WAIVER OF NOTICE QF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said
Council at 12:00 Noon on the 12th day of August, 1969, called by Mayor C. Robert
Edens, in the Municipal Offices in the Town of Pulaski, Virginia, for the
purpose of endorsing the position taken by the Group that met in Roanoke on
August 5th, relative to the Piedmont strike, and also consider appropriate
SPECIAL
MEETING action by Council relation to the participation of the Town in the costs of
securing legal counsel, and any other matters of business that may properly
come bef ore said meeting.
The invocation was given by Mayor Edens.
Mayor Edens advised that the purpose of the special meeting
was for Council to consider the endorsement of a Resolution adopted by
WITNESS our signatures thi;
the Special Committee appointed in Roanoke on August 5, 1969. Mr.

ADOPTED RE: Edens stated the purpose of the Special Committee is to implement
PIEDMONT
STRIKE and pursue the various avenues known and yet to be determined in
seeking the resumption of flight service by Piedmont Airlines as a

result of the strike by the pilots of Piedmont Airlines which began

July 21st. Mayor Edens read to Council the Resolution which had
been adopted and said Resolution is made, for reference purposes,
a part of the minutes of this meeting.
RESOLUTION ADOPTED AUGUST 5,.1969
AT SPECIAL MEETING OF PUBLIC AND
PRIVATE OFFICIALS AND PERSONS HELD IN
THE CITY OF ROANOKE.
WHEREAS, at a meeting held August 5, 1969, in the
City of Roanoke to consider critical problems result-
ing to the public from the existing strike of members
of the Air Line Pilots Association employed by Piedmont
Aviation, Inc., and the cessation by Piedmont Aviation,
Inc., of all of its scheduled airline service at all
points which it is authorized and obligated to serve,
officials and representatives, public and private, of.
the cities of Roanoke, Lynchburg, Charlottesville,
Danville, Bristol, Staunton, Harrisonburg, Waynesboro,
Pulaski, Radf ord, Virginia, Roanoke County, Virginia,
and Princeton,.. West Virginia, discussed at length the
serious impact, economic and otherwise, which the cessation
of air carrier service by Piedmont Aviation, Inc., has had,
PIEDMONT STRIKE and is continuing to have on all such communities, interests
and persons; and considered further, the steps which may be
RESOLUTION taken by those affected to compel immediate resulption of
air service; and
WHEREAS, this body is advised that orderly procedures
are available to the parties in dispute under the Railway Labor
Act to resolve such matters in a way so as to avoid any
interruption to commerce or to the operation of any air carrier
engaged therein, but, nevertheless, Piedmont Aviation, Inc.,
and Air Line Pilots Association have failed or refused to avail
tehmselves of such procedures and have, without just cause,
deprived the public of its right to have and enjoy regular,
normal scheduled airline service which said carrier is re-
quired to provide under its certificate of public convenience
and necessity; and
WHEREAS, it is the further sense of this body that the
public convenience and necessity demand that the air carrier
service authorized to be provided by Piedmont Aviation, Inc.,
to all ppints which it is authorized to serve be forthwith
resumed.
THEREFORE, BE IT RESOLVED by this body assembled as
follows:
1. That Piedmont Aviation, Inc., and Air Line Pilots
Association are hereby called upon to immediately resume
regular, normal and scheduled air carrier service to each
and every point served immediately prior to July 21, 1969;
2. That, upon the failure of said parties, or either
of them, immediately to resume or participate in the re-
sumption of all such service, the public and private bodies
and individual persons represented at the of oresaid meeting
held August 5, 1969, shall proceed forthwith to institute such
legal proceedings as may be necessary and appropriate to
compel immediate resumption of such service, or obtain the
replacement thereof; and
3. That legal counsel be retained by the public and
privatiebodies and individuals, of oresaid, to represent the
interest of all such bodies and persons in implementation of
paragraph 2, above.
BE IT FURTHER RESOLVED that the Mayor of the City of
Roanoke be authorized and directed to transmit by wire to
Piedmont Aviation, Inc., at Winston-Salem, North Carolina,
and to Air Line Pilots Association, in Washington, D. C.,
copies of this resolution, over his name as chairman of the
of oresaid meeting.

After a full discussion of the contents of the Resolution,
Councilman White moved that the Town Council endorse the sense and
intent of the Resolution adopted by the Special Committee on the

5th day of August, 1969, with the sense of intent of resumption of

motion was seconded by Councilman Fryei and carried unanimously.
There being no further business, the meeting adjourned at
12:50 P. M.
