HomeMy WebLinkAbout11-02-70,~~ Minutes of, the regular meeting of the Pulaski Town Council, held November 2, 1970, at 4:00 P. M., in the Municipal Building. There were present: Mayor C. Robert Edens, presiding. Councilmen: A. L. Graham, J. H. White, Wm. A. House, S. G. Frye, Raymond F. Ratcliff, J. L. Congrove, Mason A. Vaughan, Glen K. Aust Also Present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: J. R. Schrader, Southwest Times reporter Paul Dellinger, Roanoke Times reporter C. W. Hickham, Jr. The invocation was given by Councilman Ratcliff. Minutes of the regular meeting of October 20th were approved as recorded. Councilman Congrove reparted that the Sanitation and Pollution Committee had .met, and asked that an executive session be held at the end of the meeting. Mayor Edens reported that a letter had been received relative to the Town making available to the Commonwealth of Virginia for the purpose of establishing the proposed Southwestern Virginia Training Center for Mentally Retarded, a site containing at least one hundred (100) acres of land, complete with water and sewer. Councilman House reported that each Town and County in Planning District ~p4 had been asked to submit a site for RESOLUTIOthe location of the Training Center, and that the Planning District Commission N- MAKING AVAILABLE is striving to get these proposals together for consideration, and it was LAND AT LOVING suggested that the Council might want to make available land at Loving Field. FIELD FOR TRAINING There followed a discussion of the merits of the Center as well as the CENTER participation by each Town and County in the cost of the site complete with water and sewer. Councilman House moved that a resolution be adopted by the Council making available to the Commonwealth of Virginia one hundred (100) acres of land at what is commonly known as "Loving Field", for the purpose of establishing a Training Center far Mentally Retarded. The motion was ..seconded by Councilman Whi g , and carried: WHEREAS, the Town of Pulaski has been requested to make available at least one hundred (100) acres of land in that certain tract or parcel of land Lying west of Alum Spring Road and north of State Route 639, commonly known as "Loving Field", and consisting of Parcels 1,2,3,4 and 5 as shown on a map of Loving Field, Pulaski Municipal Airport, dated May 15, 1955, for the purpose of locating the proposed Southwestern Virginia Training Center for Mentally Retarded, ~~ ~ V Nov. 2, 1970 NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Pulaski, Virginia, meeting in regular session on the 2nd day of November, 1970, as ;f oliows: 1. That the aforesaid one hundred (1003acres of land be made available for the purpose of the locating of the facility by the .Commonwealth of Virginia. Council discussed further to what extent the Town would share in the cost of the .project, complete with water and sewer, and the fact TO SHARE IN that water and sewer is not yet available at Loving Field. Council- OVERALL COST OF SITE, man House moved that Council give consideration to sharing in the over- & UTILITIES all cost of the land and utilities in the location of the Center for Mentally Retarded. T he motion was seconded by Councilman Congrove, and carried. Town Attorney Moore presented to Council a deed from Mr. Howard R. Lindamood. Town Manager Marshall advised that Mr. Lindamood was DEED-GRANTING LAND FOR deeding additional land to the Town for the widening of the bridge WIDENING QF BRIDGE RT.11 over Sproul's Branch at the intersection of Route 11 and Northwood Drive. & NORTHWOOD DRIVE On motion of Councilman Ratcliff, seconded by Councilman Aust, and carried, the following resolution was adopted: WHEREAS, William H. Aston was the owner of a certain parcel of land located on North Jefferson Avenue which extended eastward from Jefferson Avenue to a depth of 148.2 feet; and, WHEREAS said William H. Aston, by deed dated May 27, 1891, and recorded in the Clerk's Office of the Circuit Court of Pulaski County, Virginia, in Deed Book 14, page 350, did convey unto the Trustees of the Christian Church a lot with a .depth of 140 feet, thereby retaining a strip of land approxi- BY RESOLUTION mately 8.2 feet in width which he referred to as an "eight f obt TOWN DISAVOWS alley"; and, CLAIM TO 8.2 STRIP OF LAND WHEREAS, said 8.2 foot strip has never been accepted ADJ. TO by the Town and apparently has never been opened for use as an CHRISTIAN alley; and, CHURCH WHEREAS, said Christian Church is now tip owner of the land on both sides of said 8.2 foot strip; and, WHEREAS, said Christian Church has requested the Town of Pulaski to disavow any claim or right to said 8.2 foot strip; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Pulaski, Virginia, at its regular meeting held November 2, 1970, that it disclaims any right, title or interest in the 8.2 foot strip of land running through the property now owned by the Trustees of the First Christian Church on the east side of North Jefferson Avenue in the Town of Pulaski, Pulaski County, Vir ginia. 1 1 ^~~ 1"~ Nov. 2, 1970 Town Manager Marshall reported to Council that the Madison REPAIRS TO Avenue railroad crossing repair was started that morning, November MADISON AVENUE 2nd This being a joint project between Coleman Furniture Corporation, RR CROSSING UNDERWAY Norf olk & Western Railway Company and the Town. At 5:00 P. M. Councilman Ratcliff moved that Council go into EXECUTIVE executive session, which motion was seconded by Councilman House, and SESSION carried. At 5:25 P. M.
