There were present: Councilman A. L. Meadows, A. L. Graham, Glen K. Aust, S. G. Frye, William A. House, Raymond F. Ratcliff, J. L. Congrove, Mason A. Vaughan In the absence of Mayor C. Robert Edens, Vice-Mayor Frye presided. Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Bldg. & Zoning Administrator: J. R. Willis Visitors: Bonnie McKeown, reporter for Southwest Times William Smith, Attorney Mrs . 0 . M. Duncan The invocation was given by Councilman Graham. The minutes of the regular meeting of November 6th were approved as corrected. As a member of the Comprehensive Planning and Housing Committee, William Smith appeared before Council and strongly urged that Council approve a f ormal resolution, indicating the need of the Town and County for a Housing Authority, similar to the resolution adopted by the County Board of Supervisors on June 6, 1972, to ORDINANCE TO BE PREPA cooperate with the County in a Consolidated Housing Authority, and RED TO COOPERATE give notice of a public hearing to be held. Councilman Aust moved WITH COUNTY IN CON. that a resolution be prepared for. adoption by Council confirming the HOUSING AUTHORITY Town's willingness to cooperate with the County in a Consolidated Housing Authority, and directing that a public hearing be scheduled. The motion was seconded by Councilman Graham, and carried. Councilman House reported that the Street Committee and REPORT ON members of the Administrative staff met with residents of Monroe Avenue, WIDENING OF MONROE Gateway Drive and Wilson Avenue area to discuss the improvements re- AVE. Mr. Congrove stated the Committee also discussed Housing HOUSING CODES Codes, but that work is still being done on this by the Town Manager, CONTD. Town Attorney and the Building and Zoning Administrator. Mr. Congrove further reported that the Ordinance Committee had no recommendation on the matter of a consolidated telephone directory NO RECOMM ON CON- for the County, and felt it was more of a county project than that of the SOLIDATED TEL, Town. The Committee was of the opinion that it would effect an increase DIRECTORY- in the cost of advertising in the telephone directory and possibly a rate increase to the public. Town Manager Marshall presented to Council a request from Terry S. McPeake, et als, that the alley between 5th Street, S. E. and ST. COMM. 4th Street, S. E. be officially closed. Mr. Marshall stated further there is TO STUDY REQ.FOR a 20 ft. right of way for the entire block, but it has never been opened. CLOSING ALLEY BET He recommended that it be referred to the Street Committee. Councilman 4TH 7 5TH Aust so moved, seconded by Councilman Ratcliff, and carried. STS. S.E. Town Manager Marshall reported that the Town Planning Commission had considered the request of Coleman Furniture Corporation that property recently purchased by them from Whiting Oil Company at the corner of Madison JT. PUBLIAvenue and Fifth Street be rezoned from B-I classification to Industrial HEARING SET FOR ~M 1, and voted to hold a joint public hearing with the Town Council. Mr. DEC. 19TH- re: Marshall recommended that the joint hearing be held on the 19th day of COLEMAN FURN. December, the second monthly meeting date for Council, and on motion of REQ. Councilman Vaughan, seconded by Councilman Graham, and carried, it was, RESOLVED, that a joint public hearing be held with the Town Planning Commission at 7:00 P. M. on December 19, 1972 on the rezoning of certain property on Madison and Washington Avenues between 4th and 5th Streets, North, and so advertised. Councilman Frye abstained from any discussion on the matter as well as voting. Town Manager Marshall reported on inf ormation received from the Highway Department relative to reducing the speed limits both on TRAFFIC & SPEED Route 11 and Route 99, inside and outside the corporate limits and REPORT ON RT. 11 summarized the inf ormation by stating the Highway Department made no & RT.99 BY TOWN MGR. ~4 ;' %' ~~~~~ `~ November 21, 1972 recommendation for the reducting of speed limits on either of the routes, however, it was recommended that the crossover at the Pleasant Hill Drive intersection across from the new hospital be eliminated completely by reason of the very dangerous sight distance coming south on Route 11 approaching the corporate limits. Council discussed these situations and on motion of Councilman Aust, seconded by Councilman Graham, and carried, the matter was referred to the Street Committee and Town Manager Marshall to meet with officials of the Highway Department to discuss the matter further. Town Mana ger Marshall reported that a traffic moving survey had been made at the new shopping mall on Route 99 and as soon as the TRAFFIC HAVING information could be assembled it would be forwarded on to the Highway SURVEY NEW RT.99 MALL Department in support of the Town's request for traffic lights to control the traffic at this point. Town Manager Marshall reported that as a result of the General Assembly action. during the last session, the State Board of Housing will be holding a public hearing on December 4th in Richmond STATE BD. OF HOUSING with the idea in mind of adopting a uniform statewide building code, MEET IN RICHNA'ND and that the Town's Building and Zoning Administrator had been RE; BUILDING CODES scheduled to represent the Town°of Pulaski at this meeting and to make a recommendation to the Board that the State Board adopt the Southern Standard Building and Housing Codes along with the National Electrical Code and the National Fire Prevention Code, all of which are now being enforced in the Town of Pulaski. A statewide ~itiimum housing code for improving sub-standard housing throughout the State such as the one enforced in the Town of Pulaski was discussed by Council, however, it was the consensus of opinion that minimum housing should not appear in the recommendation by the Town's Building and Zoning Administrator, and Councilman Vaughan moved that the Town's representa- tive to the Richmond meeting be directed to appear bef ore the State Housing Board and make the Town's presentation excluding the minimum housing code. The motion was seconded by Councilman Ratcliff, and carried. November 21, 1972 < ~: ~- ~'.. Council considered the request of the New River Valley Airport Commission for authorization to purchase a used dump truck from State surplus for use at the airport, but it was the consensus of Council that LARVA REQ.TO although the Town of Pulaski wished to assist the Airport Commission in PIIR . Councilman Aust moved that the matter of widening Newbern Road at its entrance to Route 99 be placed on the agenda for discussion at that time. The motion was seconded by Councilman Ratcliff, and carried. Mr. WIDENING OF NEWBERN Aust stated he was of the opinion that if Newbern Road could be widened RT . The matter was ref erred to the Town Manager £or study and report back to Council. There being no further business, on motion, seconded and carried, the meeting adjourned at 8:30 P. M.
