There were present Mayor C. Robert Edens, presiding. - Councilmen: Mason A. Vaughan, A. L. Graham, J. H. White, S. G. Frye, Glen K. Aust, Wm. A. House, J. L. Congrove, Raymond. F. Ratcliff Also present: Town Clerk: Gladys R. Dalton - Town Attorney: Garnett S. Moore Visitors: Jane Graham, Southwest Times reporter Dr. W. W. Walton The invocation was given by Councilmati Vaughan. Mayor Edens stared the purpose of the special meeting was to consider the adoption of an ordinance creating the Indutriai Development Authority of the Town of Pulaski and appointing the directors to said Authority and transacting any other business they may properly come bef ore said meeting. An ordinance crest-ing the Indus-trial- Development Authority of the Town of Pulaski, was again presented to the Council by Town Attorney Moore, Council considered and agreed upon the appoint- COUNCIL ment of the directors and their terms'of~ office, and on motion of ADOPTS ORDINANCE Councilman Aust, seconded by Councilman House, and carried, on the. White - aye AN ORDINANCE CREATING THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE TOWN OF PULASKI, VIRGINIA, AND APPOINTING THE DIRECTORS THEREOF WHEREAS, pursuant to the Industrial Development and Revenue Bond Act (Chapter 33, Title 15.1, Code of Virginia of 1950, as amended) (the Act), the General Assembly of Virginia authorized the creation of industrial development authorities by the several municipalities in the Common- wealth of Virginia so that such authorities may acquire, own, lease, anddispose of properties to the end that such authorities may be able to promote industry and develop trade by inducing manufacturing, industrial, governmental and commercial enter- prises to locate in or .remain in the Commonwealth and further the use of its agricultural products and natural resources, and vested such authorities with all powers that may be necessary to enable them to accomplish such purposes, which powers shall in all respects be exercised for the benefit of the inhabitants of the Commonwealth, for the increase of their commerce and for the promotion of their safety, health, welfare, convenience, and prosperity; and WHEREAS, the Town of Pulaski, Virginia, a municipal corporation is authorized to create an industrial development authority as a political subdivision of the. Commonwealth to promote and further the purposes of the Act; and ~~ ~'`~:~ April 13, 1971 WHEREAS, the Town of Pulaski, Virginia, is in accord with the purposes of the Act and has determined that it is in the best interest of~the~Town o£ Pulaski, Virginia, and its inhabitants to create an industrial development authority pursuant to the Aet; and, WHEREAS, such an industrial development authority shall be governed by a board of seven directors to be appointed by the Town Council. of the Town of Pulaski, Virginia, the initial directors to be appointed two each for terms of one, two, and three years. and one for a term of four years; BE IT ORDAINED by the Council of the Town of Pulaski, Virginia: 1. There is hereby created a political subdivision of the Commonwealth of Virginia with such public and corporate powers as are set forth in the Industrial Development and Revenue Bond Act (Chapter 33, Title 15.1, Code of Virginia of 1950, as amended),. including such powers as may hereafter be granted from time to time by the General Assembly of Virginia. 2. The name of the political subdivision of the Common- wealth created hereby shall be the Industrial Development Authority of~the Town of Pulaski, Virginia, (the CAuthority"). 3. The following persons are hereby appointed directors of the Authority for the terms of office herein set forth, -~ which- terms shall commence on- the effective date of this ordinance: Nameā€¢ Term: Claud K. Kirkland 4 years Billy B. Flint 3 years William H. Elmore 3 years .Henry D. Martin 2 years C. V. Jackson 2 years E. C. Gibson 1 year Frank R. Vass 1 year 4. The Mayor of the Town of Pulaski, Virginia, is hereby .authorized to call the initial meeting of the Board of Directors ofthe Authority. This ordinance shall become effective upon adoption. Adopted this 13th day of April, 1971, by recorded vote. A general discussion was held with reference to air AIR POLLUTION DISCUSSED pollution, but no .action was taken by Council relative to this matter.
