There were present: Councilmen William A. House, Arrlrew L. Graham, Glen K. Aust, Mason A. Vaughan, J. L. Congrove, Raymond F. Ratcliff, Arthur L. Meadows Absent: Councilman S. G. Frye Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Town Engineer: H. R. Coake Building & Zoning Admr.: Rex Willis Visitors: Obel Ratcliff Mrs. 0. M. Duncan Mrs. J. M. Hylton Mrs. Dean Cox Olin Marshall Bonnie McKeown, reporter for the Southwest Times The invocation was given by Councilman Ratcliff. Councilman Graham stated that Mayor Edens was ill and in the hospital in Richmond and that Vice-Mayor Frye was out of Town and AUST TO BE PRESIDING unable to attend the meeting, but that Mr. Frye had contacted OFFICER FOR MEETING Councilman Aust to act as presiding officer in his absence. Mr. Graham moved the approval of Councilman Aust to act as presiding officer for the meeting. The motion was seconded by Councilman Vaughan, and carried. The minutes of the regular meeting of September 26th and MINUTES APPROVED special meeting of October 5th were approved as recorded. Three residents of Pearce Place, Mrs. Hylton, Mrs. Cox and Mr. Marshall discussed with Council the recent relocation of SIGN AT street signs entering Pearce Place, as well as the problem of PEARCE PL. ADMINISTRATIVEvisibility when motorists enter Route 11 from Pearce Place. MATTER Councilman Graham moved that the matter be handled administratively and if found to be legal that the sign at Cardinal snd Wren Drives be relocated or changed. The motion was seconded by Councilman Vaughan, and carried. Obel Ratcliff reported to Council that tenants in the apartment building at the corner of Fifth Street and Randolpi~ Avenue OBEL RATCLIFF were forced to park on Randolph Avenue since the Town had designated RE: PARKING ON 5TH ST. "no parking" on Fifth Street in front of the building. Mr. Ratcliff stated further that the same conditions existed at 35 Fifth Street and he had been contacted by an insurance company relative to L1 1 1 opening an office at this location if some means of parking could be October 10, 1972 T="r~~~,~<~ r ~.^ ~_~`.. ~ provided. No action was taken by Council on these two complaints. Mr. Ratcliff also suggested to Council that they give some NO ACTION ON SUGG. consideration to having a telephone directory for the entire Pulaski RE: NEW TEL. County rather than the system of having only Pulaski and Dublin. He DIRECTORY stated Montgomery County uses the method of listing all points in the county in one directory rather than each town, and he felt such a plan would work well in Pulaski County, Councilman Vaughan reported that it was the recommendation of .. the Recreation Committee that the operation of the Gatewood Recreation RATES FOR CAMPERS area be continued under the same guidelines as were used for the 1972 AT GATEWOOD TO REMAINseason, with the exception that campers would be allowed to remain for SAME; BUT TIME a two week period rather than one week, and so moved. The motion was EXTEND. TO 2 WKS seconded by Councilman Ratcliff, and carried. Councilman Graham reported the Utilities Committee met to discuss water rates for multi-family units, but that more inf ormation UTILITIES COMMITTEE was necessary and it was hoped to have a report at the next meeting of RE: MULTI- f'AMILY Council on this matter. UNITS Town Manager Marshall reported that from press releases it appears that revenue sharing seems somewhat eminent and the Town's share, REV. SHARING as reported, is $144,600. He further stated that from figures obtained at NO GUIDE- LINES AS YET the League meeting Pulaski County will receive $259,764. and the Town of Dublin will receive $23,254. However, no guidelines as to how the money can be spent have been received todate. Town Manager Marshall reported that on October 5th he, Mr. MEETING WITH Holyfield and Mr. Coake had met with a representative from the Corps CORPS OF of Engineers as well as a representative from the Bureau of Water ENGRS. & BU. OF WATER Resources to review the possibilities of rechanneling Peak Creek and RESOURCES RE: PEAK to gather some preliminary information with respect to eliminating CREEK FLOODS the flooding that occurred in Pulaski in June. He stated that a feasibility survey must be established and from that point move into the possibility of developing a project, Mr. Marshall reported that a request had been received from BOOTHS Archie J. Boothe, Jr. that Third Street between Floyd Avenue and South REQ . 3RD ST. BET. Madison be closed, and that Mr. Boothe stated he would defray all FLOYD & SO .MADISON expenses that would :be involved in this matter; and that Mr. Boothe BE CLOSED REF . TO ST. COMMITTEE t ~~~.~ October 10, 1972 also stated that the two other property owners on this street are also desirous of having the street closed. Mr. Marshall recommended that the request be referred to the Street Committee, and Councilman Graham so moved, which motion was seconded by Councilman House, and carried. Town Manager Marshall presented a trailer application in the name of Margaret Thompson, who wished to place a trailer PUBLIC HEARING TO BE HELD ON at 700 Highland Terrace, and recommended that it follow the TRAILER APPLIC. OF MARGARET usual procedure of holding a public hearing on the application. THOMPSON Councilman Ratcliff so moved, seconded by Councilman Meadows, and carried. On motion of Councilman Ratcliff, seconded by Councilman MEETING ADJOURNED Congrove, and carried, the meeting adjourned at 5:00 P. M.
