M. in the Council Chamber in the Municipal Building. There were present: Mayor C. Robert Edens, presiding. Councilmen: Raymond F. Ratcliff, William A. House, J. L. Congrove, Mason A. Vaughan, Andrew L. Graham, S. G. Frye, J. H. White Absent: Councilman Glen K. Aust Also present: Town Managers J. E. Marshall Clerk: GLadys R. Dalton Town Attorney: Garnett S. Moore Visitors: J. R. Schrader, Jr. reporter for Southwest Times Arthur L. Meadows, Councilman-elect J. A. Blevins Kenneth Taylor and several members of the Dora Highway Community Club The invocation was given by Councilman Congrove. Minutes of the August 1st meeting were approved as recorded. Mr. Kenneth Taylor, Secretary of Dora Highway Community Club, presented to the Council a petition, consisting of 83 signatures, REQUEST FOR asking for re-channeling of Peak Creek, togehter with petition RE-CHANNELING consisting of 103 signatures of residents of Dora Highway who are OF PEAK inside the corporate limits, who are even more concerned about the CREEK matter of re-channeling Peak Creek to relieve the possibility of another flood as was recently experienced in that area. 'The delegation was advised by Town Manager Marshall that CORPS OF ENGINEERS TO MAKE STUDY in answer to his request, a letter had been received from Col. Kenneth McIntyre, District Engineer of the Corps of Engineers, relative to a study being made of the area known as Kersey Bottom and the Dora Highway area, and that afield investigation will be made as soon as possible; the Corps of Engineers are experiencing a rather heavy agenda in view of the recent floodings in other areas. On behalf of the NAACP organization, Councilman-elect Meadows ROY A.WILKINSthanked the Council for the courtesy and kindness shown Mr. Roy A. Wilkins, Executive Secretary of the National NAACP when he recently spoke in Pulaski. Mr. J. A. Blevins questioned Council regarding the right of way for Dora Highway from Pierce Avenue to Birch Street. Mr. Blevins DORA HIGHWAY stated that in some spots cars traveling in opposite directions must R/W INADEQUATEstop when people are walking along the highway. He also stated in ~y~•~ ~ P ~~®I ~ _~ August 22, 1972 some places the street does not have the proper drainage because of high shoulders. Utility poles were also cited as being a hazard. On motion of Councilman Ratcliff, seconded by Councilman Vaughan, and carried, the matter was referred to the Street Committee. Councilman Frye reported that the Finance Committee had met FINANCE COMM MEETS WITH recently with Town Manager Marshall regarding a wage - personnel problem TOWN MGR , and it would be worked out by the Manager. Town Attorney Moore stated he had no report, but reminded Council COUNCIL SHOULDhat they should decide if they wanted to change the Town Charter for DECIDE RE: COUNCILMANIC the Councilmanic year to begin on July 1 instead of September 1. He YR. CHANGE TO JULY ~.ST further stated that within the next year or so the General Assembly would adopt legislation making this change. Mayor Edens suggested that the first Council meeting in September ORGANIZA- normally scheduled for S®ptember 5th be held following the organizational TIONAL & REG. MEETING meeting of Council to be held on Friday, September 1, at 4:00 P. M., SET FOR SEPT. 1ST and Councilman Graham so moved, which motion was seconded by Councilman Ratcliff, and carried. Because of the absence of Town Manager Marshall for the second Sept. 19TH MEETING monthly meeting on September 19th, Councilman Frye moved that this MOVED TO 26TH meeting be re-scheduled to September 26th at 7:00 P. M. The motion was seconded by Councilman Ratcliff, and carried. Town Manager Marshall reported that a diver had visited Pulaski DIVER VISITED on August 15th and made some investigations regarding the condition of HOGANS DAM the valves at Hogans Dam, and would return in several weeks to assist the Town in making the necessary improvements at the Dam before it was refilled. Mr. Marshall reported that only two bids had been received for blacktopping of the streets, Adams Construction Company - $11.57/ton and NEWMAN BROS. LOW Newman Brothers - $10.80/ton placed. He stated it there were no objections BID ON BLACKTOP. the bid of Newman Brothers would be accepted and plans made for this STREETS program after a meeting with the Street Committee. ~, ~4-cd iW ~'~d August 22, 1972 Mr. Marshall advised that in answer to his recent inquiry relative to the possibility of obtaining funds for a public golg:. course in or near Pulaski, he was advised the program is PUBLIC GOLF ~ COURSE administered by the Bureau of Outdoor Recreation of the Department ADMIR . BY OUTDOOR of Interior and provides for matching assistance to states in the RECREATION DEPT. OF planning, acquisition and development of outdoor recreation INTERIOR and facilities; that further contacts would be made to state individuals and a report made to the Council at a later date. There being no further business, on motion of Councilman Frye, seconded by Councilman Ratcliff, and carried, the meeting adjourned at 7:35 P. M.
