~~~ia Minutes of the regular meeting of the Pulaski Town Council, held May 15, 1973, at 8:00 P. M. in the Council Chambers in the Municipal Building, There were present; Mayor C. Robert Edens, presiding. Councilmen: Andrew L. Graham, Arthur L. Meadows, S. G. Frye, Glen K. Aust, Raymond F. Ratcliff, J. L. Congrove, Mason A. Vaughan, William A. House Also present: Town Manager: J. E. Marshall Clerj: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bonni McKeown, Southwest Times reporter Debora Grace, WBLB Radio Station Paul Dellinger, Roanoke Times Apparoximately 15 citizens The invocation was given by Councilman Frye.. Minutes of the regular meeting of May 1st were approved as recorded. On behalf of the Pulaski Womans Club and Community Development Coordinator for New River Community Action program, Mrs. Carl France appeared before Council and requested office space in the municipal building to house the proposed Retired Senior Volunteer Program which the Pulaski Womans Cl ub is considering sponsoring as a community service MRS. CARL project. Mrs. France explained that the program was established in FRANCE RE: CO MM(JNITY 1969 and the purpose of. which is to provide opportunity for persons SERVICE PROGRAM over sixty-five years of age to use their skills as well as to promote REF . TO LAND & a feeling among those persons of being needed. Mrs. France stated the BUILDING COMM. office space would co unt as $1800.00 office rent, or 15% local financing, which is required under the federal program. She further stated the proposed Grant in the sum of $25;000.00 would pay salaries for program coordinator ,. off ice personnel-secretary & Treasurer; office equipment; transportation for volunteeLS and insurance. Mrs. France .stressed the fact that June 30, 1973 is the deadline for submitting an application for federal grants. Councilman House moved that the matter be referred to the Land and Buildings Committee for study and. recommendation, which motion was seconded by Councilman Graham, and carried. Clyde Garrison, Jr., Chairman of the Hensel Eckman YMCA's YMCA ASKING "Second Mile" Campaign to raise $250,000,00 to retire its debt, appeared FOR "SECOND MILE'S DRIVE before Council and requested a contribution from the Town in the amount ~~~~_~ F '%..kw. "t~ May 15, 1973 of $25,000.00. Mr. Garrison stated a letter had been forwarded to the Town, but the Y had not received an answer to same. Mayor Edens advised Mr. Garrison that the litter had not been overlooked, but there was nothing in the budget to take care of this, however, he felt it would be considered and discussed at a budget study meeting of the upcoming budget, Later in the meeting Councilman House gave a report as Chairman of the Street Committee that the Committee had met with representatives of the YMCA and property owners regarding the street or road from Oakhurst Avenue to Route 11, which was in bad shape and is not being maintained, but that the Committee had no recommendation to the Council at that time. There followed a discussion STREET COMM. between Mr. Garrison and Council regarding improvements to this TO RECONSIDER IMPROVEMENTS road. Mr. Garrison stated the YMCA had received a bid in the sum TO ST. FR. OAKHURST AVE. of $22,000.00 to fill and seal the holes, pave the road and TO RT . ]LI install curb and gutted, according to state specifications, and that property owners and the YMCA would go along with this if the Town would also contribute to it. However, if not, the YMCA would be forced to put in a 20 ft. road to the Y from Oakhurst Avenue since the Y Could not afford to do more at that time. Councilman Ratcliff moved that the Street Committee again consider the matter and report to Council, which motion was seconded by Councilman Aust, and carried.. Mrs. Charles King of Kersey Bottom presented to Council Pr,TITION FOR a petition from property owners in Kersey Bottom asking that CONDEMNATION OF T.W.KERSEY several old buildings belonging to the T. W. Kersey Estate and EST . HOUSES KERSEY BOTTOM, situated ©n Melborn and Crescent Streets in Kersey Bottom be FILED condemned. AT FILTER PLANT `~ 9 ~ ~' ` F~`' May 15, 1973 c%: ~''d Councilman House reported that the Town Planning Commission had recently recommended three possible names for the street to be built from Dublin Road (Route lI) to Bob White Boulevard, ALLISON LN and the Street Committee recommended of the three submitted, the PROJ , NAMED MENARIAL name of Memorial Drive, and so moved. The motion was seconded DRIVE by Councilman Frye, and carried. Town Attorney Moore asked that an executive session be held after the meeting to discuss some legal matters. On motion of Councilman Ratcliff, seconded by Councilman TOWN ATTY. TO CLEAR House, and carried, the Town Attorney was directed to proceed with TITLE TO OLD M'rJN. necessary legal steps to clear the title to the old municipal BLDG. ON WASHINGTON building. AVENUE Town Attorney Moore reported that Henry Martin, a member of the Industrial Development Authority, had resigned, and that JACK WHITE NAMED TO Jack White is willing to serve on the Authority. Councilman Vaughan Ind. DEV. AUTY' moved that Jack White be appointed to the Industrial Development Authority, which motion was seconded by Councilman Graham, and carried. Councilman Vaughan moved that the Town authorize the Town Attorney and his law firm to take all the necessary steps to defend Officer M. W. Wheeler in the suit brought against him in Federal Court; and LEGAL To defend the Town, the former Chief of Police E. K. STEPS Burroughs, and Officer Jerry Bowles in the suit that Mrs. Julie J. AUTHORIZED McNeely filed against them in the Circuit Court of Pulaski; FOR DEFENDING And, further, to assist Mr. John Locke and his law firm of POLICE CHIEF Roanoke, in defending the Town, the former Chief of Police and Police & OFFICERS Officer Kevin Williams in the suit brought by Sidney Cohen in the IN PEND. Circuit Court of Pulaski County, and to keep the Council advised of SUITS the proceedings. The motion was seconded by Councilman Aust, and carried. Town Manager Marshall reported that the pr oposal-from Wiley & WILEY & Wilson, Consulting Engineers, with respect to the sewage system study and WILSON preliminary plans had been reviewed with members of the Utilities CO NTR . TO BE SIGNED & Committee and also the Town Attorney, and will be signed and returned RETND. to the Consulting Engineers the next day. ~~~~`~ May 15, 1973 Mr. Marshall also reported that the Town had been UNIVERSAL VILLAGE MOVING TO QTRS . ON E. MAIN ST. informed that Universal Village will be moving from the old municipal building on Washington Avenue to their new location on East Main Street, and that the building will be cleaned and put into good shape by them by May 14th. Town Manager Marshall reported that Pulaski has again been selected by the Highway Safety Division as one of forty-eight local governments to receive assistance in traffic engineering and HAZARDOUS INTERSECTION~psrational improvements studies. Mr. Marshall asked Council TO B E STUDIED BY for comments on the intersections the Town would like to have HWY.SAFETY DIV. studied. No definite intersections were named at thattime, but a list will be furnished the Safety Division. Town Manager Marshall reported that it was necessary that the Council adopt a resolution to be forwarded to the State Housing RESOLUTION Office, asking that the Town of Pulaski be considered as one of NECESSARY FOR CONT'D the governments to continue use of the Southern Standard Building USE OF S'TD . BLDG. CODE Code until a uniform building code for the entire state is put into effect. Councilman House moved that Town Attorney L~toore prepare such a resolution for Council's adoption, seconded by Councilman Vaughan, and carried.. At 8:30 P. M. on motion made, seconded and carried, Council went into executive session to discuss legal matters. At 9:15 P. M. Mr. Frye moved, seconded by Mr. Meadows, that Council return to regular session. Motion carried. Mayor Edens asked if there was any further business to come before Council. There being none,Mr. Vaughan at 9:16 P. M. moved, seconded by Mr. Graham, that Council adjourn.
