HomeMy WebLinkAbout11-17-70~~~ Minutes of the regular meeting of the Pulaski Town Council, held November 17, 1970, at 7:30 P. M., in the Appalachian Auditorium. There were present: Mayor C. Robert Edens, presiding. Councilmen: Wm. A. House, J. H. White, Mason A. Vaughan, A. L. Graham, J. L. Congrove, Raymond F. Ratcliff, Glen K. Aust - Absent: Councilman S. G. Frye Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Approximately eighteen, including members of the Press and Radio The invocation was given by Councilman House. Minutes of the regular meeting of November 2nd were approved as corrected. As required under Chapter 18 of the Town Code, Town Coundil held its annual public hearing for the purpose of determining the number of public vehicles, taxicabs and for hire cars for which Certificates shall be issued during the calendar year 1971 Council considered formal applications for renewal of a total of twenty- 27 TAXI seven (27) taxicabs. It was noted that George McKinley Ray applied C ERT IF ICATES ISSUED to operate a cab for Deluxe Cabs, and that this certificate was issued to Mozelle K. Ratcliff for the year 1970. With regards to the question of twenty-f our hour taxi service in Pulaski, it was also noted that a letter from Mr. D. Keith Mayberry, President of City Cabs of Pulaski,. Incorpar ated, indicated that his taxi service would continue from 3:30 A. M. to 1:30 A. M. Also, in a letter from Mr. Elbert E. Kinser, owner of Diamond Cabs, that he would endeavor to operate and serve the public within reason from 5:00 A. M. until 2:30 or 3:00 A. M. From a check of their logs kept by the two taxi companies mentioned, it was fele that the above hours would cover any services needed as well as it being their feeling that twenty-f our hour service was not in demand. It was also brought out that it was quite difficult to get and keep drivers for these long hours. Councilman House moved that the twenty-~eaaen (27) Certificates of Public Convenience and Necessity be granted, which motion was seconded by Councilman Aust, and carried. ;~~~ ~~~ ~~ November 17, 1970 - Councilman House then moved that the granting of these Certificates be based on the applications presented, and under the practices and hours as outlined in the letters accompanying the , applications. The motion was seconded by Councilman Vaughan, and carried. the following Certificates of Public Convenience and Necessity were authorized: City Cabs - ----,---.----- LO E. V. Davis Cabs ---------- 3 Deluxe Cabs -------------- 6 Diamons Cabs -------------- 8 Total ----- 27 Mr. C. V. Jackson, President of the New River Valley Airport Commission gave an account of the progress and operations of New River Valley Airport as well as its recent audit report, a copy which had been JACKSON GIVES furnished to Mayor Edens. Mr. Jackson stated it was hoped that an PROGRESS REPORT instrument landing system would be ine~811ed at the Airport during 1971, FOR NEW RIVER and that the most pressing problems facing NRVA at this time were snow VALLEY AIRPORT zemoval this winter and the removal of some three hundred trees near the Airport. He also stressed the need of more "boardings" as the now estimated 200 a month is too low. Mr. Jackson complimented the Mayor and Council on the many projects being undertaken. by the Town, and suggested that a more vigorous program be considered regarding beautification of the Town. He commented favorably on the construction of the new Municipal Building, and other visitors JACKSON COMPLI- expressed their, concern relative to the proposed fountain to be placed in MENTS MAYOR & front of the new building. COUNCIL Mr. J. B. Warner questioned Council relative to its procedures when a matter is turned over to a specific committee, as well as how a citizen of the Town can keep up with a certain matter that has been referred to a committee. He pointed out several matters he had brought to their attention, WARNER- one being a. sidewalk for. Peppers Ferry Road .and also the request of the YMCA TO KEEP UP WITH f or water., sewer and-street to its new YMCA building off of Oakhurst Avenue. MATTERS & REQ.FOR Quite a discussion f ollowed between Council and Mr. Warner and as a result of PEPPERS FRY SIDE- which the Clerk of the .Council was directed to provide at least ten (10) Copies WALK of all afternoon Council meetings to be, picked up by the public at the night meetings of Council. ~~~2~ November 17, 1970 Councilman Aust asked that the minutes be specific relative to the sidewalk situation on Peppers Ferry Road, in that if the PEPPERS FRY Property owners on Peppers Ferry Road, or any other street within RD. SIDE- WALK the corporate limits desire a sidewalk and request the Town for same, the Town will install same under its present town ordinance, that is: the property owners must pay one-half of the construction costs plus donation of the right-of-way for said sidewalk. Mr. P. M. Sadler asked Council to give some thought to the problem of noise, especially the noise made by motorcycles, or that it be re WHITE' S COMM. TO referred to the proper committee. He stated this p~coblem is especially acute TO CONSIDER NOISES - during the warm weather,.Season when people have their windows open. Mayor MOTORCYCLES Edens asked Councilman White, Chairman of the Ordinance Committee to present this matter to his Committee. Councilman Vaughan reported that the Recreation Committee recommended the names of seven persons to serve on the Recreation PRESENT NAMES RECOMD.Commission and that a proper Resolution be prepared setting forth their TO RECREATION COMMISSION & appointment and term of office as prescribed by the Town Code. The ASK FOR RESOLUTION names of persons recommended, and who had been contacted and had APPOINTING SAME agreed to serve, were: William F. Edwards, Ralph Martin, Bill Flint, Bill Dalton, Rev. Hugh White, Mrs. Eloise Vass and Arthur L. Meadows. ~ Mayor Edens brought up the Jaycee open forum letter in the Southwest Times on November 15th and the fact that it did not JAYCEE LETTER IN represent a true picture of the Town's Recreation Department and that S OWEST TIMES RE: the figure quoted of $13,695.00 represented salaries only and that the RECREATION DEPARTMENT Town budget carried funds for this activity of at least $45,000. OPERATIONS Councilman White moved that the Town Manager be authorized to reply to this letter and present facts and figures as outlined in the present budget for the operation of the Recreation Department. The motion was seconded by Councilman Graham, and carried unanimously. Town Manager Marshall gave a short report to the effect that the bridge at the intersection of Northwood Drive and Route 11 had been TOWN MANAGER"S widened; that the water line construction on Maple Street had been REPORT completed; and that work on water and sewer for Mt.
