Minutes of the regular meeting of the Pulaski Town

The invocation was given by Town Manager Norton.
Minutes of the regular meeting of December 5th were approved
as recorded.
Town Manager Norton announced that Clayton H. Gregory had been

Mayor Jackson advised this was the time and place to hold a
PUBLIC public hearing on the trailer application of Danny Phillips and Arnold

TRAILER L. ~uesenberry. Town Manager Norton advised that the legal proceedings

had been complied with in both instances, and applicants planned to
connect to the Town's water and sewer systems. As there was no
opposition to the application of Danny Phillips to place a house
trailer at ~31~0 Pepper Street, on motion of Councilman Aust, seconded
by Councilman Eggert, it was, RESOLV~~D, that the application be
approved.
There appeared to be no opposition to the application of
TRAILER Arnold L. C?uesenberry to place a house trailer at 60~., Newbern Road,

and carried, it was, RESOLVED, that the application be approved.

Mr. Ivan C. Henson, Technical Specialist, State Air
Pollution Control Board of Richmond, appeared before Council
in response to Council's invitation to come and explain the
State's position in Air Pollution Control. Mr. Henson reported
that the five-member State Air Pollution Control Board is appoint-
ed by the Legislature, its members being from all over the State
of Virgi nia,witt twenty-five technical consultants. He further
stated the State is in the process of setting up Air Pollution
Sampling and Effect Stations to arrive at some level so the Board can

ESTABLISHED IN national network, and in Virginia stations have been established

in Danville, Bristol, Leesburg, Alexandria. and Blacksburg; and that
the Blacksburg station is operated in connection with the school
as they are making a special study of this situation at V. P. I;
that the State of Virginia will use the same methods as those used
by the interstate stations. Mr. Henson stated it was felt that
it will take three or four years before any useable information
can be determined as to standards; that all of the Virginia
stations will follow the same procedure at exactly the same
time each day and their findings are then sent to Richmond. Mx
Henson stated a two-story building is preferred on which to set up
these sampling stations and one that is owned by the Town or
County is best, such as Fire Stations, Courthouses, Municipal
buildings, because these buildings do not change hands and there-
fore the findings of the sampling station is continuous and not
interrupted by the moving of a station. He further stated the
Board does not have the authority to take any legal action against
any one, or industry, until the standards are set up.
There followed a brief auestion and answer session
between Mr. Henson and members of the Council and those visitors
present who were interested in air pollution. During this session,
particular complaint was made against the Electro Plastic Fabrics
plant in Brown Addition, of the fumes escaping from this plant and
of fall-out materials.

Councilman Farmer moved that request be made for an Air
Pollution Sampling and Effect Station to be set up in our area, the site

SITE TO BE pollution can be obtained from all areas of the town. This motion

STATE REPS. was seconded by Mr. Eggert, and carried. Councilman Ratcliff
commented that the selection of the site be left with Mr. Henson.
All members o.f Council were in agreement on this,
;fIr. Vance Farmer presented a petition carrying the names of
26 property owners in Brown Addition who have agreed to pay the
required connection fee as soon as a sewer line is constructed to
serve Dillon, Allen, Taylor and Macgill Streets. Mr. Farmer was
TAYLOR-DIDDON advised that this sewer request is among the oldest and has had

TO BE CONSIDER-considerable consideration, but that a right-of-way from the General

Chemical Company is needed to put in this sewer line. However, it
was noted that this right-of-way will soon be forthcoming. Mr.
Ratcliff reported that the estimated cost of this line is $36,000.
and plans must be worked out so it can be done in more than one year
because of the great cost involved, but that the Sewer Committee
will continue to work on this project.
Mr. Lyle Smith stated he was present on behalf of the
TOWN TO ASK Merchant's Council to urge the Town to ask the Legislature to appoint

FOR PARKING a Parking Authority, stating "we do not want the Board weakened to

where we can't have sufficient parking for the Town". Mayor Jackson
advised that he Bill will be presented by Mr. Moore, and Mr. Smith
would have an opportunity to see and study same.

TRAILER APP. An application to place a house trailer on Patterson Street

was filed in the name of Mrs. Annie Byrd. On motion of Councilman
Ratcliff, seconded by Councilman Frye, and carried, it was, RESOLVF;D,
that the usual procedure of holding a public hearing be advertised
in this matter.

Councilman Ratcliff referred members of Council to the
copy of water and sewer line estimates for three apartments near
Ha11's Hill water tank, with maps and a proposal which had
previously been considered at a joint water and sewer committee
meeting. Ms. Ratcliff stated there would be a minimum of eighteen
SEWER & WATER water connection fees of $100.00 and a minimum of three (3)

HILL prepared by the Town Engineer the water line installation would
cost $676.95, and sewer X1225.50. Mr. Ratcliff stated from the
standpoint of the Sewer Committee there would be deposits for
three sewer connections, and asked to hear from the ~~'ater
Committee. At this point Councilman Eggert advised he would
like to report for the ti^lAter Committee in the absence of Mr.
Cummings, and stated that the Committee was very much in favor
of selling water to this project which would have a minimum
of eighteen individual One Hundred Dollar water connection fees
and three Fifty Dollar sewer connection fees, which will be
paid prior to the construction of the water and sewer lines
by the town. ?r7ater meters will be provided for each apartment
unit, and separate minimum charges for water, sewer and garbage
will be billed by the Town to each unit. The total water and
sewer construction estimates only amounted to about $1900.00,
and the Committee felt this was a good investment. Councilman
Ratcliff moved that it was the recommendation of the Sewer
Committee that this sewer line extension be made. The motion
was seconded by Councilman Gallimore, and carried.
Councilman Eggert, acting for the water committee, moved that
the water line installation be made to the property in accordance
with the map and information given, which motion was seconded
by Councilman Aust, and carried.
Councilman Ratcliff reported that the request for sewer by
JAMES DUKE Mr. James Duke, outside the corporate limits, on Dora Highway was

REQUEST APPRVD. referred to the Sewer Committee; that the construction of this
line would be an 8" line for a distance of 136 feet, and that
Mr. Duke had bean advised that he would have to bear the entire

January 6, 1959, pertaining to outside water and sewer connections,
stipulated that new connections would only be permitted where
there were existing mains, and since there is a line in existence
at this point outside the corporate limits, and the fact that Mr,
Duke has already paid his connection fee of $100.00 and is willing
to pay the entire cost of this sewer line, the Sewer Committee
recommended that this request be approved. On motion of Council-
man Gallimore, seconded by Councilman Prye, and carried, it was,
RESOLVED that the recommendation of the Sewer Committee be approved.
Councilman Ratcliff reported that the Sewer Committee

REQUIRES riORJs' Spring road, as requested by Mr. Rush and Mr. Brinkley, which

indicated that it would involve 830 feet of 8" pipe and four man-
holes, a total cost of X1,271.90. Also, that a survey indicated
only five houses could be served, of which, three wanted the
service and two did not, and it was the feeling of the committee
that this extension wa:, not feasible and could not be made at this
time, but recommended that it be carried on the agenda for the next
meeting, to ascertain if the petitioners are willing to-share in the
cost of this project.
It was reported that the Vine street and Plant Street
VINE ST. & PLANT sewers have been completed except for connection to the sewer system which

Hercules, Inc. It was also reported that all arrangements have been
completed to begin construction of the Lottier Botoom sewer line
except for legal proceedings involving right-of-way acquisition.
Councilman Gallimore, reporting for the °olice Committee
advised that in 1966 twenty-five Certificates were issued for the
operation of taxicabs and by the end of the year only twenty-three
were still in operation; that applications were approved for
twenty-three Certificates for the year 1968, and Council had considered
the application of Rush Barrett to operate a cab stand at his place
of business on Randolph Avenue and to operate three cabs; also, Chas.

Matherly had applied for one additional cab. The Committee
had studied the situation and in view of complaints having
been received by the Chime of Police for the need of cabs all
hours of the day and night, and the fact that Mr. Barrett plans
to operate his cabs on a 2!~-hour basis, it was the Committee's
recommendation , and so moved, that Mr. Barrett be granted two
cabs, making a total of twenty-five, and one to Mr. Matherly,
a grand total of Twenty-six; and if Mr. Matherly does not make
use of this additional permit, the total of cabs in operation
to remain twenty-five until otherwise changed by the Council. This
motion was seconded by Councilman Eggert, and carried.

following Resolution was adopted directi ng the execution of a
deed to Grace N. Taubmann, Morton Honeyman and iiarvey S. Lutin,
Trustees for Nicholas F. Taubmann, purchasers of the Bunts Building,
and delivery of same to the purchasers upon the receipt of a note
properly executed, together with a deed of trust creating a lien
on the property, securing the unpaid purchase price. The motion
was made by Councilman McCarthy, seconded, and carried on the
following vote:

^TEREAS, the Town of Pulaski, Virginia, by action of
the Council on the 18th day of October, 1966, and con-
firmed by the recorded vote of the Council on the 17th
day of January, 1967, agreed to sell two certain tracts
or parcels of land described in the aforementioned resolu-
tions of October 18, 1966, under the terms of the sales
agreement of even date therewith, and to deliver unto
the purchasers on January 1, 1968, a deed conveying fee
simple title to said property, subject to the payment of
the balance of the purchase price o.f Forty Thousand
Dollars (~~0,000.) evidenced by a note of even date there-
with executed by the purchasers and payable on December 31, 1968,
1968 at the end of twelve (12) months from date, said
deferred purchase money to be secured by a lien upon the
property conveyed created by a deed of trust properly
executed and recorded; and,
WHEREAS, pursuant to direction of the Council, the
attorney for the Town has this day presented to the Council
a deed conveying the property, said deed now being before the
Council for its approval and authorization to execute
and for delivery to purchasers;

NOTrt, THE REFORE, BE IT RESOL~~'D by the Council of the
Town of. Pulaski, Virginia, meeting in regular session, on
the 1.9th day of December, 1967:
That the sale of the property known as the Bunts garage
property and described in the deed before said Council be,
and the same is hereby, confirmed to Grace 'N'. Taubmann,
Morton Honeyman and Harvey S. Lutins, Trustees for Nicholas
F. Taubmann; and
That the deed now before Council dated January 1, 1968,
from the Town to the purchasers mentioned aforesaid conveying
the Bunts property, which is more particularly described in
said deed, be, and the same is hereby, ratified and approved.
The Mayor is hereby directed to execute said deed on
behalf of the Town, and the Clerk of the Council shall attest
same; thereafter, the Town shah deliver said deed to the
purchasers upon receiving the note properly executed, to-
gether with a deed of trust creating a lien on the property
sold securing the unpaid purchase price. The Town Attorney
and other officials are further directed to take such other
ste's as may be necessary to complete this transaction
according to the agreements of the parties.
On motion of Councilman Ratciiff, seconded by Councilman
Aust, and caried on the following recorded vote, t-he following resolution

WHEREAS, the Town of Pulaski,by resolution adopted
November 6, 1967, reviewed a deed from. the Town of Pulaski to
BUSHONG, INC. DEED Bushong, Inc. conveying to the corporation, the land lying
AMENDED TO READ on the north side of Route f~99, known as the old Ba11 Park
MILLER A. BUSHONG, JR property, ratified and approved it, and directed the Mayor
& CHARLES LEE BUSHONG to execute same for the Town, and;
WHEREAS, the purchasers now desire to take the title
to said property in the name of Miller A. Bushong, Jr. and
Charles Lee Bushong, equally and jointly, and have requested
by Council that said deed be so amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
TOWN OF PULASKI, meeting in regular session on this pith
day of December, 1967, that:
The aforementioned deed of November b, 1967, be and it
is hereby directed that same be amended as reauested so as to
convey title thereby to Miller A. Bushong, Jr. and Charles
Lee Bushong, eoually and jointly, and in the evert it becomes
necessary to retype same, the Mayor and Clerk are authorized and
directed to execute the deed when presented to them.
All other conditions set out in the aforementioned
Resolution to remain the same.

Councilman Gallimore moved that Town employes be given
a half-day and paid for the last day of work before Christmas. This
motion was seconded by Councilman Ratcliff, and carried.
Council heard a report from Director of Recreations Ned
REC. DEPT. Bane regarding the presentation of the town's recreation proposed
PLANS APPRVD
12'15/67 program before the Virginia Commission of Outdoor Recreation in
Richmond on the 15th. Mr. Bane stated that the plans and request
were both verbally approved without changes, which plans comprise a
four and one-half year detailed plan, which is the first portion of
a twenty-year overall plan. Mr. Bane was commended on the fine job
of getting this plan...; and project presented to the Outdoor Recreations
Commission.
Town Manager Norton gave a brief report of the Municipal
REPORT OF ~~Torkshop recently held in Abingdon, at which tiem the highlights of the

appears in the November and December issues of Virginia Town and City.
Councilman McCarthy moved that the Finance Committee be
allowed to present its report at this time, which motion was
seconded by Councilman Eggert, and carried. The report was read to
Council and on motion of Councilman Frye, seconded by Councilman
FINANCE COMM. Aust, and carried, it was, RESOLVED, that the report be adopted,

FINANCE COMPQITTEF REPORT ON THE
AUDIT OF ACCOUNTS FOR FISCAL YEAR 1966-67
December 19, 1967
The audit of the balance sheets of the various funds of the
Town of Pulaski, Virginia for fiscal year 1966-67 was
performed by the firm of James Dix Miller, Certified Public
Accountant and submitted under the date of November 1, 1967.
The Finance Committee of the town council has reviewed said
audit report and the following comments and recommendations
result from the review:
(1) During the fiscal year 1966-67, the Town added
to its total assets $76,252.29 (seventy six
thousand two hundred fifty two dollars and twenty
none cents).
(2) During fiscal year 1966-67, the Town decreased
its total liabilities by ~61,5It9.65 (sixty one
thousand five hundred forty nine dollars and sixty
five cents).

(3) The total reserves and surplus were increased
by $137,801.9!; (one hundred thirty seven thousand
eight hundred and one dollars and ni nett' four cents),
with total liabilities, reserves and surplus
increasing by X76,252.29, (seventy siz thousand two
hundred fifty two dollars and twenty nine cents).
(4) The increase in the unappropriated surplus of
the general fund was X102,717.23 (one hundred two
thousand seven hundred seventeen dollars and twenty
three cents)---- see comment.
(5) The unappropriated surplus of the T,'ater Fund
incrreasea by $33,978.23 (thirty three thousand nine
hundredseventy eight dollars and twenty one cents).
(6) The deficit in the Sewer Fund increased by
X21,570.8 wenty one thousand five hundred seventy
dollars and eighty two cents)---- see comment.
COMMENTS
(A) None of the proceeds (paid or unpaid) from the
sale of the Bunts Building or the noute #99 Ba11 Park
Property reflect in the General Fund unappropriated
surplus.
(b) The substantial increase in the General Fund
unappropriated surplus resulted from an under-
expenditure in the amount budgeted for streets and
highways of $62,123.76 Isixty two thousand one hundred
twenty three dollars and seventy six cents) because
the Route #99 (Randolph Avenue) and Pico Terrace
projects were not begun by the State Highway Department
and the 15~ proportion of the cost from the town was
not reouired.
(C) The increasing deficit in the Sewer Fund continues
year after year and i~is'imperative that the Town
Government make a study of its sewage charges, connection
fees and capital expenditures and revise them to reflect
more realistically the expenditures incurred.
(D) It is the recommendation of the Finance Committee
that the Town Manager and Town Treasurer make a
careful analysis of the amount of cash that is maintained
on demand deposits and any excess not required for
current operations and emergencies be invested in short
term certificates of deposits or savings accounts at
the maximum interest rate obtainable.
(E) The overall financial condition of the Town at
the end of fiscal year 1966-67 is excellent and the
Town Manager, Mr. Norton, and the Town Treasurer, Mr.
Patterson, together with all department heads should be
commended; and equally responsible are the individual
employees within each department.
(F) The Finance Committee urges all department heads
and committee chairmen to operate within the budget
for fiscal year 1967-68 and to observe carefully the
limits set for capital expenditures.
