Minutes of a special meeting of the Pulaski Town Council,
held April 9, 1971, at 4:00 P. M., in the Municipal office.
There were present: Mayor C. Robert Edens, presiding. ,
Councilmen: J. L. Congrove, Wm. A. House, Glen K. Aust, .
S. ,G. Frye, A. L. Graham, J.,H. White, Mason A.
Vaughan
Absent: Raymond F. Ratcliff
Also present: Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitors: Jane Graham, Southwest Times reporter
Dr. W. W. Walton
The invocation was given by Councilman Frye.
Mayor Edens stated the purpose of the meeting was to
consider the adoption of an ordinance creating the Industrial Development

TOWN OF PULASKI
We, the undersigned, duly elected members of the Council of
the Town of Pulaski, Virginia, hereby waive notice of a Special meeting
of said Council at 4:00 o'clock P. M. on the 9th day of April, 1971, called
by C. Robert Edens, Mayor, in the Municipal Offices of the Town of
Pulaski, Virginia, for the purpose of considering the adoption of an
ordinance creating the .Industrial Development Authority of the Town
of Pulaski, Virginia, and appointing the directors thereof; and transacting
any other business that may properly come before said meeting.

The ordinance was read to Council by Town Attorney
Moore, and there followed discussion relative to the appointment
of the directors. Council considered a list of names and
directed 'the Town Attorney to contact those considered by
Council, and agreed to meet again in special session on Tuesday,
April 13th for the naming of the directors and adoption of the
ordinance.
Councilman Frye moved that the matter of the Town's

Retirement Plan be placed on the°agenda for immediate discussion,
which was seconded by Councilman Aust, and"'Carried.
Town Manager `Marshall reported that The Travelers
Insurance Company had''pr~sented a preliminary'appl~ication for
Group Annuity Contract providing retirement annuities for employees
of the Town which must be signed and that a $100.00 binder check must
accompany the preliminary application. Councilman Frye moved that
Town Manager Marshall be authorized to sign the preliminary appli-
cation and that a check in .the amount of $100.00 be issued to
accompany the application. The motion was seconded by Councilman
Vaughan, and carried.
At 4:40 P. M. a motion was made, seconded and carried
that Council go into executive session for a discussion of a real
estate matter
At 5:20 P. M. Mayor Edens declared Council to be in
regular session, and motion was made, seconded and carried that Council
adjourn this meeting to 4:00 P. M. April 13, 1971.
