Minutes of the regular meeting of the Pulaski Town Council,
held May 18, 1971, at 7:30 p, m. in the Municipal office.
There were present: Mayor C. Robert Edens, presiding.

Mayor Edens declared the meeting to be a joint public hearing,
as advertised in the local newspaper] of the Town Planning Commission
and the Pulaski Town Council, for 'the purpose of considering a proposal

the matter arose when Mr. Thomas was asked to search the title to pro-
perty in that area for a Loan Company before making a loan to the
property owners, and it was- discovered that this property-along with a
large amount of property owned by other Pulaski Town eitiz-ens had for some
reason been classified as Residential District R-1 on the original zoning
map of the Town at the- time of-the adoption of the current Town Zoning
Ordinance, effective December 1965, which requires that lots have at

least 100 feet frontage, when in fact, it was obviously intended
that such area be classified as Residential District R-2 which
would only require 75 foot lots. It was brought out by the sub-
divider, Fred Jackson, that-all of the construction in the area
was completed by 1969. Douglas E. Kegley, who lives at 1213 Peppers
Ferry Road, and adjacent to the area in question, stated he .opposed
the rezoning because there was the possibility that if rezoned R-2
apartment units could be built in the area which he objected to
very strenuously. He also stated he felt that if this area is re-
zoned R-2 because of lot sizes, there were other areas in the Town
which are zoned R-1 and should be rezoned R-2.
At 8:10 P. M. Mayor Edens declared a recess in order that
the Town Planning Commission could meet and prepare a recommenda-

RECOMMENDS and Town Manager Marshall, as Secretary to the Planning Commission,

TO R-2 ZONE reported that the Commission had considered all the facts presented
at the joint public hearing, and voted to recommend to the Council
that the area as outlined on the map reviewed at the hearing, be
rezoned R-2 from R-l, and that the Town Zoning Map be corrected to
reflect this change.
Mayor Edens then asked if Council wished to make a comment
at that time, whereupon, Councilman Vaughan moved that the matter be

In conjunction with the petition submitted by the Jaycees
and Mrs. 0. M. Duncan several weeks past, Mrs. Duncan asked that the
major industries within the Town be contacted to find out what they

No action was taken by Council on this matter.

Bob Bunts stated that in looking at the new parking lot on
East Main Street the thought came to him that this space could be used
for parking during the day time, as is planned by the Parking Authority,
and make it available at night for recreational purposes under the
BUNTS direction of the Town Recreation Department. He stated this space

segment of our society but would be a good place and effort to promote
more respect for our law enforcement officers.
RECREATION Councilman Graham moved that the matter be turned over to the
COMMITTEE Recreation Department and Recreation Commission to see what could be done.

A. Woods, Jr. to place a house trailer on Snyder Lane inasmuch as Town

Councilman House reported that the Street Committee and Town
Manager Marshall had met with an Engineer of the Traffic Engineering
Firm that supplied the traffic signals at the corner of Main and Washington

Avenue, and it appeared that it would be possible that the controls be

SIGNALS hold up the vehicular traffic. He stated it was a matter of timing, and

Councilman Ratcliff reported that another meeting will be held

May 18, 1971
Town Manager Marshall presented to Council a trailer
application in the name of Mary D. Wilson for permission to place
a trailer at 908 Jackson Avenue, and recommended that the usual procedure
of holding a public hearing be followed. Councilman Vaughan so moved,
seconded by Councilman White, and carried.

Town Manager Marshall advised that notice had been
received from the Civil Aeronautics Board that a prehearing conference wil
will be held in Washongton on June 3, 1971, relative to the deletion
of the Piedmont airline service at New River Valley Airport. Mr.
Marshall was authorized to contact Mr. C. V. Jackson, President
of the New River Va1Ley Airport Commission, and advise him that should
the Airport Commission need any information from the Town Council to
please advise.
Town Manager Marshall reported that the work at the Macgill
EQUIPMENT ..
BREAKDOWN AT Village playground had stopped because of equipment breakdown and recent
MACGILL VILL.
PLAYGROUND heavy rains, but it was hoped to have all grading completed by the end
of the month.
There being no further business, the meeting adjourned at
9:15 P. M.
