Minutes of the regular meeting of the Pulaski Town Council,
held July 7, 1970, at 4:00 P. M., in the Municipal Building.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: Mason A. Vaughan, A. L. Graham, Raymond F. Ratcliff,

Minutes of the .special meeting of July I, 1970 were approved
as corrected.
Mr. John Warf, representing the residents of Valley Road,
advised Council that he had approached the Pulaski County Board of
Supervisors relative to opening a road from Valley Road to Route 11,
as suggested by the Council, and the Board referred him to the State
Highway Resident Engineer, Mr. D. R. Collins. Mr. Warf advised that

Vaughan, seconded by Councilman White, and carried, the matter was
referred to the Street Committee for study and to bring back a recommenda-
tion to the Council.
Representatives of the Pulaski County Service Authority, Mr.
Love and Mr. Dobson, and the Authority's Engineer, appeared bef ore
Council and requested an indication from the Council that the Town

connection to the Dublin Water line at the meter on Slaughter House Road, and
running along Slaughter House Road to the new High School site. It was
further stated that the Authority will then run lines along Route 11 and Thorn
Spring Road area - they plan to purchase water from the Town of Pulaski
WATER SERVICE and sell to these property owners in that area; they would be responsi-
TO HIGH SCHOOLble for billing and collecting these water accounts and in this way
there would be available FHA funds for the entire water system from the
Dublin Water line meter. It was also brought out that in the overall
School Board plans for new schools, there would be a need for water and
sewer services to the Elementary School site on Newbern Road. The
representatives were advised that the firm of Wiley & Wilson, Con-
sulting Engineers, is presently making a study for the Town of its water
system, and the ability to furnish water to these areas would depend
largely upon the results of this study. Councilman Aust moved that the
matter bf furnishing water to the new Pulaski High School site only be
referred to the Water Committee for study and report. The motion was
seconded by Councilman Ratcliff, and ca-,rried.
Councilman Aust moved that the request for water and sewer

COMMITTEE Water and Sewer Committees, for study and report to the Council. The
motion was seconded by Councilman White, and carried.
At this time the Town Manager opened the bids received as a
result of a public notice in the local newspaper, for the rental of 157.33
acres of land at the Loving Airport. The bids were as follows: R. P.

COMMITTEE TO Marshall stated a Letter from the Federal Aviation Administration dated

July 1,.1970, stated that the records of tha t office indicated that
Loving Field had been abandone d and-was no longer in use. Councilman.
Aust moved that the matter be ref erred to the Land Buildings and Parks
Committee, Town Manager Marshall and Town Attorney Moore for recommenda-
tion to the Council. The motion was seconded by Councilman White, and
carried.

As Chairman of the Water. Committee, Councilman Graham
reported the Water Committee had met and considered the request of Mts.
Anne A. English for water and sewer services to English Forest development.
He stated it was the recommendation of the Water Committee that the Town
proceed to install a water line for Mrs. English. Mr. Marshall advised
that Mrs. English was paying for the full cost of the installation of water
and sewer in English Forest Road. Councilman Ratcliff, reporting for the

FOREST RD. the Town Manager be authorized to install the sewer line from a point
ALSO SEWER in Newbern Road to a terminus point in English Forest Road, for the
consideration of $5200.00, with the understanding that all connections
to the sewer line be made in accordance with sewer line connection
schedules and specifications of-the Town, and so moved. The motion was
seconded by Councilman Graham, and carried. Councilman House voted
against this motion for the rea-son he .f elt it.would be .setting a precedent
should the line cost more than $5200.00 and the Town paid the additional
cost.
Councilman Graham moved that the water line b~e extended along
ENGLISH the English Forest Road to near the Reynolds lot, a distance of approximately

WATER LINE 310 feet, and that Mrs. English pay the cost for this line, the total

estimate being $800.00, and that individual lot owners pay their standard
connection fees, that the installation of this line be in accordance with
the Town's specifications and under the supervision of the Town. The motion
was seconded by Councilman White, and carried.
Mayor Edens stated Town Manager Marshall would be on vacation
July 21st, the next regular Council meeting, and suggested the meeting be

Councilman Ratcliff, and carried.
On motion of Councilman Macgill, seconded by Councilman Ratcliff,
and carried, the following ordinance was adopted:

Town Manager Marshall reported the final allocation of urban

Town Manager Marshall gave a report of the activities of the
FIRE DEPT. Fire Department for the month of June, 1970.. He stated the Police
REPORT.
Department would report on a monthly basis beginning July 1st.
Town Manager Marshall also ~a.ted that 154 lot owners had

TAX,. OF CHAPTER 9, ON FINANCE AND
TAXATION.
BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF FULASKI,
VIRGINIA; meeting in Regular Session on this 7th day of
July, 1970, that:
Section 9-6 through 9-12, inclusive, of Article II,
Furniture and Household Property Tax, of Chapter 9 on
finance and taxation, be, and the same is hereby,
repealed.
