Minutes of the regular meeting of the Pulaski Town Council, held
December 15, 1970, at 7:30 P. M., in the Appalachian Auditorium.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: J. L. Congrove, Wm. A. House, Glen K. Aust,
J. H. White, A. L. Graham, S. G. Frye,
Raymond F. Ratcliff, Mason A. Vaughan
Also present: Town Attorney Garnett S. Moore

The invocation was given by Councilman Aust.
Minutes of the regular meeting of the December 1st were approved
as recorded.
A. Dow Owens, Attorney for Downtown East, Incorporated, present-
ed to Council a Petition and Notice of Application to the Council for the
closing of certain streets and alleys running through the lands of Downtown
East, Incorporated, located on the southerly side of Route 99, and being
more particularly described in said petition and notice filed with the
Clerk of the Council, as follows:

OF THE COUNCIL OF THE

The undersigned respectfully petitions the Council
of .the. Town.. of Pulaski,. Virginia, to close. those certain
PETITION OF streets and alleys running through_lands_of Downtawn East,
DOWNTOWN EAST,INC. Inc., and described as follows:

OF STREETS Those certain streets and alleys located, lying and
being on..the Southerly side. of State.Route 99, the streets
and alleys being the same that provide access to the f ollow-
ing described lots and sections as are shown on a plat
entitled, "Pulaski Development Company", as shown on a plat
of record in Plat Book 1, Page 263A, and.a plat entitled,
"Map Showing Property of Virginia Iron, Coal & Coke Company",
as shown on a plat of record in Deed Book 74, page 308, of
the Clerk's Office of the Circuit Court of Pulaski County,
Virginia, reference to which is herewith made_as if the same
were herein set forth in its entirety, and the lands of
Pulaski. Mining Company: _
.All those streets and alleys that serve as means of
access to those lots contained in Blocks Eight (8~, Nine (9),
. .Ten (10), Eleven.(11), Twelve (12), Thirteen (13), Fourteen (14),
Fifteen (15), Sixteen (16), Seventeen (17), Eignteen (18),
Nineteen (19), Twenty (20), Twenty-One (21), Twenty-Two X22),
and Twenty-Three (23, as shown on a plat entitled "Pulaski
Development Corporation!',_of record in Plat_Book 1, Page 263A,
said streets being designated as the portion thereof lying

Routh of Route 99, and said streets being known and designated
on said plat as Newbern Avenue, Kimball Avenue, Bohannon
Avenue, Commonwealth Avenue, Bridge Avenue, Macgill
Avenue, and the portions of First and Second Street shown
on said plat; and the streets and alleys providing
access to Section 245, 234, and 238, as shown on what is known as
the Official Map of~the Town of Pulaski, Virginia, reference
to which is herewith made, and the following described
tracts of land located South of Third Street in the Town
of Pulaski, Virginia:
Those certain streets and alleys located, lying
and being on-the Southerly side of State Route ~~99,
the streets and alleys being the same that provide
access to those certain lots described in and shown on a
Plat entitled "Pulaski Development Company", as shown on
a plat or record in Plat Book 1, page 263A, and a plat
entitled "Map Showing Property of Virginia Iron, Coal and
Coke'Company", as shown on a plat of record in Deed Book 74,
page 308, in the Clerk's Office of the Circuit Court of
Pulaski County, Virginia, reference to which is herewith made;
and all those certain streets and alleys that serve as a

entitled "Pulaski Development Company" of record `in Plat Book 1,
page 263A, said streets being designated as the portion thereof
lying south of Route 99 and a portion thereof may be north of
Route ~~99, said streets to be closed to be known and designat-
ed as Newbern Avenue, Kimball Avenue, Bohannon Avenue,
Commonwealth Avenue, Bridge Avenue, Macgill Avenue, and the
portions of First and Second Streets shown on said plat; and
the streets and alleys providing access to Sections 245, 234,
and 238, as shown on what is known as the Official Map of the
Town of Pulaski, Virginia, said streets being part of the
same .streets described in the of orementioned proceeding now
pending bef ore Council; it being the intention to include any
and all streets and alleys lying within the boundaries descri~ted
in the applicant's petition and owned by Downtown East, Inc.,
both north and south of Route ~~99.
And that all necessary steps and procedures, including any
notices, appointment of viewers, etc., be conducted in this
matter and upon completion of all the required steps, that
the Council by ordinance grant the abandonment and closing
of said streets and alleys, and release any and all claims
thereto to the adjacent property owner as provided by law.
Your petitioner further attaches a copy of a Notice
which he posted on the 25th day of November, 1970, in three
public places within the Town, including the Courthouse of
the Circuit Court of Pulaski County, the date of posting
being at least ten (10) days prior to the filing of this
petition with said Council.
That the costs of this procedure be taxed against
the petitioner.

TAKE NOTICE that the undersigned will on the 15th
day of December, 1970, present the attached petition to the
Council of the Town of Pulaski, Virginia, to vacate and
close those certain streets and alleys located, lying and
being on the Southerly side of State Route ~p99, the streets
and alleys being the same that provide access to those certain
lots described in and shown on a Plat entitled "Pulaski
Development Company", as shown on a plat of record in Plat
Book 1, page 263A, and a plat entitled "Map Showing Property
of Virginia Iron, Coal and Coke Company", as shown on a plat

The petitioners owns the land on both sides of the portions
of :said streets and said alleys proposed to be closed and no
other person will be affected thereby.
Given under its hand and posted this 25th day of November,
1970, on the bulletin board at the Pulaski County Courthouse,
at the Municipal Office of the Town of Pulaski, and at the
Pulaski Fire Department on the west side of Jefferson Avenue,
all in the Town of Pulaski, Virginia.

Town Attorney Moore reported that he felt this matter was
still pending in~the proceedings of Council in November 1967 when the Town,
by ordinance, closed certain streets and alleys on the North side of
Route 99, and if this was the case, the only legal steps necessary at
hhis time would be the adoption of an ordinance by Council closing the streets
and alleys on the south side of Route 99, as requested.

A letter from IIr. A. W. Anneski requesting that parking
meters be placed on Fourth Street, between Jefferson and Washington
Avenues, was red to the Council by Mayor Edens. The letter stated
that Dr. Anneski had purchased the iDakley Evans property on Fourth

Street and that Dr. Anneski planned to move his office to the new

convenience of his customers. ~On motion of Councilman Ratcliff,

seconded by Councilman Vaughan, and carried, the request was
referred to the Street Committee for recommendation.
Several .citizens were heard at this time, but no action
was required of Council on these matters. Bob Bunts suggested that a

Obell Ratcliff, Realtor, asked to go on record as favoring
Route 11 for the installation of the water line to the new proposed

Mr. Ratcliff also suggested that parking meters be install-

the meters. He further stated it would be well to consider the same
type meter on the new parking lot where the old Pulaski Motor Company
building is being demolished for a parking lot. He was advised this '
project was being undertaken solely by the Parking Authority and the
Authority would be responsible for the parking thereon.
A bequest from ,Postmaster MacAdoo to widen the inter-
section at Washington Avenue and First Street, N. W., to allow a better

December 15, 1970
Councilman Graham reported that the Utility Committee had
met and considered the recent request by the Pulaski County Service
Authority and/or Pulaski County School Board for the installation of a
water line to the proposed consolidated High School and residents in
the Thornspring and Route 11 area. He stated it was the recommenda-
tion of the Committee that the Town Manager be authorized to advise
the Pulaski County School Board and the Pulaski County Public Service
TOWN WILL- Authority that the Town of Pulaski has sufficient surplus water for

agreement. Mr. Graham stated the Committee would make a recommenda-
tion to Council at a later date concerning this agreement. Mr. Graham
moved that the recommendation be accepted, which motion was seconded by
Councilman .Vaughan, and carried.
Councilman Ratcliff advised that a study had been made with
regards to the Town furnishing water and sewer services to the proposed

Councilman Frye stated that the Finance Committee had met

Councilman Ratcliff reported that the Building and Grounds
Committee hoped to meet with the Beautification Committee and discuss

Councilman Vaughan moved the adoption of the following

WHEREAS, it has come to the attention of the Council
of the Town of Pulaski, Virginia, .that certain vacancies
have occurred in the membership on the Recreation Commission
and certain other terms of members end on January 1, 1971;
and
WHEREAS, it now appears that on Januazyl, 1971, the terms
of all members will have expired and no one has been duly
appointed to replace°them; and
RECREATION
WHEREAS, the Council desires to appoint a new
COMMISSION Recreation Commission as provided for appointment in the
first instance upon creation of the Commission;
RESOLUTION
NOW, THEREFORE, BE IT RESOLVED by the Council of the
APPOINTING Town of Pulaski, Virginia, meeting in Regular Session on
this 15th day of December, 1970, that:
MEMBERS
(1) Eloise R. Vass and Reverend Hugh White be, and
they are hereby, appointed members of the Pulaski Recreation
Commission for a term of one year, to expire on January 1,
1972, or upon appointment and qualification of a successor.
(2) William J. Dalton and Arthur L. Meadows be, and
they are hereby appointed members of the Pulaski Recreation
Commission for a term of two years, to expire on January 1,
1'73, or upon appointment and qualification of a successor.
(3) Ralph Martin, Wm. F. Edwards and B. B. Flint be,
and they are hereby appointed members of the Pulaski Recreation
Commission for a term of three years, to expire January 1,
1974, or upon appointment and qualification of a successor.
The Clerk of the said Council is directed to notify
the above persons of their appointment and the expiration date
of their terms.
Mr. Vaughan stated most of the Recreation Commission
members met inf ormally recently and discussed tentative plans, and
hoped to meet again on the second Tuesday in January. It was hoped
to have the Director of Recreation, Ned Bane, present at this meeting.

Robert P. Beamer, deceased. The motion was seconded by Councilman
Graham, and carried.

DISSOLVED
At 8:45 P. M. Council went into Executive Session. Mayor
Edens declared Council to be back in regular session at 8:55 P. M.
Councilman Graham mw ed that the proposed fountain to be '
