There were present: Mayor C. Robert Edens, presiding. Councilmen: Arthur L. Meadows, Anlrew L. Graham, S. G. Frye, J. L. Congrove, Raymond F. Ratcliff, Glen K. Aust, Mason A. Vaughan, William A. Warner Approximately 25 citizens interested in flood control Leader and members of Girl Scout Group No. 532 The invocation was given by Councilman House. Minutes of the regular meeting of March 6th were approved as corrected. The large delegation of citizens from Dora Highway and Kersey Bottom were present to again voice their complaints relative to the most recent flood, March 17th, and waited on their spokesman, DISCIISSION OF FLOODING Kenneth Taylor, to speak for them. Mr. Taylor asked Mayor Edens if a IN DORA HIGHWAY AND flood committee had been named as had been suggested at the last KERSEY BOTTOM Aj~~. Council meeting, and was advised by Mayor Edens that he had appointed the entire Council body to act on the committee, As the discussions of the flood situation continued, Mayor Edens also named J. E. Marshall, Rex Willis, E. W. Holyfield, Kenneth Taylor, Charles E. O'Brien and Frank Ayers to the Flood Committee, and asked that they be notified of all meetings of the committee so they can be present. A general discussion of flooding, and each individual's idea of what should be done continued for well over an hour and a half. Curtis C. Jordan, past Chairman of the Oakwood Cemetery Trustees Committee, advised Council that Mr. Herman Kirchner of Bluefield, Virginia, and formerly of Pulaski, had contacted him relative to rendering his service in promoting Oakwood Cemetery. Mr. Jordan stated that members of Mr. Kirchner's family are buried at Oakwood; that Mr. Kirchner has the reputation of being a very successful promoter, and would probably have some good ideas about raising money for the Cemetery ~.~ .~~~ c~:_ „ ,, March 20, 1973 Trustees, if the Council felt an interest in this endeaftor. No official action was taken by Council. J. B. Warner stated he had no comment and only wished to remain to hear the report on how .the Town planned to spend revenue sharingfunds. Councilman Graham reported that the Water Committee of the Utilities Committee had met and discussed changes to be made in the pump at Peak Creek pumping station; and that the matter had been under consideration since last September, however, he would wait for Town Manager Marshall's report to make the re- commendation of the Committee on this matter. Councilman Frye reported that the Finance Committee had met with the entire Council body and it appeared that Council cannot budget at this time the federal revenue sharing funds, certainly not until the Town's 1973-74 budget has been completed. Town Attorney Moore stated he had recently seen information fur- nished on revenue sharing and it appears that municipalities have to have a plan as well as hold a public hearing, and indicate future plans before these funds can be spent. He further stated there are detailed rules which have only recently been published, all of which is different from the first informa- tion received about these funds. No action was taken by Council. Mr. House reported that as it is the Town is spending at least $65,000..00 a year for blacktopping, surfacing and repairs, and at that rate the Town could pay off $500,000. in bonds within ten years. Mr. House stated he would make this recommendation, and so moved, which motion was seconded by Councilman Vaughan, and carried. Councilman Ratcliff moved that it be turned back to the Street Committee for a recommendation as to what streets should be improved. The motion was seconded by Councilman Aust. No ~• i ~,~~ x s ~~ . ~ J March 20, 1973 vote was made. Mr. House reported that at the next Council meeting the Streets Committee would present a detailed list of the streets. Reporting for the Planning District Commission, Mr. House PLANS BEING MADE FOR WATER QUAL- ITY MANAGE- MENT. [~ stated detailed plans are being made for water quality management, and that the committee has met several times on this goposal. Mr. House stated that he and Town Manager Marshall attended a sub- committee meeting that morning, and it appears that plans are being developed for handling sewage waste for the whole District; that Pulaski is in the west end of the District and what was done in the east end of the District did not concern Pulaski that a study is being made of gravity flow for two drainage areas - north of the Town of Pulaski and the Thornspring area; and sewage from Dublin east to Fairlawn, Radford, Christiansburg and Blacksburg in a major plant. Representatives from the Planning District Commission wanted g~ definite answer from Town representatives however, they were advised that the Town and County of Pulaski are presently discuss- ing the possibility of a sewage disposal for this immediate area with the Town's sewage treatment plant taking care of this immediate area and that was the only answer that could be given at this time. Councilman Congrove requested Town Attorney to read an ORDINANCE TO 4~MEND ARTICLE IV, SEC . ~!~- 37 OF TOWN CODE. ordinance amending ARticle IV, Section 24-37 setting .forth charges for construction of curbs, gutters, sidewalks, etc. Town Attorney Moore read the ordinance, and Councilman Congrove moved its adoption, which motion was seconded by Councilman Frye, and carried on the following recorded voter Glen K. Meadows - aye AN ORDINANCE TO AMEND AND RE-ENACT ARTICLE IV, SECTION 24-37, AS AMENDED, CONSTRUCTION OF CURBS, GUTTERS, SIDEWALKS, ETC., CHARGES GENERALLY OF THE TOWN CODE TOWN OF PULASKI, VIRGINIA BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, THAT Article IV, Section 24-37 of the Town Code be amended and re-enacted as amended, as follows: Sec. 24-37 - Charles Generally. The charges for installations under this article shall be as follows: R ~ :' y T~ March 20, 1973 (A) Participation in Cost: -For the construction of sidewalks, curbs and gutters or any combination thereof, the Town and the owners of the property involved shall each pay fifty per cent (50%) of the actual costs of construction. (B) Estimate of Costs: (1) Upon receiving an application from a ORDINANCE property owner for construction of a sidewalk, curb and gutter, CONTINUED or a combination thereof, or when construction is ordered by the Council for such construction, the Town Manager shall make an estimhte of its costs based upon a Linear foot cost thereof as follows; For: Sidewalk - 5 ft. in width - $5.00 per linear ft. For: Curbs & Gutters -- $5,00 per Linear ft. Fors Combination Curb & Side- walk up to 6 ft. wide $6.00 per linear ft. For: Curb Cuts & Driveways -$18.00 per linear ft. (2) Upon completion of the construction, property owners shall be billed for construction based upon actual costs. If actual costs exceed the estimated cost, then 50% of the difference shall be billed to the property owners proportionately. If actual costs are Less than the estimated costs advanced, then the excess costs over actual costs paid by property owners shall be refunded to them proportionately. (C) Policy on construction: It shall be the policy of the Town to construct sidewalks, curbs and gutters and combinations thereof for not less than a full block, unless the Council by Resolution determines that such requirement should be waived by reason of physical citcumstances or in instances when it would not be feasible under existing circumstances to build for a full block.. (D) Repairs & Replacement: The foregoing provisions shall not apply to repair or replacement of sidewalks, curbs and gutters, etc. This ordinance shall become eff ective upon passage. Councilman Congrove stated Council needed to direct Tawn Attorney Moore to prepare an ordinance, or the necessary legal papers for holding a referendum on the housing authority question, and so MR. MOORE moved. AUTHORITY. Councilman Congrove withdrew his motion at this point, and moved that Mr. Moore be authorized to prepare the necessary papers for the petition and ordinance to be signed at the next Council meeting. The motion was seconded by Councilman Frye, and carried. 1 March 20, 1973 ~r`~ry?~ Town Attorney Moore advised that funds are being held for perpetual care at Oakwood Cemetery, with four resolutions having been adopted, and now that the Trustees have been named these funds could be turned over to them. He also stated some funds were being held in trust at the First Federal Savings & Loan, but he did not know under what authority they were being held. Mr. Moore stated he would make a further study of the matter and advise Council. Mr. Marshall further PUMPING STA- TION APPROV-reported that funds are available in the present budget and no ED. additional appropriations are needed. He did, however, call Council",s attention to the fact that the quotation price expires March 23rd. Councilman Graham moved that the installation of this pump and necessary fittings be approved. The motion was seconded by Council- man Vaughan, and carried. Town Manager Marshall reported that work is being held up at the recreational areas because of the rains, and advised that the order of priority for this work was Calfee Fark, Macgill Village and Loving Fieid softball complex under contract. Town Manager Marshall gave a report on the estimated flood REPORT ON damages as a result of the flood on March 17th, and stated Jefferson ESTIMATED PLOOD DAM- Mills, Coleman Furniture Corporation and Hudson Chevrlet had given AGES. their support in furnishing trucks and men to assist in moving many of the flood victims from their homes and storing furniture and possession in the National Guard Armory, all of which was greatly appreciated. ~~-~~~~' March 20, 1973 e~;. Julius Long, Jr., who had reEently returned as a prisoner of -.war from Vietnam, and moved that a resolution RECOGNITION OF SGT. JULIUS be prepared for the Mayor's signature, welcoming Sgt. Long home. LONG, JR. The motion was seconded by Councilman Ratcliff, and carried. It was decided that it might be well that whatever recognition on the part of the Town coincide with that of the American Legion. At 9:40 P, M. Councilman Vaughan moved that Council go into executive session, which motion was seconded by Councilman Frye, and carried. At 10:35 P, M. Mr. House moved, seconded by Mr. Meadows, that Council return to regular session. Motion carried. At 10:38 P M. Mr. Congrove moved, seconded by Mr. Ratcliff, that the meeting be adjourned.
