At a regular Municipal Election held for the Town of Pulaski,
Virginia, on May 2, 1972, the following officers were elected; with
terms to begin September 1, 1972:
Mayor C. Robert Edens - two year term; Andrew L. Graham, Jr.,
[]
William A. House, Arthur Lee Meadows and Mason A. Vaughan, Councilmen
to serve four years.
The Mayor-elect and the Councilmen-elect having duly qualified
before the Clerk of the Circuit Court of Pulaski County, Virginia, as
ORGANIZA-
TIONAL provided by Section IX of the Town of Pulaski Charter of 1948, and the
MEETING
OF NEW Charter Amendment approved by the 1956 Legislature, a meeting was held
COUNCIL
this 1st day of September, 1972, at 4:00 P. M. in the Council Chambers in
the Municipal Building.

Councilman Mason Vaughan nominated S. G. Frye for Vic e-Mayor,
FRYE
ELECTED to serve as Vice-Mayor for the period 1972-74. The motion was
VICE-MAYOR
seconded by Councilman Aust, and carried. Councilman House moved that
nominations for Vice-Mayor be closed, which motion was seconded
by Councilman Ratcliff, and carried.

On motion of Councilman Frye, seconded by Councilman Vaughan,
ISSUING JUSTICES it was Resolved that the present office holders and two Issuing Justices
& EMPLOYES 65 be re-appointed. Councilman House recommended that the resolution
TO HOLD OFFICE stipulate that those office holders who reach the age of sixty-
ONE YEAR five (65) be re-appointed for a one year term, which stipulation was
approved by Councilman Frye and Councilman Vaughan, and the motion
carried.
G. S. Pierangeli, a member of the Pulaski Jaycees and Mrs. Kay
Gregory of the Southwest Times, asked the Council for permission to
REQ. FOR USE OF use the old Municipal office building on Washington Avenue for a
OLD MUNICIPAL BLDG.
FOR YOUTH CENTER coffee house, He stated that a group of interested citizens had
GRANTED
formed "Save Our Youth Committee" in an effort to combat the
growing drug problem in the community. He further stated the Committee
would be responsible for insurance, utilities, heat and supervision
of the building. Councilman Aust moved that the group be
allowed to use the premises, subject to their being responsible for
liability insurance, utilities, heat and supervision; that this be
under the direction of the Recreation or Police Committee and that
the Town give. them moral support as well as help in cleaning up the

building. The motion was seconded by Councilman Congrove.
Councilman House asked that the Land, Buildings and Parks Committee
also be included in the Committee to get the building ready. The
motion carried.
Councilman Vaughan stated the Recreation Committee had met
and it was their hope to be more active in the new year, and a
report would be made to Council at a later date.
Councilman Aust reported that the Fire Department personnel had

painted one of the Fire Trucks yellow at a cost of $441.28, and
had the job been done on a bid basis it would have cost approximately
$2500.00. Mr. Aust stated he felt a letter should be written to the
Fire Department commending them of their efforts.
Town Manager Marshall reported that he had met with representatives
of HUD in Richmond on August 29th in what was considered as the pre-
final application conference, at which time all necessary documents
were reviewed relative to the Town's preliminary application for
Federal Grants for the improvement of the Town's water and sewer systems.
Mr. Marshall stated it appeared that Pulaski is in line for obtaining
approximately $422,000.00, which the Town would have to match with
approximately $200,000.00. Mr. Marshall presented to Council a Resolution
for adoption authorizing the Town Manager to execute and file a final
WATER & SEWER
application on behalf of the Town with the Department of Housing and
Urban Development. Councilman Vaughan moved the adoption of the
Resolution which motion was seconded by Councilman Graham, and carried.

Town Manager Marshall stated that the diver had located a
five-gallon can full of gunnite that had lodged against the valve at
5-GAL.CAN Hogans Dam, which had been removed and the pipe is now draining and
GUNNITE
LODGED the work could be done by Town Crews. He suggested that the Consulting
AGAINST
VALVE AT Engineers, Wiley and Wilson, be contacted for their recommendation as
HOGANS DAM -
wiley & to what consideration should be given to the up-stream face. Council-
wilson to be
contacted man Ratcliff so moved, which motion was seconded by Councilman Graham,
re: up-stream
face and carried.
There being no further business, the meeting adjourned at 4:40 P. M.
