Minutes of the regular meeting of the Pulaski Town Council, held December 17, 1968, were approved as corrected. Mr. Crouse advised Council he was interested in the GROUSE HOUSE action of Council regarding the water pressure on Highland Terrace, and if this was made available by Council, he would then bring up the application of his brother, Rosevelt Crouse, for permission to place a house trailer on Highland Terrace. As this matter was listed on the agenda, he was advised that he would be given an opportunity to present his application la ter in the meeting. Representing the Hensel Eckman YMCA, Mr. Groseclose, YMCA CAMPAIGN REPORT RESOLUTION ADOPTED BY COUNCIL and Mr. Hanks gave a report on the $250,000 capital funds campaign now being promoted by the YMCA for the construction of a new YMCA building with facilities for a comprehensive recreation program for the community. On motion of Councilman Vaughan, seconded by Councilman Ratcliff, and carried, the following Resolution was adopted: 1 1 u ~~~~ ~~~ Council mins, contd. 1!7/69 WHEREAS, the Hensel Eckman YMCA has for twenty-two years served the Pulaski Area with many valuable and worthwhile programs, with particular emphasis on recreation for youth; and WHEREAS, the Council of the Town of Pulaski recognizes the urgent need for expansion and improve- . ment of community facilities to provide better recreational opportunitire for all citizen age groups; and, WHEREAS, the Board of Directors of the Hensel Eckman YMCA has launched a $250,000 capital funds campaign YMCA to construct a new YMCA building with facilities for a comprehensive recreation program for the community; and WHEREAS, the Council of the Town of Pulaski RESOLUTION believes that the new YMCA building will be a great asset to the community making Pulaski a better place in which to live, NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in regular session on the 7th day of January, 1969, as followst (1) The Council expresses its appreciation to the Hensel Eckman YMCA for its invaluable services to the citizens of the Pulaski area during the past twenty-two years; (2) The Council records its wholehearted support and endorsement of the capital expansion program undertaken by the YMCA for the purpose of constructing a new building to serve the civic and recreational needs of the community; (3) The Council pledges its cooperation to the YMCA to make the proposed new building a reality, and further urges all the citizens of this area to support the YMCA capital funds campaign. Town Manager Marshall recommended that the mobile home C. C. application of Mr. Charlie C. Pattersons 1967 Levy $210,623.59 5% Penalty I,I51,42 Total $211,775.01 SUMMARY DELINQUENT TAX LIST PERSONAL PROPERTY $5,699.70 Plus 5% Penalty $284.99 $ 6,484.69 REAL ESTATE $6,775.17 Plus 5% Penalty $338.75 7,113.93 TOTAL $13,598.62 1967 Personal Property and TREASURER'S Real Estate Tax, including REPORT OF 5% Penalty DELINQUENT TAXES UNCOLLECTED AS OF' JUNE 30, 1968 --------------------- $13,598.62 1967 - 93~ percent collected On motion duly made by Councilman Frye, and seconded by Councilman White, the following resolutions were made and adopted: BE IT RESOLVED, that the Town Treasurer's report for delinquent taxes for the year 1967, as certified to the Council, be accepted; that the Treasurer be credited with the amount shown to be delinquent and that said list of delinquent real estate tax be filed with the Clerk of the Circuit Court of Pulaski County, Virginia, to be recorded and indexed by him; that a list containing all unpaid real estate taxes as of June 30, 1968, be published in a local newspaper ,'~T~~r,C~?/ mil, /y~ ~ ; that a list of unpaid personal property and any and all other taxes be prepared; that such lists be posted at the courthouse and other public places, all said proceedings to be in accordance with the provisions of the Code of Virginia, 1950 Edition, Title 58, Chapter 20, Article 7, and Chapter 21, Article 7 and any other applicable amendments to the said Code. The Town Treasurer is hereby ordered to correct tax tickets accordingly and he is hereby relieved ~:of the duty and responsibility of collecting same. Town Manager Marshall reported that at the last REPORT ON BARRETT'S APPLICATION FOR TWO ADDL. CABS _ GRANTED ONE ADDL. CAB TO OP ER . AT NIGHT meeting of Council, Council had asked that the request of Mr. Barrett for two additional cabs be re-evaluated.. He stated it appears that the same situation still exists, and that Chief Comer had talked with Mr. Barrett about rendering this night service to the public and it was the feeling that one additional cab be granted upon the condition that if this service is not being rendered then it be revoked, and if after six months it is felt the need for another cab is evident, an additional cab can be granted. Mr. Barrett presented to Council a log for several days operations substantiating his request and application for the additional cabs. On motion of Councilman House, seconded by Councilman White, and carried, it was, ~~~~~~ Council mins. contd. 1/7/69 RESOLVED, BY THE COUNCIL OF THE TOWN OF PULASKI, that twenty-seven Cabs be fixed as the number to be operated in the Town of Pulaski during the year 1969. That twenty-six (26) Certificates ONE ADD~L . CAB GRANTED have heretof ore been granted and that Mr. Barrett be granted one more TO BARRETT cab upon the condition that he will operate an additional night cab, serving the community between the hours of 11:00 P. M. and 7:00 A. M. In discussing the new traffic signals at Main and Washington Avenue, and Third and Washington Avenue, Town Manager TRAFFIC SIGN. Marshall suggested that seven parking meters on the west side of AT MAIN & WASH. AVENUE DIS- Washington Avenue be removed to eliminate traffic congestion proceeding CUSSED - SIGNALS TO BE south on Washington Avenue. There was a discussion of this situation REWIRED & PARKING and it was decided that if the traffic light controlling south bound METERS TO REMAIN traffic at Main and Washington was re-wired to allow traffic to proceed south at the same time the traffic makes a left turn east on Main Street, this would speed up south bound traffic and the Town would not lose revenue from the parking meters. Town Manager Marshall was directed to consider this approach to the situation. For information purposes only to the Council, Mr. Marshall gave a brief report of the Fire Department's activities for the year 1968. REPORT OF Councilman House moved that the Pulaski Fire Department be commended by FIRE DEPT. ACTIVITIES letter from Mr. Marshall for the splendid record for 1968. The motion FOR 1968 was seconded by Councilman Graham, and carried. A brief discussion was had with regard to the estimated cost for construction of water line to Highland Terrace and Valley COST OF HIGHLAND TER. WATER Road, and on motion of Councilman Aust, seconded by Councilman McCarthy, LINE DISCUSSED ALSO REF. TO and carried, it was, RESOLVED, that the matter be referred to the Water WATER COMM.
