There were present: Mayor C. Robert Edens, presiding. Councilmen: Andrew L. Graham, Arthur L. Meadows, S. G. Frye, Glen K. Aust, William A. House, Raymond F. Ratcliff, Mason A. Vaughan Absent: J. L. Congrove Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Duncan The invocation was given by Councilman Vaughan. The minutes of the regular meeting of November 21st were approved as recorded. As there were no visitors present who wished to be heard at this time, Mayor Edens called for reports of the Committees. Reporting for J. L. Congrove, Chairman of the Ordinance Committee, who was ill and unable to attend the meeting, Council- man Frye stated it was the recommendation of the Ordinance Committee that applications for Certificates of Public 27 TAXICAB Convenience and Necessity be granted for the year 1973, as follows: CERTIFICATES Blue & White Cabs, Inc - - - - 18 E. V. Davis Cabs - - - - - - - 3 GRANTED Deluxe Cabs - - - - - - - - - - - 6 Total - - - - 27 Mr. Frye so moved, which motion was seconded by Councilman Ratcliff, A discussion followed relative to a recent complaint that someone had been unable to secure a cab around midnight. This problem was again discussed, as it had been at the public hearing, and Council was of the opinion that the Town Manager should forward a letter to those being issued certificates regarding this particular situation. Councilman Frye reported also that Chairman Congrove had stated that his Committee would keep an eye on this situation, and to see that all cabs are being operated. The motion carried, and twenty-seven (27) certificates will be issued for the year 1973, as set out above. e : r~s ~'-~ December 5, 1972 Councilman House made the following report for the Street Committee: Mr. House advised that following the meeting with the residents of Monroe Avenue, Gateway Drive and Town Manager Marshall, the Committee requested the Engineering Department to make a study and cost estimate of the street improvements requested by the STREET residents in this area. The Committee had studied the Engineer's COMMITTEE REPORT report, and was of the opinion this matter would have to be considered in the 1973-74 budget, as the cost estimate was more than could be worked into the present budget. Councilman House stated that most of the matters referred to the Street Committee would be handled administratively, such as the removal of the median strip on Route 99 near the New River Valley Improvement Company. Mr. House further stated that the Engineering Department had recently made a study of the traffic flow from the new shopping center STUDY OF on Route 99, and that this information would be forwarded on to the TRAFFIC Highway Department for their consideration, and that it was felt FLOW RT. 99 this situation would entail some real engineering for a solution ,. to this traffic situation. Mr. House reported the Street Committee felt there was no RECOMMEND need for opening Lynwood Street at the Macgill Village play area, LYNWOOD ST. NOT BE and felt this area might be used for parking as the area of the OPENED future fire sub-station is now being used, and recommended that it be left as is for the present. Reporting on the request for closing a portion of Fourth Street between Floyd and Madison Avenues, Mr. House stated that 4TH ST . S .E . TO REMAIN after viewing the situation and considering the report of the OPEN -3RD T00 STEEP Engineering Department, concluded that the. topography is such FOR TRAFFIC that Third Street is too steep to be opened for traffic and for this .reason it was felt that Fourth Street should be left open for any future use. It was also recommended that Town Manager Marshall write the residents in the area explaining the matters involved. ~~~1( December 5, 1972 On the request from Terry S. McPeake, and others, for closing ALLEY BET. 4TH & 5TH an alley between 4th Street and 5th Street, S. E., Mr. House STS. S.E. CONTD. reported the Engineering Department was making a study and cost estimate of this, and recommended that it be continued until the next meeting of Council. Mr. House reported that from a report of the Administrative staff concerning a study of automobile accidents in the vicinity of Pleasant Hill Drive and Route 11 crossover for the past ten EXCESSIVE SPEED ON RT. 11 CAIISE month, excessive speed was the cause of the majority of accidents OF ACCIDENTS & NOT CROSSOVER rather than the location of the crossover, and this inf ormation LOCATION would be forwarded on to the Highway Department by the Town Manager along with a request for reducing the speed limit at this area. Mr. House further stated that the request for a crossover for the new clinic east of the new hospital is being studied further, but he felt a crossover for the clinic and entrance to Pleasant Hill Drive should be incorporated into one crossover. On the request for an additional lane of traffic entering RT. 99 & Route 99 from Newbern Road, Mr. House reported this is being NEWBERN RD. CONTINUED studied by the Administrative staff and it was reported by the Town Manager that some work would be done at this intersection DORA HWY. R/W CONTINUED just as soon as weather permits. Also, Mr. House reported the Engineering Department is continuing its work on the request from Dora Highway residents relative to widening the right of way along a portion of this street. CK. retirement date, January 1, 1973, and receive her monthly retirement allowance, computed and payable in accordance with the provisions of Section C.1 of Article III, and C.1 of Article IV, as amended, of the Employe's Retirement Plan, and that it was the recommendation of the Committee that she be allowed to do this, and so moved, which motion was seconded by Councilman Frye, and carried. •_ t'-,• ' , e ~ ~ ~'<, s,r- December 5, 1972 Councilman Graham asked permission and so moved to place the matter of codification of Town ordinances since May of 1969 on the agenda for immediate consideration, which was seconded by Council- man Aust, and carried. After a discussion of this Councilman Graham ORDINANCE COMM. 1D moved that it be referred to the Ordinance Committee for study and STIIDY & REPORT TO report to Council on bringing up todate the Town Code incorporating COUNCIL CODIFICATION all ordinances adopted by the Council since May o~ Q49. The motion OF ORDS . was seconded by Councilman Au st, and carrie d. Councilman Ratcliff reported that a sewer request for Jackson JACKSON AVE. SEWER UNDER Avenue was under study, and would be reported on at the next meeting STIIDY of Council.. Town Attorney Moore presented and read to Council a resolution concerning the need for establishing a Consolidated Housing Authority, which resolution was adopted by Council on the motion of Councilman Vaughan, seconded by Councilman Ratcliff, and carried, as follows WHEREAS, the Town of Pulaski has been requested by concerned citizens to consider the need for a consolidated RESOLUTION housing authority, and the Town Planning Commission recommended FOR CONSOLIDATED that the Town give consideration to joining with another HOUSING Subdivision within Planning District Cour, with first preference AIITHORITY given the County of Pulaski for a consolidated housing ADOPTED authority; and PUBLIC WHEREAS, the Council did on June 6, 1972, and again HEARING TO at Council meeting on November 21, 1972, indicate its BE HELD willingness to join with the County of Pulaski in a con- solidated housing authority, and Council now desires to call a public hearing to determine if there is need for such Consolidated Authority as required by Title 36 of the Code of Virginia . NOW, THEREFORE, BE IT RESOLVED by the Council convened in regular session on this 5th day of December, 1972, that: (1) A public hearing be held in the Council chambers of the Town of Pulaski, Virginia, at 7:00 o'clock P. M. on the 18th day of January, 1973, to hear all persons either for or against the establishment of a consolidated housing authority and to determine whether there is in the opinion of the Council a need for such an authority and whether the Town should join with the County in the establishment of said consolidated housing authority. (2) That the Town invite the Board of Supervisors for the County of Pulaski, Virginia, if it is so advised, to join with the Town Council and hold a joint Public Hearing at the time, date and place above set out. (3) The Clerk of the Council give notice in the Southwest Times of the aforementioned hearing at least once a week for two successive weeks, the last notice being not less than ten (LO) days nor more than twenty-one (21) days prior to the 18th day of January, 1973, the date herein established for the public hearing. a4~,~~~ December 5, 1972 Councilman Aust stated he felt Council should go on record and commend all who made the Christmas Parade on CHRISTMAS PARADE December 2nd such a success] that a letter be written to them, CONSIDERED SUCCESS including the 18th Airborne personnel and Band for their contribution, and so moved, which motion was seconded by Councilman Vaughan, and carried. Town Manager Marshall reported that in a letter from the Corps of Engineers it was indicated that flooding problems on Peak Creek were recognized in the Kanawha River Basin comprehensive report some several years ago, which report recommended an upstream watershed project for the Peak Credc area. It further stated that the Roanoke Office of the Soil Conservation Service had indicated that the watershed project is inactive primarily REPORT ON FLOODING OF because of an inability to obtain land and easements for the PEAK CREEK RE: CORPS OF project, and suggested that the Town contact the Bureau of Water ENGINEERS & SOIL CONSERV. Resources and the Watershed Association, and that if it appears SERVICE that the watershed project will not be implemented the Corps of Engineers could make a study to determine the feasibility of channel improvements through the Town. It was the consensus of Council that this matter should be followed through and ascertain what problems the Town would encounter. Town Manager Marshall reported that a joint public hearing had been published for Town Council and Town Planning Commission PUBLIC HEARING ON for December 19, 1972 for a rezoning request by Coleman Furniture ZONING REQ. OF COLEMAN Corporation. He further advised that the Planning Commission had FURN . CORP . DEC. 19, 1972 recommended that a larger area be rezoned, and that a metes and bounds description of the area could be seen in his office by those who are interested. Town Manager Marshall presented to Council a trailer application from Mr. Ed Oliver to place a house trailer at 615 Pulaski ED OLIVER Street, and recommended that it follow the usual procedure of holding a TRAILER APPLICATION public hearing on same. Councilman Vaughan so moved, seconded FOR PUBLIC HEARING December 5, 1972 by Councilman Aust, and carried. There being no further business, Council adjourned at ~~ l~ 1 I I~ 5:00 P. M.
