Minutes of the regular meeting of the Pulaski Town Council,
held January 19, 1971, at 7:30 P. M., in the Appalachian Auditorium.
There were present: Vice-Mayor S. G. Frye, presiding.
Also present: Town Manager: J. E. Marshall

The invocation was given by Councilman Graham..
Minutes of the regular meeting of January 5th were approved
as recorded.

Vice-Mayor Frye stated this was the time and place for a public
hearing, as had been advertised, on the application of John Plim for
permission to place a mobile home on Highland Terrace, and asked if
PLIM there was any one present who wished to speak against this application, or

TRAILER any one who wished to speak in its behalf. There was no one to speak

APPROVED f or or against the application. Town Manager Marshall recommended
that the permit be granted, subject to the proper septic tank permit

being issued by the Pulaski Health Department as sewer was not available
at this location, only water. Councilman Vaughan moved that the applica-
tion be approved subject to the stipulation as outlined by Town Manager
Marshall. The motion was seconded by Councilman White, and carried.
A second ,public hearing was held at this time on the
application of Randolph F. Smith, Jr., to place a house trailer on a lot

APPROVED tion, and Town Manager Marshall recommended that inasmuch as there were
no neighborhood objections, and as water and sewer services are available,
that the application be approved. Councilman White moved the application
be granted, and Councilman Vaughan seconded the motion which carried
unanimously.

Town Manager Marshall advised that the application of James
MCMICKLE McMickle to place a mobile home at 445 Case Knife Road, and public

January 19, 1971
Miller A. Bushong, President of Pulaski Motor Company,
appeared; bef ore Council and stated that he had been advised by the
Town Treasurer that in accordance with Chapter 1, Section 57 of the
Town License Code, the Fulaski Motor Company was liable for taxes
on its business of providing rental,car.s. Mr. Bushong stated the
cars are leased from the Ford Motor Company and titled to Pulaski
Motor .and are used by customers while their cars are being worked

WITH TAX ON licenses, and if they are required to pay on this again, it would

mean double taxation. He stated that he felt that perhaps the Code
section referred to was probably outdated and hoped Council would see
fit to take steps to correct it. Councilman Ratcliff moved that the
matter be referred to .the Ordinance Committee for study of this
particular Code section and report back to Council. The motion was
seconded by Councilman Congrove, and;carried.
Council at its meeting of January 5th asked the Attorney
to prepare a Resolution congratulating Mrs. Joan Leeson Pearman on
being selected as Virginia's Woman of the Year for 1970. Mr. Groseclose

RESOLUTION Presented the Resolution to Council and on motion of Councilman House,
ADOPTED
seconded by Councilman Graham, and carried, the f oLlowing Resolution was
adopted:
WHEREAS, the wealth of a community lies in the
character and accomplishments of its citizens; and
WHEREAS a signal honor has been bestowed upon
Joan Leeson Pearman, as Virginia's Outstanding Young
Woman of 1970; and
WHEREAS, the Council of the Town of Pulaski,
Virginia, wishes to extend its congratulations and appreciation
to Mrs. Pearman and to make the same a matter of record:
NOW, THEREFORE, BE IT RFSOLBED by the Council of
the Town of Pulaski, Virginia, meeting in regular
session on the 19th day of January, 1971, that
congratulations be extended on behalf of the Town
to Joan Leeson Pearman for her well-merited selection
as Virginia's Young Woman of the Year for 1970, and
further that appreciation be expressed for Mrs. Pearman's
dedication to children and to the community at large,
as an outstanding teacher, church and civic worker.

Town Manager Marshall .reported that the Town Attorney would

closing the streets and alleys as requested by Downtown East, Inc.
Mr. Marshall also reported that grading work is going on
at the Macgill Village Recreation area and it was hoped to have it seeded
by early spring, and some of the recreation equipment installed by
MACGILL
VILL. REC. summer.
REPORT
Town Manager Marshall reported that the Town had been
approached by the Unlimited Services of America, Znc. to provide
for the Town from twenty to thirty trash receptacles, bearing advertise-
TRASH ment of local business concerns. Mr. Marshall stated the only

DISCUSSED responsibility of the Town, under a two-year contract, would be
to empty the trash cans and nofity the company of any damages, as the
company would provide property damage in the amount of $50,000.00
and $300,000.00 bodily injury. Councilman Vaughan moved that the
matter be referred to the Street Committee, which motion was seconded
by Councilman White, and carried.
Mr. Marshall reported there is still no report on the
OFFICIAL official census for the Town for 1970, but from a source in Richmond

10,279 the 1970 census was reported to be 10,279, as opposed to the 1960
census of 10,469.
There being no further business, the meeting adjourned at
8:05 P. M.
