HomeMy WebLinkAbout06-16-70~~~~ Minutes of the regular meeting of the Pulaski Town Council, held June 16, 1970, at 7:00 P. M., in the Appalachian Auditorium. There were present: Mayor C. Robert .Edens, presiding. Councilmen: Mason A. Vaughan, A. L. Graham, Wm. A. House, S. G. Frye, J. H. White, Glen K. Aust, W. D. Macgill, Jr. Raymond F. Ratcliff Also present': Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: John Columbus, Jr. WEW Radio Station Nancy Caldwell, Southwest Times reporter Nine citizens The invocation was given by Councilman Aust. Minutes of the regular meeting of June 2nd were approved as recorded. Mayor Edens stated it was the time and place for holding a public hearing on the trailer application of Sylvian Jimerson to place a S.JIMERSON TRAILER mobile home on Magazine Street. Town Manager Marshall stated that water and APPLICATION APPROVED sewer is available at this lot, an old house having been torn down, and there appeared to be no neighborhood objections. Mr. Marshall recommended that the application be approved. There was no one present opposirg this, and two persons spoke in behalf of Sylvian Jimerson, favoring the applica- tion. Councilman Vaughan moved to accept the Town Manager's recommendation for the approval of the application. The motion was seconded by Councilman Aust, and carried. Council heard a complaint from Charlie Black, who lives at 213 LaGrange Street relative to the condition of the curb and gutter in CURB & front of his home caused by tree roots which condition causes storm waters GUTTER COMPLAINT to collect. Town Manager Marshall stated this situation had been looked at HEARD and he would follow this up and see what can be done to correct the situation. Councilman Ratcliff gave a report on the construction of the new Municipal Building which included the fact that solid rock had been hit which it was believed would result in a substantial savings in the cost of the building, which would also reduce-the number of cassions necessary, by REPORT ON &PProximately $7,000.00. H~ stated further that there was a savings of MUNICIP. $1700.00 on the hardware and expiained the contract was written for a certain BLDG. CONSTRUCTIOtype and cost hardware and if there was a savings over and above the bid ~9f ~.~ (RE: Foy Howard, and Others) June 1~5, 1970 and cost price, the Town receives the benefit which is the case. He stated there savings were brought about because of the decision to have a full basement; that members of Council were approached by citizen's who suggested that a full basement be included; that the Building Committee of Council met and considered this and recommended the change - that the overall cost of the basement is $25,000.00 - and it is now necessary to approve the recommendation of-the Committee, and so moved. Macgill, Jr. - aye Raymond F.Ratcliff- aye Councilman Aust commented on the recently painted "STOP" in the Street at the intersection of Franklin Avenue and Main Street (Route 99). At the request of Chairman Graham of the Water Committee, REQUEST FOR Town Manager Marshall reported that a letter from the Chairman of the Pulaski County Public Service Authority had been received relative to a p WATER TO iroposal based on securing water from the Town of Pulaski's 12-inch CONSOLIDATED HIGH SCHOOL water line to Dublin at the point d the metering equipment on Bob ON DUBLIN RD. TO BE HEARD White Boulevard, for the water supply to the new consolidated High AT NEXT MEETING School to be located in the area along Route 11 between Pulaski and Dublin. Mr. Marshall also stated a letter had been written to the Authority Chairman outlining additional inf ormation needed by the Town and asked that he appear bef ore the Council at the July 7th meet ing and suggested the matter be referred to the Water Committee and Town Manager. Councilman Frye so moved, which motion was seconded by Councilman Aust, and carried. Mr. Frye reported the Finance Committee is working on the BUDGET budget and hoped it would be finalized this week, for public hearing WORK GOING ON at Council's next regular meeting, July 7th. At the request of Council, Attorney Moore presented an ORD. TO AMEND ordinance to amend and re-enact Article IVY, Sub-section 2, maps and MAP & ZONING boundaries of the Zoning Ordinance of the Town of Pulaski, ratifying the ORD. REL. TO 1 J HAYDEN ELEC. action taken by the Council at its June 2nd meeting in granting the REQUEST ~~~`~ June 16, 1970 1 request of Hayden Electrical Heating and Insulating Company that a 40 foot strip 230 feet in length, fronting on Alum Spring Road, be rezoned from R-2 to B-2 classification. On motion of Councilman White, seconded by Councilman House, and carried on the following recorded vote, .the following ordinance was adopted: Mason A. Vaughan - aye Glen K. Aust - aye A. L. Frye - aye Raymond F, Ratcliff- aye AN ORDINANCE TO AMEND AND RE=ENACT ARTICLE IV, SUB-SECTION 2, MAPS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE TOWN OF PULASKI, VIRGINfA BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on this 16th day of June, 1970, that: 1 (1) The portion of the zoning map, Zoned R-2 and described as follows: ORDINANC E AMENDING BEGINNING at a point in the west line of METES & BOUNDS Alum Spring Road, at the northeast corner of RE: HAYDEN ELEC. present B-2 Zone; thence leaving. said Road, REZONING N. 85 deg. 25' W. 161.6 feet; thence S. 1 deg. 10' W . 9.7 .feet; thence N. 78 deg. 02' W. approximately 64 feet; thence N. 0 deg. 52' E. 42 feet, more or less to a line of C. W. Poff Carriage Hills Apartment land; thence with the same, S. 85 deg. 25' E. 225.0 feet to a point in the west line of said Alum Spring Road; thence with the same, S. 0 deg. 52' W. 40 feet to the Beginning; be, and the same is hereby amended and changed to Zone Business (B-2) and shall be so recorded upon the zoning .map of the Town of Pulaski, Virginia. (2) That the proper officials of said Town are directed to amend the zoning map of the Town of Pulaski, Virginia, in accordance with the of oresaid; that the said parcel shall be zoned Business,(B-2) (general business) and that said officials shall do any and all other acts necessary to effect this amendment to the zoning map in accordance with the provisions of this ordinance. Mr. Moore Stated he presumed all had heard that Judge R. I. Brown would not seek re-appointment to the judgeship of the Pulaski County 1 and Juvenile and Domestic Relations Court, and. that the local Bar Associa- RESOLUTION tion had passed a Resolution several days ago that in their opinion because ADOPTED RE: NEW of the heavy case load and work involved in Pulaski County, whoever is PULASKI CO JUDGE appointed should be a resident of Pulaski County or become a resident of `: ~i June 16, 1970 Pulaski County within a~period of sixty-days afaer his appointment as Judge. Mr. Moore advised that the Board of Supervisors had adopted a resolution to this effect, and the-Bar Association had asked. that he present to the Town Council a similar resolution. On motion of Councilman Macg.ill, seconded by Councilman Ratcliff, and carried, the following resolution was adopted: WHEREAS,. the Council of the Town of Pulaski, Virginia, notes with regret the announcement by the Honorable R. I. Brown that he would not seek reappoint- ment to the judgeship of the Pulaski County and Juvenile and Domestic Relations Court; and, WHEREAS, the of oresaid Court tries all the cases involving violations of Town cr dinances, as well as cases involving violations of State statutes, and perf orms in general a great service to the Town of Pulaski, Virginia, a separate governmental unit JUDGESHIP located within the boundaries of Pulaski County; and, WHEREAS, we are of the firm opinion that the recent RESOLUTION and continuing increase in the number of cases heard in the of oresaid Court and the many other related duties perf ormed by said Court to the Town and its officials will require full-time attention of the Judge of this. Court to the Court's varied duties. This is especially pertinent since Pulaski County has the largest population and heaviest case load of any county within the Twenty-first Judicial Circuit; and, WHEREAS, the.Council believes that Judge Brown's successor should be a resident of the. locality which he .serves and thereby be readily available to the public needs; NOW, THEREFORE, BE IT RESOLVED that the Council of the Town of Pulaski, Virginia, does hereby recommend to the Honorable Jack Id. Matthews, Senior Judge of the Twenty-first Judicial Circuit of Virginia, that he appoint a duly qualified person who is a resident of Pulaski County or who will become a resident of Pulaski County within the period of sixty daysafter his appointment as Judge of Pulaski County and Juvenile and Domestic Relations Court. Town Manager Marshall advised it was hoped grading could be started within the next few weeks of the land purchased from the Macgill Village Corporation, for the layout of the football field, etc. Mr. Marshall brought to the attention of Council and Mayor the Institute for Virginia municipal officials at the Local Government INSTITUTE Officials' Conference sponsored by the Virginia Municipal League and AT UVA. FOR NEW OFFICIALS the Institute of Government at the University of Virginia, which is scheduled to be held on August 31, and September 1 and 2, and stated 4~~ June 16, 1970 the Mayor and members of Council would be sent more information on this. Mr. Marshall advised that as soon as more inf ormation is received Council would be contacted relative to reservations. Town Manager Marshall gave a very comprehensive report REPORT OF POLICE of the activities of the Police Department for the month of May, DEPT. ACTIVITIES 1970.
