Town Manager nlorton advised that in June and July of 1907,
SWEET-ORR LEASE Sweet-Orr and Company was advised that the Town did not desire
EXTENDED TO
AUG. 1, 1.968 to extend its lease on the Bushen~ Building which lease would ex-
pine February 1, 1968. He further reported that the, NeU- York
office of Sweet-Orr and Company had recently contacted him by
phone ?with reference to an extension of this lease until July
1~, 196, at t~~hich time it was hoped the new Sweet-Orr plant
would be completed. On motion of "ouncilman Aust, seconded by
Countilman Eggert, and carried, it was RFSOL`'T:D, that the Town
offend its lease to ..°weet-Orr and Company cn the Bushong Building,
until August 1, 196.
Town Manager Norton read a letter to Council from Mr.
Douglas B. Fugate, State Hiffhway C,^,mmissior.er, in which letter
it was stated that sir_ce the recuest of the Tcwn Manager of January
3, 1963 for tiai denim; of Route 99 from the present four-lane terminus
at the east corporate limits of Pulaski rhtough the intersection
with Route 611, a distance of approximately 0.3 miles, a review had
been made of the original request of November, 196?. The letter
further st•~.tod tha+., the High~~ray Commission had considered an
allocation for this projPCt for the past several years, how-
ever other needs in the f'alem Distri^t carried a higher priority

and the Commission therefore s,,ras not able to appropriate
the funds. Mr. Fugate furtF.er stated this section of road
had been included in its nine-year program for improve-
meets, and that the Commission t~.ill consider this reouest again
when allocations are being made for the fiscal year 196n-69.
SWEE'~-ORR & TOWN Mr. Buchanan of Sweet-Orr and Company stated his company was

IMPROVEMENTS also interested in this hightaay improvement, as his company
will soon start construction of its new plant on the south
side of Route 99, near the intersection of Route 99 and
Route 611, and would certainly go along with the Town in its
regyest to the Highway Department for four-caning of Route 99.
Alter discu"~ing this subject further, it was the
opinion of Council that the Towr,T~?anager should contact Town
Attorney T"oore, ~.aho is now in Richmond attending the General
Assembly, and have hi.m contact I~'r. I''u?ate tc see what steps
should be taken now.
Ir, answer to Town Manager ?~Icrton's letter to the
Department of ??ighways for construction of a sidetiralk on the
left side of Peppers Ferry Road beginning at the end cf the
OAKLEY M. DUNCAN presently proposed side=.ti~alk in front of the property of

DENIED Oakley ~G. Duncan and extending to the end of the project at
7th Street, Iv'r. Norton read a letter from Mr. C. F. Kellam,
District Engineer, in which letter Mr. Kellam stated that the
request had been received and considered, but since construct-
ion plans have been completed, the right-of-dray has been
accuired based on the present design, and the project would he
advertised on February 21, 196R~, the Department had no
alternative but to deny the request.
Councilman Ratcliff advised there was ne report
on the Alum Spring sewer petition; and that the Committee
was waiting on further information on the Taylor-Dillon
se~frer petition before a recommendation. could be made.
Councilman Frye stated there ~~*as no report from the
Cemetery Committee.

JAN. 22nd day of the meeting gathering inf ormation to be used in the
Central Business District survey, and urged all members to
be present at the joint meeting of Town Council and Town
Planning Commission to be held in the Circuit Courtroom on
January ?_~nd, at •~rhich time the cff~_cials from the Center at
V.P.I, will describe the planning programs teat are being under-
taken fer the Town; and the overall plan fer social, economical
and physical development of the Town would be presented at that
time.
Reporting for the Finance Committe, Councilman Frye,
advised that the Committee had met and discussed the employ-

the recommendation. of the Committee+, and he so moved, that an
amount up to X1,000.00 be appropriated from the General_ Fund
Surplus tc cover this additional expense. The mo#ion was

On motion of Councilman Eggert, seconded by Councilman
hcCarthy, and carried, the fol7_owin7 resolution was adopted:

Councilman Aust moved, and Councilman Farmer, seconded,
and the motion carried, the adoption of Form 1350 - Assurance of
Compliance -for state and federal funds used in the development
of recreational sites.
Town Attorney Groseclose advised that during the title
examination on the property known as the Bunts Building, it was

PERMITTED First Street, fit. E. a maximum depth o.f three inches, and Mr.
Honeyman had called his office to clear this encroachment. He
presented an ordinance permitting the existence of this encroach-
ment, and on motion of. Councilman Frye, seconded by Councilman
Cummings, and carried, the following ordinance was adopted:

~~TTEREAS, the Town of Pulaski, Virginia,
has conveyed to Grace '~'. Taubman and Morton Honeyman, Trus
Trustees for Nicholas F. Taubman, by general warranty
deed dated January 1, 196, two parcels of land at
the southeast intersection of First Street, N. E.,
and 'ro'ashington Avenue, one parcel containing a two-
story building known as the Bunts Building, and
~dTTiJREAS, a recent survey of the premises
discloses that the said building encroaches upon the
south side of First "-treet, P~. F., a maximum depth
of three inches, and
~aHEREAS, said encroachment has been in
existence for more than thirty (30) years and is
deemed to be inconsequential as a hindrance to the
public use of the said street and sidewalk adjacent
thereto,
NOtiJ, THEREFORE, BE IT ORDAIA?E'D by the Council
of the Town of Pulaski, Virginia, pursuant to Section
15.1 - 377 of the Code of Virginia of 1950, as amended,
that the presently existing encroachment of the building
kno~,Tn as the Bunts Building on the oouth side of First
Street, N. ~., be, and the same is hereby permitted,
until such time as said building may be destroyed or
removed.
As member of the Virginia I~~anicipal League's Legislative
Committee, Mayor Jackson reported on the recent meeting of this
Committee in Richmond when the "Aviation Program" and "The
Hahan Report" were discussed. Also discussed was the unfavorable
UNFAVORAT3LE SALES position of towns in the division of the sales tax, and that the

Jackson expressed the hope that the nr"~, County Board of
Supervisors will have a more favorable attitude concerning
the division of the sales tax revenue with the Town of Pulaski
than the cld Board, an,d if this was not so, felt the only re-
course for the Totrn t~rould be to go to city status. He further
stated that 'sTytheville's ?`~~ayor Stark discussed the issues
involving the distribution of the salU°s tax and town status
with Governor Godwin during the week, but got no hope from the

Csovernor that any legislation will be had at this General Assembly.
Councilman Frye moved that Gsuncil go into executive
session, which motion was seconded by Councilman McCarthy, and
carried.
After a short executive session, Mayor Jackson declared
the Council to be in open session. Si_ek leave was discussed for

A salary increase was discussed for on.e of the ke~,*
