Minutes of the regular meeting of the Pulaski
Town Council, held February 16, 1971, at 7:30 P. M., in the
Appalachian Auditorium.

The invocation was given by Councilman Aust.
Minutes of the regular meeting of February 2nd
were approved as recorded.
As Chairman of the Ordinance Committee, Councilman
White reported that at a previous meeting of council Miller Bushong
had appeared and pointed out certain irregularities relative to
automobile renting in the Town Code, and as a result of which
the matter was referred to the Ordinance Committee. He further
reported that the Committee recommended the adoption of the
following ordinance, which was read to the Council, and so moved,
which motion was seconded by Councilman House, and carried:
AN ORDINANCE AMENDING AND RE-ENACTING
SECTION 57, CHAPTER I, C~' THE TOWN OF
PULASKI, VIRGINIA, LICENSE CODE
LICENSE TAX Section 57: Automobile Renting, etc. On every
ORDINANCE ON business furnishing automobiles, motorcycles, or other
RENTAL OF CARS motor vehicles, trailers, semi-trailers, campers, bycycles
or motor scooters, without drivers, upon rental agreement
or upon sales and purchase agreement for a period of less
than six months, there shall be a license tax of $20.00,
plus thirty cents on each one hundred dollars of gross
receipts. However licensed automobile dealers that rent
cars to their customers while repairing customers' car,
a license tax of $20.00 shall be charged, provided that
rental fees collected from said rental be reported to
the Town Treasurer in General Sales figures. Separate
records must be maintained concerning each type trans-
action by each licensed automobile dealer.
Automobiles used for rental pruposes and titled
in the name of the dealer and bearing State of Virginia
or other state license plates as required by law shall
be subject to the provisions of Section 16-70(b) of the
Town Code of Pulaski.
This ordinance shall be effective May 1, 1971.

Mr. Congrove reported that the Committee had met with Mr.
M. S. Williams, Western Virginia Area Representative of the State Air
Pollution Control Board. He stated Mr. Williams gave the Committee
guidelines to follow in the consideration of an air pollution ordinance
for the Town. Mr. Congrove stated the figures quoted on the basis of a
20 ton per month minimum per square mile dust fall at the last Council
meeting were only for the first three or four months of the year, and if

COMMITTEE ation, for the remaining eight months then Pulaski would have exceeded the
minimum each month with the exception of one. He also advised that a new
measuring apparatus will soon be installed. He stated the Committee felt
the Town needs to adopt some air pollution ordinances and asked the Council
to meet with the Committee ~o consider what ordinances should be adopted;
also, that state laws are changing every few months as well as federal
laws, all of which are becoming stricter all the time. Mr. Congrove
advised that Mr. Williams' suggestion that the Town police all industries
would be prohibitive because of the lack of personnel as well as the
expense involved, and suggested that the Town pass a.n ordinance against
visual emissions and open burnings. He stated there had been four measuring
stations located within the Town: at the Pulaski High School; the Health
Center on Fourth Street; at Whiting Oil Company on Dora Highway and Sixth
Street across from the residence of Mr. Gress.
Councilman Graham stated he had no report for the Utilities

On motion of Councilman House, seconded by Councilman
Vaughan, and carried unanimously, the following were appointed to the
Beautification Committee with their term of office to expire December 31,
1972:

On motion of Councilman House, seconded by Council-
man Aust, and carried, the f ollowing Resolution was adopted by
Council:
WHEREAS, the New River Valley Planning District
Commission is presently preparing an application for the
organization of a Comprehensive Health Planning Advisory
Council, as provided by Public Law 89-749, Section 314(b3;
and
WHEREAS, the of orementioned Law provides grants for
comprehensive health planning at the area-wide level; and
WHEREAS, the area-wide health planning will reduce
RESOLUTION - N~ fragmentation in the delivery of health services,
eliminate costly competition between various health
COMPREHENSIVE groups, services will be balanced with needs, and solution
HEALTH PLANNING of health problems on an area-wide basis,
ADVISORY COUNCIL
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
TOWN OF PULASKI, VIRGINIA, meeting in regular session on
February 16, 1971, that the said Council of the Town of
Pulaski hereby endorses the concept of an area-wide Health
Planning Advisory Council.
Town Manager Marshall reminded Council of its agreement
with Michie Company to bring up todate the supplements, and asked
SUPPLEMENTS that the matter be turned over to the O'rdinance Committee. Mr.
