Jackson, presiding. Councilment: W. S. Cummings, T. J. McCarthy, S. G. Frye, Glen K. Aust, H. H. Eggert, Rudolph Farmer, C. B. Gallimore, Raymond F. Ratcliff Also present: Town Manager: Evan Norton Clerk: Gladys R. Dalton Town Attorney: Garnett S . Moore Visitors: Jane Graham, Southwest Times reporter Paul Dellinger, Roanoke Times reporter Ethel Webb The invocation was given by Councilman Ratcliff. Minutes o.f the regular meeting of March 19th were approved, as recorded. A public hearing was held on the application of Ethel Webb for permission to place a house trailer at 82I~ Jackson APP. GIVEIvT Avenue, It appeared that all legal steps had been taken and ETHEL WEBS FOR HOUSE Mayor Jackson asked if there was any one present who wished to TRAILER oppose this application. There appeared to be no one present to make an objection, and upon the recommendation of the Town Manager, motion was made by Councilman Eggert, seconded by Councilman Cummings, and carried, that the application be approved. The application of Paul W. Radcliff to place a house trailer at the corner of Dora Highway and Pierce Avenue which was was continued on the agenda from the regular meeting of March 19th APP. DENIED to give Mr. Radcliff an opportunity to appear since there was PAUL W. RADCLIFF opposition to the placing of a house trailer at this location, FOR TRAILER was again considered by Council. Councilman Eggert moved and it was seconded by Councilman Frye, and carried, that in view of the opposition shown, that the application be denied. At this time in the meeting Mr. Radcliff was not present but later came to the meeting and was advised of Council's action. 1 (~~ ~~ Council rains. contd. 1/2/68 Town Manager Norton presented the application of TRAILER AF'P. Lucille F. Bowyer to place a house trailer at 1.131 Altoona Street. OF LUCILLE; F. BUWYER TO FOLLOW Town Manager Norton advised that the application indicated that USUAL PROCED. this trailer would be placed behind the house owner} b,y John W. Daugherty, 1131 Altoona street, and that Mrs. Daughertywas sister to the applicant; that the 1968 model trailer, 60 x 12' costing approximately $11500.00 would be occupied by three persons and it would be connected to the Town water and sewer systems. Councilman Ratcliff moved that the usual procedure of having a public hearing on the application, be followed, which motion was seconded by Councilman Frye, and carried. A letter from the Town of Bluefield, Virginia, regarding DECISION TABLED the endorsement of Mr. J. Hudson Huffard, Sr. to fill the vacancy ON ENDORSEMENT OF J. H. HUFFARD effective July 1 on the Virginia Highway Commission for the Bristol ON HIGH?dAY COMM. District, was tabled on the motion of Councilman Frye, seconded by Councilman Ratcliff, and carried. 0th er letters of varying subjects were read to the Council by Town Manager Norton, but no action was necessary of Council. Street Committee Chairman McCarthy repot ted that the REPAIRS REQUESTED reouest from the Episcopal Church for repairs to the alley next to the BY EPIS. CHURCH GRANTED Church property off Main Street had been considered by the Committee and it was the recommendation of the Committee that these repairs be made, and the matter was turned over to the Town Manager as it was an administrative matter. Town Manager Norton advised that the First Presbyterian Church of Pulaski had requested permission to use town property on PRES. CHURCH Valley Road just to the south of the Presbyterian Chapel and at the GRANTED PERM. TO iTSE TOWN entrance to the Town Park property, for recreational purposes; that PROPERTY F'OR REC. PURPOSES they planned to install a dusk to dawn light and be responsible for the payment of the electricity as well as keep the. property cleaned up. Councilman Gallimore moved that Town Manager Norton write a letter to the Church advising them of Council's permission to use the land for recreational purposes, with the understanding that the Town would be saved harmless from any liability for injury to persons, or damage to property, and that if the Town needed the use of this property, notice would be given them of such need. The motion was seconded by Councilman Aust, and carried. 5!~~ Council mins. contd. 1/2/68 Councilman McCarthy reported that the Street Committee had FURTHER STUDY looked at the situation at the Northwood School, as requested by BY ST. COMM. ON SIDEWALK Councilman Farmer, and it was the recommendation of the Committee AT NORTHWOOD SCHOOL that Town Manager Norton contact the Pulaski County Supervisors and the Educational Board to see what arrangements could be worked out for a better and safer entrance to the school property, for the school children. Councilman Farmer moved that the matter be carried on the agenda, which motion was seconded by Councilman Ratcliff, and carried. Mr. McCarthy also reported that the street committee recommended that the Town Manager should contact the property owners TOWN MANAGER on First Street, N. E. between Washington Avenue and the Railroad TO CONTACT PROP. OWNERS AT lst crossing, to see if they would bear one-half the cost of a sidewalk, ST. TO BEAR ONE-HALF COST with the town making the street improvements. At this point Council- OF SIDEWALK man Aust stated he felt that Council was getting away from its usual procedure of matters being first brought to Council's attention and then referred to the proper committee. Mr. Aust was advised that Council had been advised of this matter. There followed discussion and an expression from members of Council regarding procedure, especially as to procedure in matters of great urgency when the Town Manager should investigate and report to the Council in order to expedite matters. Councilman Gallimore moved that the recommendation of the Street Committee be accepted, and Town Manager Norton directed to contact the land owners to see who would participate in the costs. This motion was seconded by Councilman Cummings, and carried. Councilman McCarthy moved that discussion of a proposed road DISCUSSION OF across the property of General Chemical Company land, access to the PROPOSED ROAD ACROSS GEN. Davis property, be placed on the agenda. Town Manager Norton at this CHEM. PROPERTY. REPORT NOT READY point stated that this was under discussion and that a report was not ready to be made at this time. Councilman Ratcliff asked the , press to make no mention of same, as it was a confidential matter. Councilman McCarthy withdrew his motion. ~~~t~ Council mins. contd. April 2, 1968 Councilman Farmer moved that as soon as the plans for the P~UNICIP AL BLDG. new Municipal Building are received, they be turned over to the Land PLANS TO BE TURNED OVER TO LAND Building and Parks Committee for study of same. This motion was BLDG. & P ARKS COMM. seconded by Councilman Frye, and carried. Councilman Gallimore moved that the Finance Committee study FINANCE COMM. the plans for the new Municipal Building along with the Land Building TO STUDY FLANS FOR MUNICIPAL and Parks Committee, which motion was seconded by Councilman Cumming, BUILPIN.`"x ALSO and carried. Town Manager Norton advised that in a telephone conversation L UNAKA PAVING CO. with Mr. Collins, Resident Engineer for the Highway Department at LOW BIDDER FOR RT. 99 - .Ei:t. 11 Christiansburg, he was advised that bids for Route 99 and Route 11- PROJECTS Pico Terrace Projects were opened on March 27th and it was believed the Unaka Paving Company was the low bidder, however, at that time no award had been made. There followed a discussion of city status and the Yarger COUfJCIL GRANTED Report on City Status. Town Manager Norton stated even tho it was PERM. THAT THE PRESS HAVE A COPYthe feeling of Council that the press have a copy of the report, no OF CITY STATUS REPORT request had been made to him for it. On motion of Councilman Gallimore, seconded by Councilman Ratcliff, and carried, it was, RESOLVED, that the Council go on record as .granting permission for the press or news media, to have a copy of the Yarger Report on City Status. Mayor Jackson advised there would be a meeting of the New NRVI COMM. MEETING 4/8 TO HEAR FED. & ST. OFF. ON HOUSING River Valley Industrial Commission April 8th at the Dublin High School to hear federal and state officials concerning housing for this area and stated he hoped members of Council could be present. Councilman Farmer moved that the Ordinance Committee be ORD. COMM. TO WORK ON TRAILER ORD. M ATTER allowed to work with the Town Attorney and the Commonwealths Attorney far ~~'ulaski County, on the Trailer Ordinance matter. This motion was seconded by Councilman Ratcliff, and carried. Town Attorney Moore advised that many places are now using USE OF DECALS decals for auto license, and it might be something the Town would FOPS AUTO LICENSE TO BE CONSIDERED want to consider, and obtain more information from cities that have taken this step. Councilman Gallimore moved that the Ordinance ~6~ ~0 Council rains. contd. !x/2/68 Committee and Town Manager Norton look into this and bring back a report of their findings to Council on the use of decals. The motion was seconded by Councilman Farmer, and carried. Town Mana ger Norton advised that F. II. Hol yfield, Director HOLYFIELD BACK of Public Works, was back on the job on a half-day basis after his ON DUTY 1/2 DAY AFTER HEART heart attack. ATTACK The meeting adjourned at 5:10 P. M.
