Minutes of the regular meeting of the Pulaski Town Council,
held April 7, 1970, at 4:00 P. M., in the Municipal building.
There were present: Mayor C. Robert Edens, presiding.

The invocation was given by Councilman House.
Minutes of the regular meeting of March 17th were approved as
recorded.
As advertised in the Local newspaper, a public hearing was held
on the application of Joyce Kimbrough for permission to place a mobile
home trailer on lot at 919 Jackson Avenue. There appreared to be no
one present objecting to this. Upon the recommendation of Town Manager
KIMBROUGH Marshall Council advised that 'a final decision would be made at the next
L. ADAMS regular meeting in order that a further investigation might be ,made.

months. After some discussion of the existing circumstances, Councilman
Ratcliff moved that the Town Manager look at this situation further to
see if there have been any changes. The motion was seconded by Council-
man Aust, and carried.
Mr. L. C. Turman asked Council to relocate the water main that
crosses over his property located on Lee Highway east of the Pulaski Flower

Alan Groseclose, on behalf of the YMCA Building Committee,
gave Council a brief resume of the status of the YMCA building
program, and progress on the new YMCA building. Mr. Groseclose
exhibited building plans and specifications of the new YMCA to be

the Bones Estate lands had been purchased by Foy Aust, and others,
and that a fifty foot strip had been reserved from Route 11 to
Oakhurst Avenue and could be dedicated to the Town for a street,
however, the YMCA was only asking that the Town construct a street
from Oakhurst Avenue to the Y building, and they stood ready to dedicate
this portion of the fifty foot strip to the Town for a street. Mr.
Groseclose also asked that the Town install a 4 inch water line to
the site, and that at some future time they would ask that sewer
also be installed. Councilman Frye moved that the requests for street,
water and sewer be referred to the appropriate Committees: Street, Water and
Sewer Committees. The motion was seconded by Councilman Macgill,
and carried.
Reporting for the Study committee for the two Local Rescue
Squads, Councilman Frye stated it was the recommendation of the Committee
and its sub-coqunittee that a permanent Advisory Board be formed to
APPROVE ADV. administer the financial affairs as well as to assist in building the

TWO LOCAL image of the two Squads and relieve them of fund raising programs. The

Advisory Board would be composed of a representative from the Town, one
from the County, one from the Town of Dublin, three from each of the
Rescue Squads, one from the Chamber of Commerce, and one from each of the
three Community Funds existing in the Councy, and the Board would also be
responsible for disburing the funds. Mr. Frye stated that the County had
already approved the recommendation, and he moved that Council appr ove
the recommendation of this Study Committee. The motion was seconded
by Councilman Aust, and carried. Mayor Edens appointed Mr. Frye to
represent the Town of Pulaski on the Advisory Board.

As a matter of information only, Councilman Aust reported that
since a chain had been placed on one entrance to the ViIIa Dairy Bar

CHAIN on Newbern Road, no complaints had been received about disturbances there.
VILLA DAIRY
BAR Town Manager Marshall presented an application from Arnold C.
Garlic for permission to place a house trailer on Dora Highway in the
GARLIC Odell Subdivision. On motion of Councilman Aust, seconded by Councilman

this application.
Town Manager Marshall advised Council that a letter of request

SPACE of the Town property at the rear of the Hospital for parking. Councilman
Frye moved that the matter be studied by the Land Buildings and Parks
Committee along with the Town Manager. The motion was seconded by Councilman
House, and carried.

Councilman Frye moved that the matter of renewing the lease on

There being no further business, the meeting adjourned at
5:15 P. M.
