Minutes of the regular meeting of the Pulaski
Town Council, held April 3, 1973, at 1:00 p.m. in the
Council Chambers in the Municipal Building.
There. were present: Vice-Mayor, S. G. Frye,

his services in promoting Oakwood Cemetery, and Councilman
Graham moved that this be referred to the Cemetery Trustees,
with a report to be presented to Council as soon as possible.
The motion was seconded by Councilman Aust, and carried.
Councilman Ratcliff reported that in May of 1971
the Engineering firm of Wiley and Wilson had been asked to
give the Town a tentative price on a feasibility study for
enlarging the Pulaski Sewage Treatment Plant to serve the
growth within the town and the aniticipated future growth in

a contract price could not be made at that time, however, they
did state that for budget purposes the figure of approximately
$10,000.00 should be considered and that such a report would
take at least six months to complete. Councilman Ratcliff stated
further that the Sewer Committee was of the opinion that this
study should now be made, and moved that the study be author-
ized and the cost of same to be included in the up-coming
budget (1973-74). The motion was seconded by Councilman
Meadows, and carried.

Reporting for Councilman Ratcliff, Town Manager
Marshall advised that a petition had. been received from
the residents along Case Knife Road from the terminus of
the present sewer line to the corporate limits of the Town,
requesting sanitary sewer be installed. Mr. Marshall stated
that the files of the Manager's office indicated this re-
quest had been presented to Council several years ago. He
stated further that the Engineering Department had been
requested to prepare a cost estimate with plans and a
profile indicating an approximate location with cost estimates
and also a count of the total number of connections that would
be made. He recommended that the matter be turned over to
the Utilities Committee. The motion was made by Councilman
Ratcliff, seconded by Councilman Graham, and carried.
Councilman Vaughan reported that requests had been

received for parking trailers at Gatewood Recreational area
for an entire season at a cost of $250.00 for the season.
He stated it was the recommendation of the Committee to go
along on this basis, setting aside ten (10) spaces for
trailer parking, and that September 30th should be the
closing date for the season. Mr. Vaughan stated it was
also the recommendation of the Committee that local residents
should be given first choice and that an advertisement be
placed in the local newspaper setting forth these details.
Councilman Vaughan so moved, and the motion was seconded
by Councilman Aust, and carried.

Virginia B. Pearman, Pulaski Group Leader of Recover, Inc.,
addressed to Mayor Edens in which letter it was stated that
a Recovery Demonstration Panel would be held at Christ
Episcopal Church Parish Hall on Saturday, April 7, at 7:30
p.m. The letter also stated Recovery, Inc. is an organiza-
tion with a long record of community service in the field
of mental health.

Town Attorney Moore presented two Resolutions for
Council's consideration and adoption, the first of which
was to declare the 7th day of April, 1973, "Julius Long Day."
After having heard the ordinance, Councilman Aust moved its
adoption, seconded by Councilman Vaughan, and carried.
RESOLUTION
RESOLUTION WHEREAS, our nation has entered into a treaty ending
DECLARING the war in Vietnam and providing for the withdrawal
APR. 7, 1973, of America's servicemen; and

DAY". WHEREAS, the Town of Pulaski, Virginia, wishes to
join with the rest of the nation in expressing grati-
tude that the Vietnam War is behind us and further
expressing appreciation to all the men who have honor-
ably served our country during this long and difficult
conflict; and
WHEREAS, we are particularly happy to see American
prisoners of war returning to their homes after enduring
lengthy periods of confinement in enemy prison camps;
and
WHEREAS, one of Pulaski's own sons, Sgt. Julius Long,
Jr., has been a prisoner of war since 1968 and is now
returning to his hometown after his recent release;
NOW, THEREFORE, BE IT RESOLVED b;

BE IT FURTHER RESOLVED that the citizens of the Town
of Pulaski welcome home Sgt. Julius Long with great joy
and celebration, honoring him and all other veterans of
the Vietnam War.
It is Directed that a copy of this Resolution be
recorded as a part of the Minutes of this meeting and
a suitable copy be presented to Sgt. Julius Long, Jr.
The second Resolution presented by Town Attorney
Moore dealt with contracts from the Department of Highways
involving adjustments, relocations or installation of new
facilities in the construction of the street from Route 11
to Peppers Ferry Road, by the Appalachian Power Company,
and the Chesapeake and Potomac Telephone Company of Virginia
as well as the Colonial Natural Gas Company. The Resolution
was read to Council by Mr. Moore. Councilman Vaughan moved
its adoption, which motion was seconded by Councilman House,
and carried on the following recorded vote: ;

RESOLUTION
WHEREAS, the Department of Highways of the Commonwealth
RESOLUTION RE: of Virginia has established a project for the construction

pEpp~ WHEREAS, the funds for construction costs of said
ROAD. project are based upon participation by the Department
of Highways and the Town of Pulaski on an 85/15 per cent
formula; and
WHEREAS, the Department of Highways is ready to
proceed in the near future with the letting of contracts
and has requested that the Town of Pulaski assume respons-
ibility for making arrangements for the adjustment and/
or relocation of certain utilities and for the installa-
tion of new utilities; and
WHEREAS, the said utilities affected are identified
as follows:

NOW, THEREFORE, BE IT RESOLVED by the Council of the
Town of Pulaski, Virginia, meeting in regular session
on this 3rd day of April, 1973, that:
(1 ) The Town has received from the Department of
Highways contracts involving adjustment, relocation or
installation of new facilities by the Appalachian Power
Company and the Chesapeake and Potomac Telephone Company
of Virginia, and does hereby certify that it has this
day caused to be executed the contracts and will return
same forthwith to the Department of Highways for exe-
cution by the respective utilities.
(2) The Town is advised that the Colonial Natural
Gas Company has agreed at its expense to make any adjust-
ment, relocation or installation necessary and required
by the Department of Highways in reference to the co n-
struction of this project.
(3) The Town certifies that it is willing to cooperate
with the Department of Highways and the contractor in any
and all ways possible in order to insure that the adjust-
ment, relocation or installation of utilities will not
in any way interfere with or cause delays to the contrac-
tor and the construction of the project.
(4) The Town hereby agrees to be responsible in
the same proportion of its participation in the project
for any justifiable claims if timely made in writing
from the contractor for damages caused by delays or
interference caused by the Town failing to do all that
it is required to do in the way of adjustments, reloca-
tion and installation of utilities and for which it could
lawfully be held liable.

BE IT FURTHER RESOLVED by the Council that the
Town Manager and the Clerk execute on the part of the
Town those two agreements, one with Appalachian Power
Company and one with the Chesapeake and Potomac Tele-
phone Company of Virginia for the adjustment and/or
relocation and installation of the respective facilities
for whi:ch'~said utility companies are responsible, and
agreed upon in said contracts, and that the necessary
copies be returned to the Department of Highways for
execution by of her necessary parties.
With respect to the cancellation of the present
certificate number 1171.G. issued to the Town of Pulaski on
April 1, 1959 to construct sewage facilities and lines, Town
Attorney Moore advised that practically the same situation
exists in Roanoke and Wytheville, and suggested that no
contact be made with the State Water Control Board, but
that Town Manager Marshall and some member of his staff as
well as the Sewer Chairman, if possible, be authorized to
attend the meeting to be held in Richmond on April 23rd.
It was so agreed upon by the Council.

be given to a name for the new street from Route 11 to Bob
White Boulevard. Town Manager Marshall suggested that the
Town Planning Commission would be the proper committee to
present several names to the Council for consideration, and
Councilman House so moved, seconded by Councilman Vaughan,
and carried.
Town Manager Marshall reported that a request had

been received from residents of Eleventh Street between
Randolph Avenue and Prospect Avenue fo r improving said street,
primarily in the area of widening said street and removing
a very serious traffic condition existing thereon. He further
stated the Engineering department and Public Works department
had been requested to prepare a cost estimate for widening
the street, installation of curb and gutter and the replace-
ment of sections of sidewalk that need to be repaired. He
recommended that this matter be referred to the Street Com-
mittee for further study and report to Council. Councilman
Graham so moved, seconded by Councilman Ratcliff, and carried.

Town Manager Marshall reported that in order for the
Town to be in somewhat of a parallel situation with the
State Board of Housing with respect to the State Housing
Code, the Council should consider the adoption of the
Southern Standard Mechanical Code which covers the install a.

Council of the Southern Standard Mechanical Code would
eliminate any possibility of having the Town code rejected
by the State Review Board by reason of any technicality.
Mr. Marshall stated this information should be furnished
to the State Review Board prior to September 1, 1973, and
suggested that it be referred to the Ordinance Committee.
Councilman Aust so moved, seconded by Councilman House,
and carried.
