Jackson, presiding. Councilmen: Raymond F. Ratcliff, W. S. Cummings, Glen K. Aust, S. G. Frye, Rudolph Farmer, C. B. Gallimore Absent: T. J. McCarthy & H. H. Graham, Councilmen-elect The invocation was given by Town Manager Norton. Minutes of the special meeting of June 20th and regular meeting of June 18th were approved as recorded. ~`~~`~ Council mins. contd. 7/2/1968 James McMillan petitioned Council for water service WATER COMM. TO to his residence on Smith Lane and to another house owned by MAKE FURTHER STUDY him on Smith Lane. On motion of Councilman Frye, seconded by RE: WATER 68RiiICE Councilman Aust, and carried, the petition was referred to the TO SMITH LANE Water Committee for another study of the matter, and report to Council. On behalf of Mr. C. R. Davis of 4th Street, S. E., Mr. Sadler gave Council a brief resume of the proceedings which took place in the closing of the streets and alleys in the Old Ball Park property which was sold to the Pulaski Motor Company. Mr. Sadler stated that he had been assured by Mr. Nuckols, and the Town Attorney at the time Council adopted the ordinance closing these streets, that Mr. Davis' interest in having a road to his property on 4th street, would be protected. He further ST.COMM. & TOWN stated that since the adoption of this ordinance the General ATTY. Mr. Sadler asked Council to work out something that would be advantageous to Mr. Davis. On motion of Council- man Aust, seconded by Councilman Ratcliff, and carried, the matter was referred back to the Street Committee to work with Town Attorney Moore, to work out a solution to this situation. The trailer application of William Hill to place a house trailer on Case Knife Road was presented by Town Manager HOUSE TRAILER APPLIC. WM. HILL Norton. On motion of Councilman Ratcliff, seconded by Council- man Frye, and carried, it was resolved that the usual procedure be followed with reference to trailer applications. AND Town Manager Norton presented the trailer application of Richard L. Roseberry to place a trailer on Summit Street. R.L.ROSEBERRY TO On motion of Councilman Frye, seconded by Councilman Aust, and BE ADVERTISED FOR PUBLIC HEARING carried, it was resolved that the usual procedure for trailer applications be followed. A letter from the Pulaski County Chamber of Commerce requesting the Council to change the name of Gatewood Reservoir COMM. TO STUDY to Gatewood Lake or Lake Gatewood, was read to Council. The REQ . Another request of the Pulaski County Chamber of Commerce that the Council adopt criteria and standards for service stations within .the city limits, with suggestions as BEAUTIFICATION COMM. Mayor Jackson advised that the Grant Agreement for AIRPORT extending and widening the runway at the New River Airport RUNWAY EXT. WORK TO BEGIN had been accepted and the Consulting. Engineers had been IN 15 DAYS instructed to proceed. He further stated that construction should be underway within the next fifteen days. Upon the recommendation of the Street Committee, Councilman Frye moved that the following ordinance be adopt- ed, which motion was seconded by Councilman Cummings, and carried: AN ORDINANCE TO ESTABLISH CHARGES TO BE MADE FOR THE CONSTRUCTION OF CURB AND GUTTER, SIDEWALKS, DRIVE- WAYS, OR CURB CUTS, AND CERTAIN OTHER PROVISIONS IN REFERENCE THERETO, WITHIN THE TOWN OF PULASKI, VIRGINIA ORDINANCE ESTABL. BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, CHARGES FOR VIRGINIA, that: SIDEWALK, CURB & GUTTER ADOPTed (1) Curb and gutter, sidewalks, driveways, and curb cuts will be made by the Town upon petition by property owners or at the instance of the Town under the general laws for the Commonwea lth of Virginia, or by policy now in existence within the Town,. Council o or by policy established from time to time by the f said Town. (4) All charges due by property owners shall be paid in advance, or acceptable provisions approved by the Council for payment thereof made prior to the beginning of any construct- ion. Jackson Mayor Attest: Clerk of Council Town Manager Norton advised that under the Town's policy for the construction of curb and gutter the Town's share of CURB AND GUTTER the cost of curb and gutter on Newbern Road, between Floyd and NEWBERN ROAD UNDER NEW POLICY Allison Lane, would be between $400.00 and $600.00. Council- COST BET. $400. & $600. man Ratcliff moved that the Town Manager be authorized to proceed with the construction of this curb and gutter under the new policy as the money was in the budget to take care of this construction. The motion was seconded by Councilman Gallimore, and carried, with Councilman Frye abstaining. Councilman Farmer advised that it was the recommend- ation of the Ordinance Committee that the subdivision ordinance REVISION OF SUB- DIV. ORD. The motion was seconded by Councilman Frye, and carried. Councilman Aust reported that the Recreation Committee THREE NAMES SUBMITTED FOR VACANCIES ON would like to submit the names of three persons for appointment RECREATION COMMISSION to the Recreation Commission, as follows: Frank Vass, Lewis Davidson, and S. A resolution accepting federal assistance for a new municipal building was read by Town Attorney Moore, and on motion of Councilman Frye, seconded by Councilman Cummings, and carried, the following resolution was adopted: RESOLUTION 1 WHEREAS, the Town was notified by letter dated June RESOLUTION 26, 1968, from the Assistant Regional Administrator of the TO HUD FOR Department of Housing and Urban Development that its applic- FED. FUNDS ation for funds for planning for a new municipal building had FOR NEW been approved; and, MUNICIPAL WHEREAS, said Assistant Administrator did enclose BUILDING an agreement for Public Works Plan Preparation for Project No. P-VA-3092 for the Town's consideration and acceptance if they desire to receive a sum of money not to exceed $24,370.00 to aid in financing costs of plan preparation for both preliminary and final planning of a new municipal building; and, WHEREAS, .the aforesaid agreement has been fully considered and its terms understood and agreed to. NOW, THEREFORE, BY IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on this 2nd day of July, 1968, that: (1) The Town accepts the offer of the United States of America acting through the Secretary of Housing and Urban Development to advance funds for planning for a new municipal building. (2) The Town agrees to said terms of agreement for Public Works Plan Preparation and does hereby authorize the Mayor of said Town, for and on behalf of said Town, to execute the aforementioned agreement and the Clerk of said Council to attest said execution and to affix thereto .the seal of the Town. Town Attorney Moore read to Council two resolutions and notice of Public Hearing regarding the establishment of a Parking Authority by the Council. Mr. Moore suggested that the Mayor Appoint a special committee to bring to the Council names of five persons to serve on the Parking Authority. Mayor Jackson appoint- ed Councilmen Ratcliff, Frye and Aust to serve on this special committee, with Mr. Ratcliff to act as Chairman. As had been directed by Council, Town Attorney Moore presented an amendment to Section 20-43 in reference to sewer connections generally and fees therefor. On motion of Council- man Farmer, seconded by Councilman Ratcliff, and carried, the following amendment was adopted: ORDINANCE PERT, , TO SEWER CONNS. AN ORDINANCE TO AMEND AND RE-ENACT GENERALLY & SECTION 20-43 OF THE PULASKI TOWN FEES THEREFOR CODE IN REFERENCE TO SEWER CONNECTIONS GENERALLY AND FEES THEREFOR. BE'IT bRDAINED BY THE CQUNCIL OF THE TOWN OF PULASKI, VIRGINIA, that: Seec. 20-43. Connection generally; connection fees. The provisions of this section shall apply to sewer connections and~Sewer line or lateral therefrom payment shall be made by the property 'owner to the Town Treasurer, in advance, the sum of One Hundred Dollars ($100.00) for each minimum size, six-inch connection. For payment of such fee, the town will construct-and lay a six-inch lateral from the trunk line to the property line, subject to paragraph (b) of this section, or will locate for the property owner the terminus of 'an existing lateral to the respective property; for connections upon lines lying out- side of the Town, payment shall be made by the property owner to the Town Treasurer, in advance, of the sum of One Hundred Fifty Dollars ($150.00) for each minimum ,size, six-inch connection. Construction of any sewer lines shall be made under the pro- visions of the provisions of the ordinance for construction of sewer lines lying outside the corporate limits. (b) In addition to the fees levied in the preceding paragraph, where such street construction exists, there shall be charged on each future connection, fees for the construction of lateral lines from the trunk or main sewer line to the prop- erty; such fees shall be computed and assessed as follows: For each linear foot of asphalt surface necessarily cut, a fee of one dollar and for each linear foot of concrete slab of concrete base construction pavement or sidewalk necessarily cut, a fee of one dollar and twenty-five cents. Payment of fees under this paragraph shall be in advance by the property owner, based on estimated footage, with either the town or the property owner adjusting any difference between the actual footage and the estimated footage, following the completion of the work. 1 1 Council mins. contd. 7/2/68 (c) For sewer lateral connection size eight inches or larger, hereafter constructed, the property owner and person requesting the connection shall be billed by the Town Treasurer, upon completion of the connection construction, the actual cost of the installation, including labor and materials, plus twelve SEWER per cent to cover overhead and. supervision. ORDINANCE (d) Any contribution or special assessment charges CONTINUED the town may require or have required, or receive or have re- ceived for sewer main construction or extension shall be over and above the above connection charges set in the three preced- ing paragraphs, with the single exception that where a property owner requests connection to an existing sewer lateral and the records of the town treasurer establish that the same property owner made, in the past, contribution toward the main line which serves the particular property, then the amount of the contrib- ution shall be deducted from any connection fee or charge and payment of the difference, if any, shall be made by the property owner prior to making connection. (e) Property owners shall be given credit on new sewer connections for such amounts as have been paid for sewer connections for such amounts as have been paid for sewer assess- ment tax at the rate of five dollars per year up to ten years, where the sewer has been available, but properties have been vacant. CONTRACT TO BE CARRIED It was discussed briefly by Council, but continued om the agenda ON NEXT AGENDA for the. next regular meeting.. ~~~ On motion of Councilman Gallimore, seconded by Council- man Frye,-and carried, the following resolution having to do with RESOLUTION- certain proposed projects for street improvements under the 85- STREET IMPROV.15% formula, was adopted: UNDER 85-15% RESOLUTION BASIS WHEREAS, certain projects for the improvement of streets within the Town of Pulaski, under the 85-15% formula for said projects have been proposed; and WHEREAS, said projects have been assigned certain priorities by the Department of Highways; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on this ~~`'~`~ Council mins. contd. 7/2%68 2nd day of July,-1968, that: C1) The proposed projects for street improvement and the priorities thereof are hereby agreed to by the Town as follows: First Priority - Project B: General improvements be- ginning on 5th Street and extending through the Town's business area on Washington Avenue to 2nd Street, South. Second Priority - Project C: Improvement of the south side of main Street by the installation of curb, gutter and sidewalk, removal of the bridge rail and widening. Third Priority - Project F: Widening of a portion of Randolph Avenue by the removal of a wide utility strip and installation of curb and gutter from about 7th to 9th Streets. Fourth Priority - Project A: Gutter and sidewalks on Route 11 at the east end of the Town from the old to the new corporate limits. Fifth Priority - Project E: Installation of curb and gutter and sidewalks on South Washington Avenue from the old to the new corporate limits. ADOPTED this 2nd day of July, 1968. Dalton Clerk of Council Town Manager Norton reported to the Council a proposed project to develop property belonging to the Pulaski County School Board near the Calfee School and Howard Community Center for recreational purposes. It was requested that the Council approve this as a i 1 project with the details to be worked out and report for Council's consideration,at the next regular meeting. Councilman Aust moved that the Town Manager be authorized to investigate the matter further and bring back a report to Council at its next meeting. This motion was seconded by Councilman Gallimore, and carried. Mr. Norton advised that Mr. Tom Credle and other STATE OFFICIALS DIV.
