HomeMy WebLinkAbout11-19-68~~~~~~ = Minutes of the regular meeting of the Pulaski Town Council, held November 19, 1968, at 4:00 P. M. in the Municipal office. There were present: Mayor C. Robert Edens, presiding. Councilmen: William A. House, T. J. McCarthy, S. G. Frye, Glen K. Aust, J. H. White, Mason A. Vaughan Absent: Andrew L. Graham and Raymond F. Ratcliff Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Jane Graham, Southwest Times reporter The invocation was given by Councilman White. Minutes of the regular meeting of November 4, 1968, were approved as recorded. Town Manager Marshall presented to Council the application of Charles Scott for permission to place a house trailer on Maple CHAS .SCOTT TRAILER Street, and stated the application indicated the lot to be 60 x 105 ft., APELICATION TO BE ADVERT- in R-2 Zone, and that sewer was available but that it would be necessary ISED ~ TO BE ADVERTISED to extend the water line approximately 60 feet to service this trailer. Mr. Marshall stated the Ordinance Committee had met and discussed several aspects of the Trailer Ordinance and it was the general agreement by its members that the wording of the notice in TRAILER ORD. the Southwest Times of the public hearing to be held by Council on PROCEDURE DISCUSSED trailer applications, be changed. There f ollowea discussion as to NO ACTION what should be the procedure for those who have objection to the plae- TAKEN ing of house trailers. Some members were of the opinion that they should be required to either appear in person at thepubiic hearing or telephone the Town Manager and state their objections, rather than sign a petition to be submitted to the Council, which petitions, in many cases, do not state reasons for their objections. Councilman Frye moved that the application of Charles Scott follow the usual procedure of holding a public hearing by the Council, which motion was seconded by Councilman White, and carried. Council considered the application of John R. Crouse to JOHN R.CROUSE place a house trailer on Highland Terrace, and on motion of Councilman TRAILER APPLICAT White, seconded by Councilman Vaughan, and carried, it was, RESOLVED TO BE ADVERT. that the usual procedure of holding a public hearing be followed in this matter. ~`7~~~) Council mans. contd. 11/19/68 Councilman Frye advised a written report from the Finance Committee would be presented to Council at its next meeting with regard to the Audit. Mr. Frye further reported that the Safety Committee TOWN MGR. TU had met on the matters referred to it, namely: parking on Third HANDLE PARKING SITUATIONS ON Street from Madison Avenue to the Alley, and the dangerous 3RD ST. BET. MADISON AVE.& situation of parking too close to intersections, and that the ALLEY Town Manager will handle these situations. Chairman House reported that the Ordinance Committee had considered the fact that the present Town Ordinance covering Town Decals did not provide for a refund in case of tranGfers or TOWN DECALS - sales of automobiles, and it was the feeling of the Committee that REFUNDS something should be done; that the Town Attorney should change .the PURCHASE PRICE language of the present ordinance to conf orm with the stipulations TO BE CHANGED thereinregarding the purchase price for Town tags, which will be presented to Council for Consideration at a later meeting. Town Attorney Moore presented the following Resolution for Council's consideration, and on motion of Councilman Aust, seconded by Councilman White, and carried, it was RESOLVED, that the Resolution be adopted: WHEREAS, by prior action of the Council of the Town of Pulaski, Virginia, those two certain tracts or parcels of land lying in the western portion of the Town of Pulaski and more particularly described in the RESOLUTION - resolution adopted by Council on August 20,"1968, were duly advertised for sale upon sealed bids, and Hercules, RE: SALE OF Incorporated, a Delaware corporation, submitted the high bid of Fifteen Hundred Dollars ($1500.00), which bid was PROPERTY TO approved by action of the Council and is hereby formally accepted and confirmed; and, HERCULES, INC. WHEREAS, the attorney for the Town has presented to Council a deed to be executed by the Mayor and attested by the Clerk, which conveys the said parcels of land to Hercules, Incorporated; NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, that; (1) The deed which conveys the two parcels of land heretof ore described in resolutions is found to be in proper order, and that it be, and the same is hereby, approved; and the Mayor and the Clerk of the Council are hereby authorized and directed to execute the said deed on the part of the Town; and it is further directed that said deed be delivered to Hercules, Incorporated, upon receipt by the Town from Hercules, Incorporated, the sum of $1500.00, plus $109.20 costs of the proceeding. 1 [~ '~l ~"7~1~ Council mins. contd. 11/19/68 1 Town Manager Marshall reported, as follows: 1. The painting of the three water tanks had been satisfactorily completed. 2. That the monument had been erected at Gatewood REPORT Reservoir, and passed to Council pictures of this monument. OF 3. That some black topping on Washington Avenue TOWN MANAGER had been completed. As Chairman of the Finance Committee, Mr. Frye suggested that the subject of the deficit in the Sewer Fund be placed under "pending projects'" on the agenda for further study and recommenda- tion, which was seconded by Councilman House, and carried.
