Minutes of the regular meeting of the Pulaski Town Council, held
October 20, 1970, at 7:30 P. M., in the Appalachian Auditorium.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: A. L. Graham, S. G. Frye, J. L. Congrove,
Mason A. Vaughan, Glen K, Aust, Wm. A. House,
J. H. White,
Absent: Ra}tmond F. Ratcliff
Also present: Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Visitors: J. R. Schrader, Southwest Times reporter

The invocation was given by Councilman Congrove.
MINUTES APPROVED Minutes of the regular meeting of October 6th were approved,
as corrected.
Mayor Edens welcomed the visitors and. stated Council would be
glad to hear them at this time, but there were no complaints to be

VISITORS brought to the attention of Council by these visitors.
Councilman Graham reported that the Utility Committee had met on
October 19th to consider the disputed-water bill of Mrs. Gilbert C.
Eller of Mathews Court.. Mr.. Graham stated it appeared that in January
of 1969 the Town, through error, got the water meters of Mrs. Eller

REQR. TO and her brother, Mr. Dennis Jackson, who also lives in Mathews Court,

BILL ,549.10 reversed. As a result of this Mr. Jackson was overbilled in the .amount

Mrs. Eller now owes the Town the sum of $49.10. Mr. Graham stated it
was the recommendation of the Committee, and so moved, that Mrs. Gilbert
C. Eller of Mathews Court, Pulaski, be allowed up to 90 days in which
to pay the 'T own .$49.10 'and if not paid by the end of he ninety day
period, the Town Manager be instructed to follow the normal procedure
for collecting water bills: Mr. Graham stated the Committee felt that
since Mrs. Eller used this service, it was only right that it be paid for
by her. The motion was seconded by Councilman Aust, and carried.
Mr. Vaughan reported that the:Recreation Committee had met and con-
sidered the Recreational Program and felt progress is .being made. He further
stated that it was the feeling of the Committee that the Recreation

it was felt it-would be helpful to have outside ideas on the kind of
Recreational Program the people. desire. Mr. Vaughan stated the Committee
will bring back to Council the names of citizens for Council's consider-
ation in naming the Recreatipn Commission members.
Town Manager Marshall reported that the municipal building
construction was approximately two weeks behind. schedule; the deck

CONSTRUCTION for pouring the first floow concrete has been laid with about half

gL~, of the deck for the second floor also in place; that completion
of exterior water proofing, would possibly be held up due to
the fact'the materials for this work had not been received, but that all
structural steel, with the exception of a portion over the Council
Chamber, is in place.
Town Manager Marshall complimented Mr. Schrader, the Southwest
Times reporter, for the recent articles appearing in the Southwest
PRESS Times relative to the many projects the Town has completed and is now

FOR COVERA-involved in. He also celled attention to the fact the State Highway

Department has corrected the sight situation at the intersection of
Route 11 and Peppers Ferry Road.
On motion of Councilman Vaughan, seconded by Councilman White,

that proper .notice be placed in the local newspaper.
Town Manager Marshall gave members of Council a copy of a

RETARDED western Virginia Training Center for Mentally Retarded, etc., and there

followed a discussion during which there were suggestions from the
visitor s. and members of .the Council as to how .the Town and County
of Pulaski should approach this project.
At 8:05 P. M, motion was made, seconded and carried that the
meeting adjourn.
