HomeMy WebLinkAbout09-03-68r~~~ ~f~ ORGANIZATIONAL MEETING OF NEW COUNCIL AND NEW MAYOR READING CE' ABSTRACT OF VOTES DIS- PENSED WITH At a regular Municipal election held for the Town of Pulaski, Vir ginia on June 11, 1968, the following officers were elected with terms to begin September 1, 1968: Mayor C. Robert Edens - two year term; Andrew L. Graham, William A. House, Mason A. Vaughan, and J. H. White, Councilmen to serve four years. The Mayor-elect and the Councilmen-elect having duly qualified before the Clerk of the Circuit Court of Pulaski County, Virginia, as provided by Section IX of the Town of Pulaski Chatter of 1948, and the Charter Amendment approved by the 1956 Legislature a meeting was held this the 3rd day of September, 1968, at 9:00 A. M. in the Municipal office, There were present; Mayor C. Robert Edens. Councilmen: Raymond F. Ratcliff, William A. House, T. J. McCarthy, Glen K. Aust, S. G. Frye, Andrew L. `Graham, J. H. White, Mason A. Vaughan Also present: Acting Town Manager: E. W. Holyfield Acting Clerk: Frances Lookabill Taan Attorney: Garnett S. Moore Visitors: Jane Graham, Southtaest Times reporter. The invocation was given by Councilman Aust. On motion of Councilman Vaughan, seconded by Councilman House,. and carried on the unanimous vote, it was: RESOLVED, that the reading of the abstract of votes cast in the Town of Pulaski, Virginia, at a Municipal election held June 11, 1968, be dispensed with; and further, that there be accepted and entered into the minutes of the Town Council an abstract of votes in the Town of Pulaski, County of Pulaski, Virginia, for Municipal officers of said Town on Tuesday, June 11, 1968, and the members so elected be seated: abstract of votes follows on page 4707 ABSTRACT OF VOTES L 1 1 FOLLOWS ~'~1 I'7 Council mins. contd. Robert Edens received the highest number of votes cast at said election for Mayor of said Town; that Mason A. Vaughan, Andrew L. Graham, William A House and Jack H. White received the highest number of votes cast at said election for members of the council of said Town. Accordingly, we do certify that C. Robert Edens is duly elected Mayor of said Town, and Mason A Vaughan, Andrew L. Graham, William A. House and Jack H. White, are duly elected members of the Council of said Town. Frye for Vice- Mayor, which nomination was seconded by Councilman Aust, and carried, FRYE to serve as Vice-MayorcE the Council for the period 1968-70. Council- NOMINATED AS man Frye abstained Councilman Aust moved that nominations for Vice- VICE MAYOR Mayor be closed, which motion was seconded by Councilman Ratcliff, and carried. On motion of Councilman Frye, seconded by Councilman Vaughan, and carried unanimously, it was: RESOLVED, that E. W. Holyfield continue .to act as Town HOLYFIELD TO Manager and that the present Town Clerk, Town Attorney, Town Treasurer, CONTINUE Chief of Police, Chief of Fire Department, Superintendent of Water AS ACTING Department and Public Works, a nd the three Issuing Justices (Mrs. TOWN MGR. & Caves, Frank Swain and Rudolph Elkins) be c ontinued in office with OTHER salaries to remain the same un til further a ction of Council. Town Attorney Moore prepared a resolution for Council to appoint new members to the Recreation Commission and reconstitute the CONSIDER RESOLUTION entire Commission to correspond to code requirements, which was con- FOR RE- sidered at this time, but no action was taken by Council. Slack is presently serving WHITE RE- and PLACES on this Commission/by reason of a Town official, will be replaced later. EGGERT ON PLANNING A motion made by Councilman Aust, and. seconded by Council- COMMISSION man Ratcliff, and carried that Councilman Vaughan replace Mr. Farmer VAUGHAN REPLACES on the Retirement Committee, and that Clayton Gregory would take man Vaughan, and carried, that the present Armory Commission be re- ARMORY COMMISSION appointed. REAPPOINTED After a brief discussion on the purpose, duties, and REAPPONT- origin of the Citizen's Advisory Committee, a motion was made by Council- MENT OF CITIZENS man Aust, seconded by Councilman House, and carried, it was, RESOLVED, ADV .COMM. TABLED that the re-appointment of the Citizen's Advisory Committee be tabled until it could be given more study. On motion of Councilman Aust, seconded by Councilman White, i '. and carried, it was, RESOLVED that Council go into Executive Session. EXECUTIVE SESSION The meeting adjourned at 9:45 A. M. Minutes of a special meeting of August 29th were approved as recorded. Mayor Edens advised that this was the time and place for holding: .a public ,hearing on trailer applications, the first being TRAILER that of Richard Combs to place a house trailer on Ridge Avenue. There APPLICATIONS OF R. COMBS appeared to be no opposition to this application, and on the & 0. ALSTON APPROVED recommendation of Acting Town Pdanager Holyfield, Councilman Aust moved that the application be approved, which motion was seconded by Council- man Frye, and carried. The application of Olive Alston to place a trailer on 908 Jackson Avenue was considered. There was no opposition to this, and upon recommendation of Acting Town Manager Holyfield, Councilman Graham moved the application be approved, which motion was seconded by Council- man Ratcliff, and carried. Acting Town Manager Holyfield read a letter from the Pulaski LETTER OF Merchants Council thanking Mayor Jackson and Mr. Norton for helping to APPRECIATION RE: PARKING establish a Parking Authority in Pulaski. They also thanked Mr. Garnett AUTHORITY ESTABLISHMENT Moore for his part in getting the Bill through the State Legislature. Acting Town Manager Holyfield presented the petition MR. FRED JACKSON REAR. TO requesting the opening of Elizabeth Street for thru traffic and in- OPEN ELIZABETH STREET - stalling a fire hydrant. Mr. Holyfield stated that according to the REFERRED TO ST. COMM. ~~ r~10 Council mins. contd. 9/3/68 minutes of the Planning Commission of December 8, 1964, that Mr. Fred Jackson was required to open Elizabeth Street. Councilman Frye moved that the matter of opening Elizabeth Street be referred to the Street Committee for further study. The OPENING OE' ELIZABETH motion was seconded by Councilman Vaughan and carried. ST. REF . TO ST. COMM. Councilman Frye also moved that the matter of installing FIRE a fire hydrant on Elizabeth Street be referred to the Water Committee for HYDRANTS ON ELIZAB. further study which motion was seconded by Councilman Aust, and carried. ST. The matter of the invitation from the National League of Cities to the Town to attend the 45th Annual Congress of Cities December NEW ORLEANS 7 - 11, 1968, in New Orleans was moved by Councilman Frye to be tabled. LEAGUE MEETING TABLED This motion was seconded by Councilman Aust, and carried. Councilman Ratcliff moved that the town carry an advertise- ment in the September 1969 issue of the League Magazine in the amount TOWN TO TAKE AD of $150.00 or 1/2 page, which motion was seconded by Councilman Aust, IN CONVENTION ISSUE OF and carried. LEAGUE MAG. Mr. Holyfield presented a petition of 11 names for the enlargement of Pinehurst Cemetery. Mayor Edens requested that Mr. REQ. FOR Holyfield do more research on the plan for enlargement of Pinehurst ENLARGEMENT OF PINEHURST Cemetery, and bring his findings to Council bef ore giving this matter CEM. TO BE STUDIED MORE consideration. Mr. Holyfield reported that all the owners except three FIRST ST. have signed for first street improvements. IMPROVEME145 There was no report on request to Downtown East to provide NO REPORT ON ACCESS ST. access street on Route 99. TO RT. 99 Only two people agreed to curb on Mashburn Avenue, and also only two people have signed for curb on East Site of Dillon St. ST . COMM TO STUDY On motion of Councilman Aust, and seconded by Councilman Ratcliff, and FURTHER CURB & carried, these two matters were turned over to the Street Committee for GUTTER FOR MASHBURN further study. AVENUE There was no report from the Land, Buildings and Parks NO REPORTS Committee; from the Sewer Committee; or from the Town Attorney. Councilman Frye of the Finance Committee reported that the CALCULATOR new committee had not met to consider the purchase of a calculator and a TO BE REPORTED ON AT NEXT copying machine but would have a report at the next meeting. MEETING Mr. Holyfield read a letter from HUD stating that the ~~~~ Council mins. contd. 9-3-68 HUD REDUCED amount".allowed the Town for planning advance on the Municipal Building PLANNING ADV. ON NEW had been reduced to $14,580.00. MUNICIPAL BLDG. BY $14,580. He also advised Council that all the information required for REQ. INFO. FOR WORKABLE the Workable Program had been completed and sent in. PROGRAM COMPLETE Application to HUD for assistance in utility improvements HANCOCK TO has been sent to Richmond for their approval. Larry Hancock will be GO TO PHILADELPHIA TO SEE HUD going to Philadelphia Sept. 9th to present this to the HUD officials. Mr. Holyfield stated he had an applic ation from Claude Martin of Dora Highway for a sewer line installation, the total cost to be $640. with Mr. Martin paying $320.00. There were five (5) houses in this SEWER CQMM. TO STUDY area without town water or sewer facilities. Councilman Aust moved SEWER REQ. DORA HIGHWSY that this application be turned over to the Sewer Committee, which motion was seconded by Councilman House, and carried. The meeting adjourned at 5:05 P. M.
