Caves, who served as a Police Desk Sergeant PLAQUE PRESENTED f ro m March of 1943 and retired March 1, 1971, was present°ed a plaque TO ELIZ. CAVES by Mayor Edens, on behalf of the Town. Mayor Edens declared the meeting to be a joint public hearing, as advertised in the local newspaper] of the Town Planning Commission and the Pulaski Town Council, for 'the purpose of considering a proposal 1 JOINT to rezone from R-l to R-2, an area including and adjacent to Mathews PUBLIC HEARING Court (Jackson Subdivision), and advised that the meeting was open to REZONING JACKSON hear anyone either for or against the proposal. Mr. J. C. Slack, Build- SUBDIVISION ing and Zoning Administrato=r, and Attorney Wm. F. Thomas, Jr., stated the matter arose when Mr. Thomas was asked to search the title to pro- perty in that area for a Loan Company before making a loan to the property owners, and it was- discovered that this property-along with a large amount of property owned by other Pulaski Town eitiz-ens had for some reason been classified as Residential District R-1 on the original zoning map of the Town at the- time of-the adoption of the current Town Zoning Ordinance, effective December 1965, which requires that lots have at ~~~~ May 18, 1971 least 100 feet frontage, when in fact, it was obviously intended that such area be classified as Residential District R-2 which would only require 75 foot lots. It was brought out by the sub- divider, Fred Jackson, that-all of the construction in the area was completed by 1969. Douglas E. Kegley, who lives at 1213 Peppers Ferry Road, and adjacent to the area in question, stated he .opposed the rezoning because there was the possibility that if rezoned R-2 apartment units could be built in the area which he objected to very strenuously. He also stated he felt that if this area is re- zoned R-2 because of lot sizes, there were other areas in the Town which are zoned R-1 and should be rezoned R-2. At 8:10 P. M. Mayor Edens declared a recess in order that the Town Planning Commission could meet and prepare a recommenda- PLANNING COMMISSI(1_D1 tion to the Council. At 8:30 P. M. the meeting was reopened MEETS & RECOMMENDS and Town Manager Marshall, as Secretary to the Planning Commission, REZONING TO R-2 ZONE reported that the Commission had considered all the facts presented at the joint public hearing, and voted to recommend to the Council that the area as outlined on the map reviewed at the hearing, be rezoned R-2 from R-l, and that the Town Zoning Map be corrected to reflect this change. Mayor Edens then asked if Council wished to make a comment at that time, whereupon, Councilman Vaughan moved that the matter be COUNCIL WITHHOLDS continued to the next Council meeting as far as a decision of the ACTION UNTIL NEXT MEETING Council is concerned. The motion was seconded by Councilman House, and OF COUNCIL ON REZONING carried. In conjunction with the petition submitted by the Jaycees and Mrs. 0. M. Duncan several weeks past, Mrs. Duncan asked that the major industries within the Town be contacted to find out what they AIR are doing or planning to do to combat air pollution; and that each POLLUTION MRS. No action was taken by Council on this matter. `:~"~' May 18, 1971 Bob Bunts stated that in looking at the new parking lot on East Main Street the thought came to him that this space could be used for parking during the day time, as is planned by the Parking Authority, and make it available at night for recreational purposes under the BUNTS direction of the Town Recreation Department. He stated this space SUGGESTS RECREATIONAwould make an excellent skating rink for both winter and summer, as ACTIVITIES FOR E.MAIN well as for holding block parties, or be used by civic groups for ST. PARKING LOT different functions. He felt this would not only reach a certain segment of our society but would be a good place and effort to promote more respect for our law enforcement officers. RECREATION Councilman Graham moved that the matter be turned over to the COMMITTEE Recreation Department and Recreation Commission to see what could be done. & COMMISS- ION TO The motion was seconded by Councilman Frye, and carried. At this point STUDY Councilman Vaughan stated the matter would be presented to~the iecreation Commission at its next meeting. There was no action by7Council on the application of Luther A. Councilman House reported that the Street Committee and Town Manager Marshall had met with an Engineer of the Traffic Engineering Firm that supplied the traffic signals at the corner of Main and Washington ,, Avenue, and it appeared that it would be possible that the controls be WALK & DONT timed to give the pedestrian a period to cross the street and would not WALK SIGNALS hold up the vehicular traffic. He stated it was a matter of timing, and AT MAIN & WASH. the cost quoted the Town for this service should be considered by Council AV E . BEING in its budget study coming up. Pedestrian Walk and Don't Waik signals CONSIDERED are the type signals being considered. Councilman Ratcliff reported that another meeting will be held MEETING with the Board of Supervisors, the Pulaski County Service Authority and WITH Town Officials on May 20th, and a report would be made later on this BD. OF SUPER . & matter. S ERV IC E AUTHORITY ~~~~ MARY D.WILSON TRAILER APPLIC. TO BE ADVERTISED PREHEARING CONFERENCE IN WASHINGTON,D.C. RE:PIEDMONT AIRLINES May 18, 1971 Town Manager Marshall presented to Council a trailer application in the name of Mary D. Wilson for permission to place a trailer at 908 Jackson Avenue, and recommended that the usual procedure of holding a public hearing be followed. Councilman Vaughan so moved, seconded by Councilman White, and carried. ,~ Town Manager Marshall advised that notice had been received from the Civil Aeronautics Board that a prehearing conference wil will be held in Washongton on June 3, 1971, relative to the deletion of the Piedmont airline service at New River Valley Airport. Mr. Marshall was authorized to contact Mr. C. V. Jackson, President of the New River Va1Ley Airport Commission, and advise him that should the Airport Commission need any information from the Town Council to please advise. Town Manager Marshall reported that the work at the Macgill EQUIPMENT .. BREAKDOWN AT Village playground had stopped because of equipment breakdown and recent MACGILL VILL. PLAYGROUND heavy rains, but it was hoped to have all grading completed by the end of the month. There being no further business, the meeting adjourned at 9:15 P. M.
