Minutes of a special meeting of the Pulaski Town
Council, held April 28, 1970, at 4:00 P. M., in the Municipal Building.
There were present: Mayor C. Robert Edens, presiding.

The invocation was given by Councilman Vaughan.
Mayor Edens advised that the purpose of the meeting was to

said Council at 4:00 P. M, on the 28th day of Aprils. 1970s called by
Mayor C. Robert Edenss in the Municipal Offices in the Town of Pulaski,.
Virginias for the purpose of signing the contract on the new Municipal
Building.

Town Manager Marshall asked Mr. Schrader, reporter for the
Southwest Times, if he had received the inf ormation about the special
meeting, and Mr. Schrader stated he was told Council would hold a
special meeting, but not.the_purpose of the meeting. Mr. Marshall

purpose of the meeting:_was discussed with her by him and she stated
it was, but that she did not believe the Radio Station used it in
broadcasting news of the special meeting.
Town Manager Marshall brought to the attention of the
Council that on April 2nd bids had been received from four C4) different
contractors for the construction of a Municipal Building as outlined by
SPECIAL plans prepared by the Architectural Firm of Eubank, and Caldwell. He

Mayor to sign the contract on behalf of the Town. Councilman Macgill
so moved, which motion was seconded by Councilman White, and carried
on the following unanimous vote:

AGREEMENT
THIS AGREEMENT, made the 27th day of APri1 in the year Ninteen Hundred and
Seventy by and between
Gallimore, Inc., Pulaski, Virginia
Hereinafter called the Contractor, and The Town of Pulaski, Virginia, here-
inafter called the Owner.
WITNESSETH that the Contractor and the Owner for the considerations herein-
after named agree as follows:
Statement of Work
The Contractor agrees to provide all materials and to perform all the work
shown qn the drawings and described in the specifications entitled Municipal
Building for The Town of Pulaski, Virginia, dated March 6, 1970 prepared
by Eubank, Caldwell, Dobbins, Sherertz, and Franklin, Architects and
Engineers, Roanoke Virginia, and to do everything required by the drawings
and specifications including Addenda: No. 1, dated March 26, 1970, and
No. 2, dated March 31, 1970, and including Alternate No. 1, enlarged Basement.
Time for Completion
The Contractor agrees that work under this Contract shall be completed within
365 calendar days from the date the Contract is signed, and agrees that from
the compensation otherwise to be paid to the Contractor, the Owner may retain
the sum of Fifty Dollars ($50.00) for each day thereafter, Sundays and holidays
included, that the work remains incomplete, which sum shall represent the
proper measure of liquidated damages which the Owner will sustain per diem by
failure of the Contractor to complete the work at the time stipulated, and
this sum is not to be construed in any sense as a penalty.
Contract Sum and Payments
The Owner agrees to pay the Contractor for the performance of the Contract
the sum of Five Hundred Sixty Thousand Nine Hundred Fifty Dollars and
Fifty Nine Cents-------------------------------------------($560,950.59)_
subyect to additions and deductions as provided in the specifications.
Payments on account thereof shall be made as follows:
a. On or about the tenth day of each month, 90 percent of the value, proportion-
ate to the amount of the contract, of materials on the ground to be incorporated
in the work and of labor and materials incorporated in the work up to and
including the last day of the previous month, as approved by the Architect,
less the aggregate of previous payments.
b. Upon completion of the entire work, a sum sufficient to increase the total
payments to 90 percent of the Contract Price.

c. Within 30 days after the date of the Certificate of Completion the balance
due under the contract.
Contract Documents
The Contractor and the Owner hereby agree that the Proposal, Specifications
and Drawings, together with this Agreement, form the Contract, and that the
Proposal, Specifications and Drawings are as fully a part of the Contract
as if hereto attached or herein repeated.
IN WITNESS WHEREOF, the parties hereto, for themselves, their successors,.
executors, administrators and assigns, on the day and year first above
written, have executed this Agreement in 4 counterparts, each of which shall,
without proof or accounting for the other counterparts, be deemed an original
thereof .

At this point Mayor Edens introduced members of Council
to the visiting students and in turn, their leader John Dimmock of
London, introduced the ten students. There followed a discussion by
the students relative.. to the American life, which is the purpose of
WORLD TRAVEL
EXCHANGE the Association for World Travel Exchange in sponsoring projects in
STUDENTS
VISIT AMERICA international educational travel. Mayor Edens presented each student
GROUP ATTEND with a certificate making them "Honorary Citizens of Pulaski".
COUNCIL
MEETING There being no further business, a motion was made,
seconded and carried, that the meeting adjourn, at 5:00 P. M.
