There were present: Vice-Mayor S. G. Frye, presiding. Councilmen: Raymond F. Ratcliff, Arthur L. Meadows, Andrew L. Graham, Mason A. Vaughan, Glen K. Aust, J. L. Congrove, William A. Visitors: Bonnie McKeown, reporter for Southwest Times Philip Sadler, Legal Advisor for Peak View Housing SPECIAL MEETING Corporation and Board members of the Corporation RE: RESOLUTION BY Mrs. Davis - CAP PEAK VIEW HOUSING The invocation was given by Councilman Ratcliff. Vice-Mayor welcomed the visitors and stated the purpose of the special meeting was to consider the adoption of a resolution to be presented by the Peak View Housing Corporation. 1 WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council,.at 5:00 P. M. on the 5th day of October, 1972, called by Vice- Mayor S. G. Frye, in the Municipal Offices in the Town of Pulaski, Virginia, for the purpose of considering the adoption of a Resolution to be presented " Co v po a'a ~'i o~ by the Peak !2 Housing A~~, and any other items that may legally be brought before the Council. WITNESS, our signatures this 5th ~ October 5, 1972 Mr. Sadler presented a Resolution to the Council and advised that the Peak View Housing Corporation was desirous of sponsoring a regional low and moderate income housing program utilizing the federal funds and rent supplement program. He stated further tl~n.t ~i ~:~all the Corporation has an option on the land between Third and Fourth Streets and fronting on Jefferson Avenue North, back to the alley, on which plans were in the making for a seven story-125 apartment unit, COUNCIL ADOPTED The project was discussed fully with Mr. Sadler and members RESOLUTION of the Peak View Housing Corporation by the members of the Council, and Vice-Mayor Frye called a fifteen minute recess at 5:30 P. M. OF PEAK VIEW in order that the Council could discuss the Resolution with Town Attorney HOUSING CORP. Moore. RE: FEDERAL At 6:00 P. M. Council reconvened and on motion of Councilman FUNDS FOR Aust, seconded by Councilman Congrove, with each Councilman voting "aye" with the exception of Councilman Meadows, who is a member of the Peak LOW INCOME View Housing Corporation Board, and who refrained from expressing an PROJECT opinion during the discussion and did not vote, the following Resolution JEFFERSON & was adopted: 4TH STS. RESOLUTION BE IT RESOLVED that the Town of Pulaski is aware of the need for housing for the elderly and is receptive to the production of low and moderate income housing utilizing federal funds program and rent supplements. BE IT FURTHER RESOLVED that the Town of Pulaski has been advised that the Peak View Housing Corporation desires to sponsor such a program, to be known as Peak View Manor, located in downtown Pulaski, and expresses no objection to such a program, subject to the Corporation sponsors meeting all the necessary requirements of the applicable ordinances of the Town of Pulaski, Virginia. There being no further business, the meeting adjour ned at 6110 P. M. ATTEST: ~` and that the project had been submitted to the Federal Housing Adminis- tration for approval for federal gunds. However, under the new Housing Act it was necessary that the governing body of Towns and Cities adopt the Resolution.
