Minutes of the regular meeting of the Pulaski Town Council,
held October 24, 1972, at 7:00 P. M. in the Council Chambers in the
Municipal Building.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: S. G. Frye, Arthur L. Meadows, Ard"ew L. Graham,
Mason A. Vaughan, Raymond F. Ratcliff, J. L.
Congrove, William A. House
Absent: Glen K. Aust
Also present: J. E. Marshall, Town Manager

The invocation was given by Councilman House.
Minutes of the regular meeting of Council of October 10th were
approved as recorded.
Mayor Edens advised that this was the time and place, as had been
advertised in the local newspaper, for holding a public hearing on the
application of Margaret Thompson to place a house trailer at 700 Highland
TRAILER Terrace. There appeared to be no one present who opposed the application.

MARGARET Town Manager Marshall reported that from an investigation by the Engineer-

APPROVED ing Department there appeared to be 10,500 square feet in the lot on which
the trailer world be placed; that the Health Department had approved the
use of a sptic tank for this location and that the applicant would connect
to the Town's water system, and there was no neighborhood objection to placing
the trailer at 700 Highland Terrace. Mr. Marshall recommended that the
application be approved, and Councilman Vaughan so moved, seconded by Council-
man Graham, and carried.
Carlis Lundy of Dora Highway appeared bef ore Council and advised
he had been given a ticket by a Police Officer for reckless driving, which
was the result of his attempt to get into the east bound lane of traffic

section and back down Route 99, east, because of the location
of the crossover near the New Riv er Valley Improvement establishment. It
was brought out in the discussion that followed that the median
strip was installed as a saf ety measure when Route 99 was con-
structed several years ago, and that the nearest crossover between
Franklin Avenue and Walnut Avenue only serves a minimum purpose at the
present. The matter was referred to the Street Committee and Town
Manager Marshall to work out the details on the motion of Councilman
Ratcliff, seconded by Councilman Frye, and carried. Town Manager
Marshall advised Mr. Lundy he would get in touch with him later
relative to the ticker given him that day.
Mrs. Robert Carter of 924 Jackson Avenue presented a petition
to Council from property owners in that area requesting that sewer
JACKSON services be installed on Jackson Avemue. On motion of Councilman House,

Councilman Graham reported that the Utilities Committee had

Councilman House reported that the Street Committee had met

discussed the request from residents on Monroe and Gateway Drive that

should be installed. It was estimated the cost to the Town would be
approximately $30,000.00 and would have to be consid eyed in a future
years' budget as it would not fit into the current budget. Mr. House
also stated there was a problem of right of way for Monroe Avenue
which would have to be cleared up.

With regards to the request from the Dora Highway Community
Club relative to the right of way along Dora Highway, Mr. House reported

Councilman Congrove reported that the ordinance required by

AN ORDINANCE TO AMEND THE REVISED RETIREMENT
PLAN OF APRIL 1, 1972, FOR THE EMPLOYEES OF
THE TOWN OF PULASKI, VIRGINIA, BY REPEALING
SECTION C OF ARTICLE III, AND SECTION C OF
ARTICLE LV OF PLAN, AND BY ENACTING NEW
SECTIONS C.1 OF ARTICLE III AND C.1 OF ARTICLE
IV, AND TO MAKE SAID AMENDMENT RETROACTIVE
Td APRIL 1, 1972.
BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI,
VIRGINIA, at its regular meeting on the 24th day of
October, 1972, that:
(1) Section C of Article III is hereby deleted
and repealed, and
Section C.1 - DELAYED RETIREMENT is hereby enacted in
lieu thereof;
A Participant, with the specific approval of Council,
may remain in the active employ of the Town after his
RETIREMENT normal retirement date for such period or periods as
Council from time ti time shall approve. A Participant
desiring the approval of Council for continuation of his
ORDINANCE employment beyond his normal retirement date must file
with the Committee a written request for such approval at
least sixty days prior to his normal retirement date, unless
the Committee or Council shall accept as adequate a
shorter period of notice.
(2) Section C.1 of Article IV is hereby deleted and
repealed, and
Section C.1 - DELAYED RETIREMENT ALLOWANCE is hereby
enacted in lieu thereof:
A Participant who remains in the employment of the Town
beyond his normal retirement date, as provided for in Section
C of Article III, for all purposes of the plan-shall be deemed
to have retired on his normal retirement date, in accordance
with Section A of Article III, and to be thereafter no longer
an Employee. Any such Participant shall be entitled to a
monthly retirement allowance, computed and payable in
accordance with the provisions of Section A of this Article IV.
(3) This amendment shall be, and it is hereby made
effective as of April 1, 1972, as if same had been enacted
on April 1, 1972.
(4) This Ordinance is designated as the First Amendment
to the Revised Retirement Plan for the Employees of the Town
of Pulaski.
There being no further business, the meeting adjourned at 8:10 P. M.
