HomeMy WebLinkAbout08-20-68 Minutes of the regular meeting of the Pulaski Town Council, held August 20, 1968, at 4:00 P. M., in the Municipal Office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. S. Cummings, C. B. Gallimore, H. H. Eggert, -Glen K. Aust, Raymond F. Ratciiff, Rudolph Farmer Absent: T. J. McCarthy and S. G. Frye Also present: Town Manager: Evan Norton Clerk: Gladys R. Dalton Town Attorney: Garnett S. Smith and Mr. Robert Ingram The invocation was given by Councilman Aust. Minutes of the regular meeting of August 6th were approved as recorded. Mayor Jackson advised this was the time and place for holding a public hearing on trai ler applications; the first being that of T. E. Pearman to place a appeared to be no opposition to house trailer on this application, Newbern Road. There and on the recomm- endation of Town Manager Norton, Councilman Eggert moved that the application be approved, which motion was seconded by Councilman T. E. PEARMAN Farmer, and carried. & FRED W. Council then considered the application of Fred W. Goad GOAD TRAILER to place a trailer on Columbia Drive. There was no opposition to APPLICATIONS _ this, and upon the recommendation of Town Manager Norton, Councilman APPROVED Aust moved the application be approved, which motion was seconded by Councilman Eggert and carried. Because of involving additional election officials at the November election, and the intent of the Citizen's Advisory Committee that personalities and bitterness not cloud the issue, Mr. Ingram and Mr. Smith of the Citizen's Advisory Committee app- eared before Council and asked that their request of Council to hold REQ. FOR REFERENDUM a referendum on public housing at the November national election, not AT NOV. ELECTION be considered by the present Council, but deferred to the incoming WITHDRAWN & TO BE Council. They advised that both the Citizen's Advisory Committee PRESENTED TO NEW and Town Planning Commission had met and decided that due to cir- COUNCIL ~~" ~ Council mans. contd. 8/20/68 cumstances, they would ask the present Council to defer any action until such time as the new Council takes office and they would then come back and request another referendum on public housing. Councilman Aust so moved that~the ma ter be tabled, which motion was second- ed and carried. Mr. Ingram further stated that he was present when action was taken which lead to the request made at the last Council meeting, and to his knowledge not one single member of the Citizen's Advisory Committee had made any contact with any member of the governing body of the Town concerning another referendum on public housing. Council heard a request from Mrs. John Hall for curbing on Mashburn Avenue. Mrs. Hall stated there were five property own- ers involved on this street and of these five, two were not willing STREET COMM. TO STUDY REQ. to go along with this request that curbing be installed which was CURB 9N MASHBURN greatly needed to keep their property from being washed away. Town AVE. Manager Noton presented the petition which had been signed by the three property owners willing to share in this cost. Councilman Eggert moved that the matter be referred to the Street Committee for study and recommendation to Council. The motion was second- ed by Councilman Aust, and carried Council considered the request of the Virginia Municipal League for an increase in the Town's dues to the League because of increasing operating costs. The Town Manager reported that dues paid for the period 2/1/68 to 1/31/69 amounted to $556.00 and the COUNCIL APPROVES League had requested an increase of $185.33, making the dues for the INCREASE IN VA. period 2/1/69 to 1/31170, MUNICIPAL $741.33. He further stated that the 1968- LEAGUE 69 budget carried a sufficient amount to cover the increase. Council- DUES man Aust moved that the request of the League be granted, which motion was seconded by Councilman Cummings, and carried. Council considered a petition of the three property owners for curb and gutter on the south side of Odell Street from Dillon to AUTHORIZED High Street, with the property owners to pay one-half of the cost. INSTALLATION OF CURB & Town Manager Norton advised this would take care of the entire block GUTTER ON ODELL & which would be in compliance with the Town's present policy. Edwards, one of the signers of fl 1 the petition, that he would pay the entire cost of the curbing if, Council mans. cont'd 8/20/68 when the Town installed the curb-and gutter, they would bring the curbing around the 'corner of the street to his driveway. On motion of Councilman Cummings, seconded by Councilman Farmer, and carried, it was'RESOLVED, that curb and gutter be installed as petitioned and as requested by Mr. Edwards. The matter of the National League of Cities holding NATL. LEAGUE OF its 45th Annual meeting in December in New Orleans, La., was CITIES MEETING NEW ORLEANS passed on to the new council on motion of Councilman Eggert, and seconded by Councilman Cummings, and carried.' On motion of Councilman Aust, seconded by Council- GIIY~N FURN.LEASE man Ratcliff, and carried, it was, RESOLVED, that space in the I8 BUSHONG BLDG. EXT. TO OCTOBER Bushong Building be rented to Guynn Furniture Company for 1968 storage, possibly through October, 1968. The matter of the $1500.00 annual appropriation to the New River Industrial Commission was referred to the New Council on motion of Councilman Eggert. It was brought out $1500.00 be PAID that the current budget carried this appropriation, and Council- TO NEW RIVER IND. man Eggert withdrew his motion. Councilman Farmer moved that COMM. the sum of $1500.00 be forwarded to the New River Valley _ Industrial Commission, which motion was seconded by Council- man Gallimore, and carried. Council considered the trailer application of Richard C. Combs to place a house trailer on Ridge Street. Councilman PUBLIC HEARING Ratcliff moved that the usual procedure of holding a public TO BE HELD ON hearing be followed in this matter, which motion was seconded COMBS AND ALSTON by Councilman Cummings, and carried. TRAILER APPLICS. The application of Olive Aston to place a house trailer at 908 Jackson Ave. was considered and Councilman Eggert moved that a public hearing be held on this, which motion was seconded by Councilman Aust, and carried. Town Manager Norton advised that the Town Planning Commission had recommended that sub-section 8.4 of Article III ADOPTS ORD. PROVIDING FOR of the Subdivision Ordinance be amended to require subdividers INSTALLATION OF CURB & GUTTER to install curb and gutter at the time the subdivision is made. BY SUBDIVIDER Councilman Farmer moved that the recommendation be accepted and the ordinance as prepared by the Town attorney be adopted, with the wording sidewalk being deleted, which motion was seconded by 4697 Councilman Eggert, and carried. Said ordinance as follows: 4698 Council mans. contd. 8/20/68 AN ORDINANCE TO AMEND SUB-SECTION 8.4 of ARTICLE III aF' THE ORDINANCE GOVERNING SUBDIVISIONS OF LAND WITHIN THE CORPORATE LIMITS C~' THE TOWN OF PULASKI, VIRGINIA, AND WITHIN TWO MILES OF SAID LIMITS. ORDINANCE BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, that: 8.1-4 - Concrete curbs and gutters shall be installed by the subdivider at the time the subdivision is made, after approval. of said plan by the Planning Commission, or an appropriate agreement acceptable to the Planning Commission shall be made for the ..future installation thereof, which agreement shall also be in compliance with Sec. 4.5 of this ordinance; the design of curb and gutter shall be in accord- ance with minimum specifications established by the Town Manager. As the next matter bef ore Council involved a re- port from the Land Building and Parks Committee with referencet to name of First Street Park, Councilman Aust presided for Mayor FIRST STREET PARK Jackson. It was the recommendation of the Beautification NAMED "JACKSON Committee and Land Building and Parks Committee that the park PARK" FOR be named "Jackson Park" for Mayor C. V, Jackson. Councilman C. V. JACKSON Eggert made the recommendation for the Committee, and so moved, which motion was seconded by Councilman Farmer and carried. Public Works Director Holyfield asked Council for permission to purchase a Portable Welder, priced at $1430.00, WELDER & PACKER less $425.00 trade in for old welder. He also asked Council's TO BE PURCHASED permission to purchase a new Packer Bed for the Garbage Truck WITH FUNDS FROM and stated a new Garwood packer would cost approximately $4775 E & S STORES Acct. installed on the town's truck. Mr. Holyfield also stated the CALCULATOR TO BE need for a calculator at the Town Shops, stating there was CONSIDERED LATER 1 1 1 Council mins. cont'd only one owned by the Town and that was in the Town office, and there was a definite need for one at the Shops. Councilman Eggert moved that the Director of Public Works be authorized to purchase the Welder and`Packer, as set forth above, and the money taken from the Equipment and Stores Fund to cover the cost; that the purchase of a calculator not be considered at this time. Councilman Gallimore moved that consideration of the two matters be placed on the agenda for discussion, which motion was seconded by Councilman Cummings, and carried, on the following vote appropriating these sums from the Equip- ment and Stores Account: Raymond F. McCarthy - absent R FCl1T.iTTT(lAT RESOLUTION WHEREAS, the Town of Pulaski, Virginia, owns those two APPROVING certain parcels of tracts `of land, lying in the western part SALE OF' LAND ~ of the Town of Pulaski, generally bounded on the south by ~~'~~ Peak Creek and lying approximately 200 feet west of the western SURPLUS PROPERTY boundary line of Magazine Street, one parcel containing 7.25 acres, more or less, and a second parcel containing 0.77 acre; and, WHEREAS, the Council has considered the sale of this property in order to get it back on the tax rolls and to give an opportunity for its development to rpivate industries; and, ~~~~, Council mins: contd. 8/20/68 WHEREAS, the Town has further considered the_need of this property for Town use and finds that it is not presently needed and that there is no evidence that the Town will need it in the reasonable near future. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on this 20th day of August, 1968, that those two certain parcels or tracts of land, lying within the Town of Pulaski, Virginia, and more particularly described as follows: Parcel No. 1• BEGINNING at a point which point is South 84 30' West from the western boundary line of Magazine Street, approximately 200 feet; thence South 4 53' East 280 feet to a point near the bank of Peak Creek; thence South 48 30' West to a point in or near the center of Peak Creek; thence North 42 deg. 52' West 550 feet to a point; thence North 71 deg. 42' West 410 feet to a point; thence North 4 deg. 21' West 252 feet to a point; thence South 87 deg. 51' East 380 feet; thence South 7 deg. 54' West 9 feet; thence South 58 deg. 26' East 163.77 feet; thence North 85 deg. 07' East 270.07 feet to a point; thence South 4deg. 53' East 402 feet to the point of Beginning, and containing 7.25 acres, more or less; Parcel No. 2: Containing 0.77 acre and lying adjacent to the eastern boundary line of Parcel No. 1 and extending in an easterly direction to Magazine Street; BE, and the same is hereby declared to be surplus property, and that it is not presently needed for the Town's operation and that it is not contemplated by the Council that it will need for Town rposes the said two parcels or tracts of Land in the foreseeable future. That the two parcels or tracts of land be advertised. for sale in the manner directed by the attorney for said Town. OF CURB & GUTTER, SIDEWalks, DRIVEWAYS, OR CURB CUTS AN ORDINANCE TO AMEND OR RE-ENACT THE ORDINANCE TO ESTABLISH CHARGES TO BE MADE FOR THE CONSTRUCTION OF CURB AND GUTTER, SIDEWALKS, DRIVEWAYS, OR CURB CUTS, AND CERTAIN OTHER PROVISIONS IN REFERENCE THERETO, WITHIN THE TOWN OF PULASKI, VIRGINIA BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, that: (1) Curb and gutter, sidewalks, driveways and curb cuts will be made by theTown upon petition by property owners or at the instance of the Town under the general laws for the Common- wealth of Virginia, or by policy now in existence within the Town, or by policy established from time to time by the Council of said Town. ~I ~J 1 Council mins. contd. 8/20/68 (2) The charges for installation mentioned above shall be as follows For sidewalks five feet wide: Paid by Town $1.75; by property owner $1.75 For curb and Butter: Total Per foot $ 3.50 Paid by Town $1.50; by property owner $1.50 3.00 For combination curb and sidewalk up to 6 feet: Paid by Town $2.50; by property owner $2.50 5.00 ORDINANCE For curb cuts: Paid by Town $7.50; by property owner $7.50 15.00 (~ ~1 CONTINUED (3) The installation of curb and gutter, sidewalks, driveways and curb cuts shall be made by the Town under the supervision of the Town and by specifications established by the Town for-said construction. (4) All charges due by property owners shall be paid in advance, or acceptable provisions approved by the Council for payment thereof-made prior~to the beginning of any construction. Because of the need for recommendation of one additional person to be appointed to the Recreation Commission, the matter was continued on the agenda for the next meeting APPOINTMENTS TO RECREATION COMMISSION & RETIREMENT COMMITTEE TO Since this was to be the last regular meeting to be attended by Mayor Jackson and several of the Councilman, BE ON NEXT AGENDA some wished to comment on their service and experience with of Council in order that this name could be brought in. On motion of Councilman Ratcliff,.seconded by Councilman Aust, and carried, appointments to the Retirement Committee was continued on the agenda for the new Council. the Town with expressions of good-will and wishes for success for the new Mayor and Council members in the future. Mayor LAST MEETING Jackson commented on the pleasure he had experiences in serving OF MAYOR C.V. the Town as Mayor for the past seventeen years and recounted JACKSON some of the metjar accomplishments that had taken place during that period. The retiring councilmen added their comments to this, expressing what these accomplishments have meant for Pulaski and will mean for the future development of the town and area.
