There were present: Mayor C. Robert Edends, pre siding. SPECIAL MEETING Councilmen: Glen K. Aust, Raymond F. Ratcliff, CONCERNING Arthur L. Meadows, S. G. Frye, Andrew L. Graham, Mason A. Vaughan, William PERSONNEL MATTER A. House, J. L. Congrove Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bonnie McKeown and Bill Kirkland of the Southwest Times Joyce Gardner, WPUV Radio Station Morris Burton & Samuel Skeens of New River Re$:~ue Squad The inv,~ocation was given by Councilman Ratcliff. WAIVER OF NOTICE OF SEPCIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, hereby waive notice of a Special Meeting of said Council, at 4:00 P. M. on the 6th day of April, 1973, called by Mayor C. Robert Edens ~: for the purpose of discussing personnel, and any other items that may legally be brought before the Council. WITNESS,. our signatures this 6th day of April, 1973. D ~-',. ~>~ April 6, 1973 Mayor Edens stated the purpose of the special meeting was to dis- cuss a personnel matter before entering into this matter he would like to ask some questions of those present. Mayor Edens asked Mr. Skeens if he was working the Life Saving Squad the night of the accident at the Kentucky Fried Chicken parking lot, and was told that Morris Burton was on call that night. Mayor Edens asked Mr. Burton to relate what took place. Morris Burton stated he received a call from the Police Dispatche about ten minutes after twelve Thursday night, April 5th, and was told to get to the Kentucky Fried Chicken place as quickly as possible; that as he was crossing the railroad tracks on his way to the Chicken place the Dispatcher came on the air again as asked him to hurry; when he arrived at the Chicken parking lot there was one police car parked headed towards the restaurant and another headed towards downtown Pulaski; he jumped out of the squad truck and ran over to the figure lying on the ground and saw that it was bYd Cohen, there was blood all over his head and he was lying face down snd when he attempted to turn him over he got the impression the man was dead; by that time another patrol car had pulled in driven by I. D. Long; and Sgt. Killey~s car was there when he arrived; he asked the Sgts to help him load the man, as Officer Williams .seemed to be all to pieces, and almost crying; he took Cohen to the Pulaski Hospital and on the way radioed for a doctor to meet him at the hospital; Skip Hudson assisted him in getting the patient in the hospital and he also thought the man was dead; Cohen was still handcuffed with hands back of him and had to get Officer Williams to the hospital to unlock the handcuffs; Dr. Montero came in answer to the radio call and told him to get the patient to Roanoke as quickly as possible and that we should give him oxygen all the way as the fluid from his brain was running down his throat; he called Skeane to meet him on Rt. 99, which he did, and Cohen was taken to Roanoke Memorial Hospital, and it took five tanks of o~gen--however, several times they thought he was gone. Morris further stated there was evidence of three blows on the head _ and one on the face. At 4:15 p.m. Councilman Meadows moved that Council go into execu- tine session for discussion of a personnel matter. The motion was seconded by Councilman Ratcliff, and carried. ~, ~~ ~~~ April 6, 1973 At 6:00 p.m. Councilman Ratcliff moved, seconded by Councilman Ault, that the Council return to regular session. Motion was carried anal Council returned to regular session. At 6:03 p.m. Mr. Vaughan moved, seconded by Mr. House that the SUSPENSION action of the Town Manager in suspending Officer Kevin Williams from the OF OFFICER police Force as was reported to the Council on Thursd KEVIN WILLIAMS ay, April 5, 1973, FROM THE ~ upheld and that the Town Manager be directed to continue his inveatiga- POLICE FORCE. Lion in a matter involving Officer Williams. Motion was carried unanimously. At b:08 p.m. Mr. Frye moved, seconded by Mr. Vaughan, that the meeting be adjourned. Motion was carried.
