Jackson, presiding. Councilmen: ~^'. S. Cummings, T. J. McCarthy, C. B. Gallimore Radolph Farmer, Raymond Ratcliff Absent: Glen K. Aust, S. G. Frye and H. H. Eggert Also present: Evan. Minutes of the regular meeting of December 19th were approved as recorded. Mayor Jackson advised this was the time and place set for a AIdN3E-..BYRD TRLR. APP. APPROVED 1 public hearir_g on the application of Mrs. Annie Byrd for permission to place a house trailer on Patterson Avenue. Town Manager Norton advised that applicant planned to connect to the town's water system, but as sewer was not available, a septeo tank would be installed, No one appeared in opposition to this request, and as all legal requirements had been met, Councilman Farmer moved that the application be approved. The motion was seconded by Councilman Cummings, and carried. It was brought out that the Pulaski Town Government would ST . LEG . C OT~A"I & ST. OUTDOOR REC . COMM. MEET . 10th & 11th 1 have two representatives on the Mate Legislative Conference Committee, Mayor C. V. Jackson and Town Manager Evan R?orton. A meeting of t~_is Committee is scheduled for the 10th and 11th of January in Richmond. Toi-rn Manager Norton advised that he and Recreation Director Ned Bane would be in Richmond on the 10th to mee'~ with the State Outdoor Recreation Commission to complete the application en the Gatewood Reservoir project,. Councilman Ratcliff advised the Ce~.aer Committee hoped to have a report on the Alum Spring Road st5wer petition at the next meeting of Council. ~~f ~~ Council mins. contd. 1/2/68 Town Manager Norton advised that additional inf ormation had been supplied to the New York Office of C,eneral Chemical Company with regards to a sewer and street easement, but ro further develop- meets could be reported at that time. Town Attorney Moore advised there was nothing further to report on the barking Authority; that work is being done on the Bill, which will be turned over to the Council as soon as possible. Town Attorney Moore reported that due to the fact that one of the Trustees included in the Deed and Deed of Trust recently NEW DEED TO prepared converging, the property known as the Bunts Building to BUNTS BLDG. BEING PREPARED Grace Z~. Taubmann, Morton Honeyman and Harvey a. Lutins, Trustees for Nicholas P.. Taubmann, had reisgned, which necessitated the drawing of a new deed of conveyance and execution of same by the Mayor and Clerk. Ms. Moore further reported it was believed matters had been worked out so that work could soon start on tre Lottier Bottom sewer project. Town Manager Norton reported to Council that the Town's share from the one percent optional sales tax, for a period of ten TOWN NOT GETTING months, was ~33,G79.oo as compared with the County's share of ITS SHARE OF SALES TAX ~173,2~8.82. The report also shoired that the Town of Dublin received ~t,91l~.91 for its share on the same basis. It was the general feeling of Council that the town is not getting its share of the sales tax, and Mayor Jackson stated he would like to see more activity on the part of the Town in obtaining a greater per- centage of the optional one percent. Town Manager Norton presented the application of Daniel APPLICATION M. Corwin to Council for permission to operate teen-age center in TO OPERATE TEEN-AGE CENTER the building which was formerly occupied by the ?Workingman's :?tore, on east Main street. Mr. Corwin advised that to begin with his center would only be open two days a week to teen-alters 12 to 18 years of age and he hoped later on to operate more or less as a club six days a week. The application had been considered by the ~ ~e~ Council rains. contd. 1~2~68 Towr_~'~anager, Uolice Department, and the Fire Department, and with the exception of actually hanging afire door in the rear of the building, as recommended by Fire Chief ;Tall, the building had passed the requirements as set forth in the recently adopted Dance Hall Ordinance. Councilman Farmer moved that a temporary permit be issued to Mr. Cowin, subject to the completion of the repairs recommended by the Fire Department, and subject to the establishment of certain rules and regulations governing said operation. The motion was seconded b,y Councilman Gallimore, and carried. '' The Town Council took note of the fact that the American Courier Corporation of Virginia had made application to the State Corporation Commission for a Certificate, of Convenience and Necessity to operate a courier service. No action of Council was necessary. A discussion followed relative to the need of a left turn traffic lane at the intersection of Route 99 and Route 611. It -, THE NEED QF was brought out that a request had beer, made to the Highway Department LEFT TURN TRf,F. LANE AT RT. 99 some time back to make Route 99 four lane from the corporate limits & Rt. 611 to a point east of this intersection.. Councilman Ratcliff moved that the Highway Department be approached to see if this has been included in their up-coming budget, and to see if they will look favorably on this request. The motion was seconded by Councilman Gallimore and carried. The possibility of installing a blinker light or some other warning to traffic approaching the Route 99 intersection on Route 611 was also discussed. It was felt that traffic approaching this inter- section at considerable speed witr~out adeauate warning of the inter- serction could be very dangerous. Council heard a report from P~aycr Jackson to the effect that 1 MARKER FOR BOB Jack White, sone of ?~'. F. ?White for whom Route 611 within the corporate WHITE BLVD. TO BE STUDIED limits had been named, was willing to ,cork with the Town and bear all the expense of erecting an historical marker on the "Bob ~°dhite Boulevard". Town I Manager Norton was directed to contact the Highway Department in an effort to secure permission for the location and erection of this marker. ~5f ~ Council rains, contd. 1~2~68 On motion of Councilman McCarthy, seconded by Councilman Gallimore, and carried on the following recorded vote, it was, RESOLVED, that the sum of ?738.L~3 be appropriated from the General Fund for the payment of hams given to Town employes for Christmas: Raymond F. Eggert - absent On motion of Councilman McCarthy, seconded by Councilman Ratcliff, and carried, it was, RESOLVED, that Council to into executive session. After a short executive session, the Mayor declared Council to be in open session again. Council discussed recommenda- APPROVAL GIVEN tions from Director of Public ?°'orks Holyfield, Chief of Police FOR SALARY ADJ . FOR HOLDING KEY Comer and Town Manager Norton with regards to salary adjustments PERSONNEL that had been recommended due to the necessity for holding key personnel. Mr. McCarthy moved that these recommendations be approved and placed in effect immediately, which was seconded by Mr. Ratcliff, and approved. The meeting adjourned at 6:00 P. M.
