M., in the Municipal Office. There were present: Mayor C. V. Jackson, presiding. Councilmen: H. H. Eggert, T. J. McCarthy, S. G. Frye, Glen K. Aust, C. B. Mayor Jackson stated the special meeting was called primarily to act on the report of the Town Planning Commission concerning the request of Sweet-Orr and Company to rezone the Keister property on Alum Boring Road, according to Waiver of Notice of Special Meeting of Council, as follc~ras T~ii, th• undersigned, duly sleeted members of the Council of the . Tcnrn of Pulaski, ®irginia, hereby xaiee notice of a Special Meeting of said Council at l~:00 o'clock P. M., on the 14th day of November, 1967, called by C. V. Jackson, Mayor, in the Municipal Offices of the Town of Pulaski, Vir- gin3.a, for the purpose of considering the following: (1) Receive and act on the report and recommendation of the ~.ning Commission concerning the request of Sweet-(?rr and Company to rezone Keister property on Alum Spring Road. (2) Action on deferred trailer applications: a. Garnett B. Whitt, Sr., on Wilson Avenue b. James W. Smith on Riverview Road c. Mrs. Barrie M. Brown on Case Knife Road (3) Resolution requesting the Highway Department to include the construction of sidewalk in front of Williams property from beginning of project to 11th Street on Ronte 99 (Randolph .Avenue) project. (?~) Request of Social Security office to use the Council Chamber T~ednesday for interviews from 9:15 .~.. M. to l~:30 P. M. (5) Request of Merchantb Council to the Town Council to petition State Legislature for enabling legislation to appoint a Parking Authority. WITNESS our signatures this lltth day of November, 1967. 1 ~r ~~~~ Council rains. contd. 11/lI~/67 Town Manager Norton advised that the Town Planning Commission held its public hearing on the request of Sweet-Orr and Company to rezone a 28-acre tract on Alum Spring Road, known as the Keister property, from Residence R-2 to Industrial M-l, on Monday, November 13th, and because of the opposition shown at this meeting to the rezoning of a 20-acre TOWN PLAN. tract in the middle of a residential zone to industrial, and the fact COM. RECOMDS. REZONING OF this did not conform to the Town's Ordinance and Plan, it was the KEISTLR PROP. BE DENIED decision of the Commission that recommendation be made to the Town Council that thi s rezoning request be denied. Mr. Norton advised that approximately 26 persons were present at this hearing, and approximately 23 of the 26 stated their opposition to rezoning this property. Town Council received this recommendation from the Town Planning Commission, and in order to follow through with the proper legal procedures, Councilman Ratcliff moved, seconded by Councilman Galli~nore, COUNCIL TO FOLLOW THRU and carried, that the Council advertise and proceed with its public WITH PUB. HEARING ON hearing, subject to the request from Sweet-Orr and Company. Mr. Joe REZONING OF KEISTER PROP. Buchana, Manager of the local Sweet-Orr and Company plant advised that his company would be in touch with the Town Manager by Monday, the 20th, as to its desires in the matter. Council considered the application of James W. Smith to place a house trailer on Riverview Road, and application of Mrs. Barrie M. Brown to place a house trailer on Case Knife Road. A public hearing BROWN & SMITH had been advertised for both of these two applications, but were TRAILER APPLS. continued on the agenda until such time as the Ordinance Committee APPROVED, BOTH ON RENTED could make a report to Council on the Question of granting permission LANDS to persons to place house trailers on lots which do not belong to them and must be rented. Upon the report of the Ordinance Committee that there was no evidence whete it was not aright to place trailers on rented land, and upon the recommendation of the Town Manager, Councilman Frye moved that the two applications be approved, which motion was seconded by Councilman Eggert, and carried on the following show of hands: Raymond F. Cummings - absent ~~5~~ Council rains. contd. 11/1!x/67 At a prior meeting of Council it was agreed that the Town would request the Highway Department to revise the plans for Project No. 0099-125-102, to provide for a sidewalk, curb and gutter from the beginning point of said Project at Station 41t+ 00.00 to the south line of Eleventh Street, N.W. a distance of approximately 139 feet. On motion of Council- man Gallimore, seconded by Councilman Aust, and carried, the following resolution was adopted: WHEREAS, the State Highway Department of the Commonwealth of Virginia has prepared RESOLUTION plans for the improvement of Route #99 as it REQ. HIGHWAY runs from a point south of Eleventh Street, N.W. DEPT. THAT to the north corporate limits of the Town of PLANS FOR RT.99 Pulaski, being designated as Project 0099-125-102; and, INCLUI~ SIDEWALK,ETC. ON RAND. AVE. WHEREAS, sidewalk, curb and gutter are proposed along the eastern side of said Route with the exception of approximately 139 feet running from the beginning of the project at Station ~1t + 00.00 to the south line of Eleventh Street, N. W.; and, WHEREAS, the Council of the Town of Pulaski deems it desirable to include sidewalk, curb and gutter along the entire east side of said Route #99. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL of the Town of Pulaski, Virginia, meeting in Special Session on the 1l~th day of November, 1967, that: The State Highway Department be requested to revise the plans for Project 0099-125-102 to provide for a sidewalk, curb and gutter from the beginning point of said project at Station 1.t~t + 00.00 to the south line of Eleventh Street, N. W., a distance of approximately 139 feet. With regard to the question of dedication of a ?~0 foot street right-of-way, property of Chauncy and Lucy E. Harmon, on R/W ON RAND. AV. TABLED motion of Councilman Aust, seconded by Councilman Ratcliff, and carried, it was, RESOLVED, that the matter of the Town taking over the old right-of-way be tabled. Council considered the request of the Social Security office to use the Council chamber each Wednesday for inter- viewing from 9:115 A. M. to 1t: 30 P. M., and on motion of SOC.SEC. OFFICE Councilman Eggert, seconded by Councilman Ratcliff, and ADVISED TOWN SPACE INADEQUATE carried, it was RESOLVED, that they be advised that it was FOR THEIR OFFICE the feeling of Council that the space would be inadequate for the purposes for which the Social Security office wished to use 1 i~ same. ~~~39 Council rains. contd. 11/1L/67 Council considered briefly the request of the Merchant's Council to petition the State Legislature for enabling legislation to appoint a Parking Authority. Town Manager Norton gave a report on the operations of a Parking Authority now in operation in Hickory, North Carolina. Cauncilman Farmer stated he was opposed to Authorities, MERCHANT'S COUNCIL ENDORSE mainly because any Authority under the Virginia Legislature would PARKING AUTY. TOWN ATTY. mean that Council would not have ary power over its operation after TO STUDY & REPORT the appointment of such an Authority. Because of these feelings, Councilman Ratcliff moved that the matter be referred to the Town Attorney for investigation and report to Council. This motion was seconded by Councilman McCarthy, and carried. J. A. Hogan, who lives on Fayette Stree~ petitioned Council for sewer services, Town Manager Norton advised this would be a new FURTHER line extension, and separate from the Howard Street sewer extension r STUDY OF FAYETTE 5T. recently approved. It appeared there would be approximately five SEWER LINE EXT, & REPORT or six possible connections on the line proposed by Mr. Hogan. It TO COUNCIL was the feeling of Council that the matter should be investigated further and a report made to Council. Councilman Frye moved that Council go into executive session, EXECUTIVE SESSION which motion was seconded by Councilman McCarthy, and carried. The meeting adjourned at 5:15 P. M.
