Minutes of the regular meeting of the Pulaski Town Council,
held October L0, 1972, at 4:00 P. M. in the Council Chambers in the
Municipal Building.
There were present: Councilmen William A. House, Arrlrew L.
Graham, Glen K. Aust, Mason A. Vaughan,
J. L. Congrove, Raymond F. Ratcliff,
Arthur L. Meadows
Absent: Councilman S. G. Frye

The invocation was given by Councilman Ratcliff.
Councilman Graham stated that Mayor Edens was ill and in the
hospital in Richmond and that Vice-Mayor Frye was out of Town and

BE PRESIDING unable to attend the meeting, but that Mr. Frye had contacted

MEETING Councilman Aust to act as presiding officer in his absence. Mr.
Graham moved the approval of Councilman Aust to act as presiding
officer for the meeting. The motion was seconded by Councilman
Vaughan, and carried.
The minutes of the regular meeting of September 26th and
MINUTES
APPROVED special meeting of October 5th were approved as recorded.
Three residents of Pearce Place, Mrs. Hylton, Mrs. Cox
and Mr. Marshall discussed with Council the recent relocation of
SIGN AT street signs entering Pearce Place, as well as the problem of
PEARCE PL.
ADMINISTRATIVEvisibility when motorists enter Route 11 from Pearce Place.
MATTER
Councilman Graham moved that the matter be handled administratively
and if found to be legal that the sign at Cardinal snd Wren Drives be
relocated or changed. The motion was seconded by Councilman Vaughan,
and carried.
Obel Ratcliff reported to Council that tenants in the
apartment building at the corner of Fifth Street and Randolpi~ Avenue
OBEL RATCLIFF were forced to park on Randolph Avenue since the Town had designated

ON 5TH ST. "no parking" on Fifth Street in front of the building. Mr. Ratcliff
stated further that the same conditions existed at 35 Fifth Street
and he had been contacted by an insurance company relative to

opening an office at this location if some means of parking could be

provided. No action was taken by Council on these two complaints.
Mr. Ratcliff also suggested to Council that they give some

stated Montgomery County uses the method of listing all points in
the county in one directory rather than each town, and he felt such a
plan would work well in Pulaski County,
Councilman Vaughan reported that it was the recommendation of

Councilman Graham reported the Utilities Committee met to
discuss water rates for multi-family units, but that more inf ormation

Town Manager Marshall reported that from press releases it
appears that revenue sharing seems somewhat eminent and the Town's share,

as reported, is $144,600. He further stated that from figures obtained at

the League meeting Pulaski County will receive $259,764. and the Town of Dublin
will receive $23,254. However, no guidelines as to how the money can be
spent have been received todate.
Town Manager Marshall reported that on October 5th he, Mr.

the flooding that occurred in Pulaski in June. He stated that a
feasibility survey must be established and from that point move into the
possibility of developing a project,
Mr. Marshall reported that a request had been received from

also stated that the two other property owners on this street
are also desirous of having the street closed. Mr. Marshall
recommended that the request be referred to the Street Committee,
and Councilman Graham so moved, which motion was seconded by
Councilman House, and carried.
Town Manager Marshall presented a trailer application
in the name of Margaret Thompson, who wished to place a trailer
PUBLIC HEARING
TO BE HELD ON at 700 Highland Terrace, and recommended that it follow the
TRAILER APPLIC.
OF MARGARET usual procedure of holding a public hearing on the application.
THOMPSON
Councilman Ratcliff so moved, seconded by Councilman Meadows,
and carried.
On motion of Councilman Ratcliff, seconded by Councilman
MEETING
ADJOURNED Congrove, and carried, the meeting adjourned at 5:00 P. M.
