIDERED seconded by Councilman House, and carried. Town Attorney Moore advised there were two matters to be discussed which would require an executive session later. Reporting on the legality of an easement owned by the Town across the property of Mr. L. C. Turman on old Lee Highway which UTILITY COMM parallels Route 11, and which Mr. Turman had requested the Town TO CONSIDER L.C.TURMAN'S to release said easement, Town Attorney Moore stated there was no REQ . FOR RELEASE OF doubt that the strip of land belongs to the Town for the purpose of EASEMENT AT HIS HOME using it, but that he was not familiar enough with the present facilities to know whether the Town would need this easement in the future. It was brought out there is installed a parallel water line .along this street but that some of the property owners were reluctant to connect to same. Councilman Aust moved that the matter be re- ferred to the Utility Committee, which motion was seconded by Councilman House, and carried. G. Frye, seconded by William A. House, the following Resolution was adopted: BE IT RESOLVED that the Treasurer's list of improper and erroneous assessments for taxes for the year 1971 be submitted to the Commissioner of Revenue for further verification; that when game has been verified by the Commissioner of Revenue for Pulaski County, Virginia, as being improper and erroneous, the Town Treasurer is hereby directed to correct tax tickets accordingly and J. L. Patterson is hereby relieved from the duty and responsibility of collecting same. DELINQUENT TAXES FOR 1970 The Town Treasurer submitted a revised list of delinquent taxes for the year 1970 showing remaining unpaid as of June 30, 1972: PERSONAL PROPERTY $2,754.00 PLUS 5% PENALTY $133.70 $2,891.70 REAL ESTATE $2,266.57 PLUS 5% PENALTY $113.33 $2,379.90 $5,271.60 -; ~ ~~ r 1970 07.5 Percent Collected ~~_~~ August 1, 1972 On motion duly made by S. G. Frye, and seconded by J. H. White, and carried, the following Resolution was adopted: BE IT RESOLVED that the Certified list of the Town Treasurer for the year 1970 showing remaining delinquent taxes be accepted, and it is ordered that the revised list of real estate be transmitted to the Clerk of the Circuit Court of Pulaski, Virginia, to be filed, and the Treasurer is further directed to continue to collect the unpaid taxes shown on said list. Whereupon, motion duly made by S. G. Frye, seconded by William A. House, and carried, the following Resolution was adopted: BE IT RESOLVED that the Treasurer's list of improper and erroneous assessments for taxes for the year 1970 be submitted to the DELINQUENT Commissioner of Revenue for further verification; that when same has TAX REPORT been verified by the Commissioner of Revenue for Pulaski County, Virginia, as being improper and ezxoneous, the Town Treasurer is hereby directed to correct tax tickets accordingly and J. L. Patterson is hereby relieved from the duty and responsibility of collecting same. G. Frye, and seconded by Glen K. Aust, and carried, the following resolution was adopted: BE IT RESOLVED that the certified list of the Town Treasurer for the year 1969, showing remaining delinquent taxes be accepted, and it is ordered that the revised list of real estate be trans- mitted to the Clerk of the Circuit Court og Pulaski, Virginia, to be filed; and the Treasurer is further directed to continue to collect the unpaicj taxes shown on said list. Upon motion duly made by Mason A. Vaughan, seconded by Council- man Frye, and carried, the following Resolution was adopted: BE IT RESOLVED that the Treasurer's list of improper and erroneous assessments for taxes for the year 1969 be submitted to the Commissioner of Revenue for further verification; that when ^~~{~ ~* August 1, 1972 same has been verified by the Commissioner of Revenue for Pulaski County, Vir ginia, as being improper and erroneous, the Town Treasurer is hereby directed to correct tax tickets accordingly and J. L. Patterson is hereby relieved from the duty and responsibility of collecting same. Town Manager Marshall advised Council that a diver from Pit Marine Service, Mars, Pennsylvania, would be in Pulaski on Saturday, DIVER FOR August 5th, to check on the valves in the wells at Hogans Dam before HO GANS DAM refilling the sam. At 5:00 P. M. Councilman Frye moved that Council go into executive EXECUTIVE session to discuss property matters, which motion was seconded by SESSION Councilman Ratcliff, and carried. At 6:45 P. M. Councilman House moved, seconded by Councilman White, that the Council return to regular session. Motion was carried. ADJOURNMENT At 6:46 P M. there being no further business., Councilman V;+.ughan moved, seconded by Councilman Frye, that the meeting be adjourned. Motion carried.
