~~~~ Minutes of the regular meeting of the Pulaski Town Council, held January 20, 1970, at 4:00 P. M., in the Municipal Office. There were present: Mayor C. Robert Edens, presiding. Councilmen: Wm. A. House, S. G. Frye, J. H. White, Glen K. Aust, Raymond F. Ratcliff, Mason A. Vaughan Absent: W. D. Macgill and A. L. Graham Also present: Town Manager: J. E. Marshall Cierk: Gladys R. Dalton Town Attorney: Alan Groseclose Visitors; Jane Graham, Southwest Times reporter The invocation was given by Councilman Vaughan. Minutes of the regular meeting of Jan uary 6th were approved as recorded. Councilman Frye stated it was hoped a meeting could be REPORT ON CEMETERY TRUSTEESHIP scheduled for the upcoming week between the Cemetery Committee and newly appointed Cemetery Trustees for the purpose of establishing procedures and by-laws for the Trusteeship of Town owned Cemeteries and Trust Funds. Mr. Frye further stated the Finance Committee had met with 1 Town Manager Marshall prior to the Council meeting. No report was made at this time. As representative of. the Town .of Pulaski on the Planning 1 HOUSE REPORTS ON PLANNING DIST. ~~4 ACTIVITIES ETC. REPORT ON ~ LOCAL RESCUE SQUAD MERGER District Commission•~~4, Mr. House reported that Mr. John W. Epperling had been appointed Director, to -begin .work on February lst, with offices, at present, to be in Radf ord; and that,a secretary would: be employed in this office; He further reported that a $16,000,00 Btrl.get had been set up for the last half of the fiscal year, with the sum of $9,347.50 having been rec:eived.~from the -State for :this period and another $9,34.50 would be set up by the State for this half of the year, which meant there would be a surplus over.-.the $16,000.00 budget, and it may be that the four-localities and•the City of Radford would probably not have to put up any money until the next budget. As the Council's representative:on the Chamber of Commerce Study Committee of the local-rescue a quads, Mr. Frye stated it was the C Committee!a feeling that if the Pulaski County Life Saving Crew and the New River Valley Emergency Squad could not agree upon a merger, that an agreement should beyreached by them concerning area cle$raace. It was the consensus of Council that these tw© squads tghbuld be required to `,(~V January 20, 1970 furnish audits of their receipts and operating expenses inasmuch as public funds are being appropriated for their use. Mr. Frye moved that the Town Attorney be authorized to prepare for Council's consideration at the next meeting, a resolution urging the New River Valley Emergency Squad and the Pulaski County Life Saving Crew to meet and discuss differences and .areas of cooperation, or even a possible merger, if they can agree on it. The motion was seconded by Councilman Aust, and carried. Town Manager Marshall advised that sometime ago the STREET COMM. TO STUDY FURTHER HOLIDAYS FOR PARKING METERS Street. Committee made a study of parking meter holidays and suggested that Christmas Day, New Years Day, Memorial Day, July 4th, Labor Day and Thanksgiving be observed as parking meter holidays. He further advised that these days had been submitted to the Merchants Council for its opinion and the Street Committee had been advised that the Merchants Council agreed with the suggestion. Councilman House moved that the holidays listed apply for the year 1970. A member of Council questioned whether Memorial Day be a free parking day inasmuch as the American Legion had requested that Memorial Day and Veteran's Day be included in the free parking meter holidays. Councilman Ratcliff moved that the Street Committee study the matter further and make a recommendation to Council at the next meeting of Council. The motion was seconded by Councilman Aust, and carried. Town Manager Marshall advised that a letter of resigna- SGT. J.D.KING ti on (as of January 30, 1970) had been received from Sergeant John D. RESIGNS King of the Police Department;that the matter had been discussed with Chief Comer and a letter of acceptance and expressing regrets, had been sent to Sgt. King. Town Manager Marshall read a letter to Council received RE: EMERGENCY from the C. & P. Telephone Company relative to the establishment DEL. N0. 911 REPORT of an "emergency telephone number 911", and discussed its contents with Council. It was suggested that the Town Manager and Councilman House make a further investigation of this matter and report to the 1 1 Council at its next meeting. ~~~ January 20, 1970 Town Manager Marshall passed out zoning maps on which had been outlined an area on the west side of Bob White Boulevard owned by the Claremont Corporation, and stated the Planning Commission had considered a request from the Corporation at their meeting on the JT. MEETING 19th to have this 50 foot strip of land lying west of Bob White Blvd. COUNCIL & PLANNING re-zoned from R-2 Residence to B-2 General Business classification. COMM. TO BE HELD ON Council designated February 17, 1970 for a joint public hearing with REQUEST OF CLAREMONT the Planning Commission and directed that proper notice be given in the CORP .FOR REZONING local newspaper of the public hearing. ON BOB WHITE BLVD. Reporting on his investigation of mini-parks which had been brought to the attention of Council by Mayor Edens, Town Manager Marshall read to Council a letter from the Department of Housing and Urban Dveelop- IF TOWN ment in which letter it was stated that HUD would make available to the QUALIFIES HUD WOULD Town the sum of $10,000.00 for mini-parks if the Town would commit itself MAKE AVAILABLE FUNDS FOR for $10,000.00 and meet other specifications. These specifications being MINI-PARKS that the mini-parks would be located on property owned by the Town and being located in neighborhoods where families have income of less than $5,000.00. No action was taken by Council. There followed a discussion relative to decals or metal tags for Town auto licenses being used. A letter from the Police Dept., CHANGE IN TOWN TAGS which was read by Tw n Manager Marshall, indicated it preferred the metal DISCUSSED licenses p)3tes rather than the decals now in use. No action was necessary at this time and none was taken. Town Manager Marshall-turned over to Council a brochure of a project being undertaken by the Public Affairs :Committee of the Pulaski ST.COMM. TO STUDY Woman's Club, containing letters and photographs in support of their SIDEWALK REQ.TO petition and request to secure sidewalk facilities along Northwood Drive NORTHWOOD SCHOOL for children walkin to that School and g , police assistance in directing traffic at the school entrance, both in the morning and afternoon. Council- man Vaughan moved that the matter be turned over to the Street Committee, for study and recommendation. The motion was seconded by Councilman White, and carried. ~~i~~~~ January 20, 1970 1 1
