Minutes of a special meeting of the Pulaski Town Council,
held July 23, 1968, at 4:00 P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. S. Cummings, Raymond F. Ratcliff, Glen K.
Aust, H. H. Eggert, S. G. Frye, C. B. Gallimore
and Rudolph Farmer
Absent: T. J. McCarthy
Also present: Town Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore

Public Works Director: E. W. Holyfield
Visitors: Andrew L. Graham, Mason A. Vaughan and J. H. White,
Councilmen-elect.
The invocation was given by Councilman Aust.
Mayor Jackson advised that the special meeting had been
SPECIAL called to consider the appointment of Parking Authority members and
MEETING to consider a recreational project, accoring to Waiver of Notice
of Special Meeting of Council, as follot+s:

We, the undersigned, duly elected members of the
Council of the Town of Pulaski, Virginia, hereby waive notice
of a Special Meeting of said Council at 4:30 P. M., on the
23rd day of July, 1968, called by C. V. Jackson, Mayor, in the
Municipal Offices in the Town of Pulaski, Vir ginia, for the
purpose of considering the following:
1. Appointment of Farking Authority Members.
2. Recreation Projects.

Council considered the appraisal made by Mr. Tyler Price of
Galax, Virginia, of an area adjacent,to Macgill Village and which the
Town has considered the purchase of this land for recreational develop-
ment. Mr. .Price's estimate of a fair market value of this tract of
land, consisting of 9.7 acres, was $2,000, an acre, or $19,400. There
was discussion between Council and the Town Attorney as to the best
approach to be taken by the Town and the possibility of any legal
OFFER NOT TO action necessary. On motion of Councilman Frye, seconded by Councilman

FOR MACGILL Cummings, and carried on the following recorded vote, it was moved that

As Chairman of the recently appointed Committee to submit to
Council the names of five persons to serve on the Parking Authority,
MEMBERS OF Councilman Ratcliff presented the following names and terms of office:
OF PARKING
AUTHORITY J. Lyle Smith 5 Years
NAMED Alan D. Groseclose 4 Years
Forest W. Haley 1 Year
E. G. Tice, Jr. 2 Years
Fred L. Williams 3 Years
and so moved that these persons be appointed to the Parking Authority.
The motion was seconded by Councilman Cummings, and carried on the following
vote'

W. S. Cummings - aye Rudolph Farmer - abstained from voting
Glen K. Aust - aye C. B, Gallimore - aye
S. G. Frye - aye T. J. McCarthy - absent
On motion of Councilman Aust, seconded by Councilman Eggert
and carried, with Councilman Farmer abstaining, Council adopted the
following resolution setting August 6th at 4:00 P. M., as the date
for a public hearing on the establishment of a Parking Authority by
the Town Council.

RESOLUTION
ADOPTED CREATING WHEREAS, the Council of the Town of Pulaski, Virginia, has

bef ore it on this 23rd day of July, 1968, a proposed resolution for

the creation of the "Pulaski Parking Authority"; and,
WHEREAS, said resolution cannot be considered for adoption
until after a Public Hearing theron shall be had, with notice of
said hearing being given publication at least once not less than
ten days prior to the date fixed for such hearing, in a newspaper
having general circulation in the municipality.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town
of Pulaski, Virginia, meeting in special session on this 23rd day
of July, 1968, that:
(1) A Public Hearing upon the resolution before it for
the creation of the Pulaski Parking Authority be held in the
PARKING municipal offices of the Town of Pulaski, Virginia, at 4:00 o'clock,
P. M. on the 6th day of August, 1968, and that notice thereof be

published in the Southwest Times, a newspaper having general
RESOLUTION circulation in the Town on the 24th day of July, 1968.
(2) That said notice indicate that the Town is considering
the adoption of said resolution creating the Pulaski Parking Authority,
that the same will be created under that certain Act known as the
"Pulaski and Wythsville,Pa;king ACh`~ enacted'by bhe. General Assembly
of Vrginiaat its 1968 session and set out as Chapter 682 in the Acts
of Assembly of 1968.
(3) That there will be five members named, selected by
Council, to serve for one, two, three, four and five years, respect-
ively, from the date of appointment.
(4) The said authority. shall be a public instrumentality
exercising public and essential governmental functions to provide
for the public health and welfare. of the Town and people coming in
and going from the said Town of Pulaski, Virginia; said authority
shall have and exercise generally and specifically all the powers
set out and provided in the of oresaid Act; it may
adopt by-laws,_official seal, maintain an office or offices, sue
and be sued, construct, reconstruct, .equip, and otherwise operate
parking facilities within the Town; issue bonds of the authority, fix
rates, rentals and acquire in the name of the authority by gift or purchase,
lands or rights in lands, and acquire personal property, all as it
deems necessary in connection with the parking facility, and to do
all acts and things necessary or convenient to carry out the powers
granted by the of orementioned Act of the General Assembly.

(5) The of oresaid notice to be given on behalf of the
Town by its Clerk, and that such other notice and publicity of the
Pulbic Hearing be given as the officials of said Town deem necessary.
ADOPTED this 23rd day of July, 1968.
