Robert Edens, presiding. Councilmen: W. A. House, Raymond F. Ratcliff, W. D. Macgill, Jr., Glen K. Aust, S. G. Frye, J. H. White, A. L. Graham, Mason A. Vaughan Also present: Town Manager: J. E. Marshall Cierk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Jane Graham, Southwest Times reporter Joyce Gardner, WPW Radio Station David Hickman The invocation was given by Councilman Ratcliff. Minutes of the regular meeting of January 22nd were approved as corrected. David Hickman appeared bef ore Council and requested sewer service to his residence on Holly Street. He stated that when he SEWER COM. TO built his home in 1953 he requested sewer service and within the CONSIDER REQ. FOR SEWER LINE past year or so paid the connection fee, but still no service. Mr. Hickman stated the situation was more serious now inasmuch as his septic tank and drain field lines needed attention and the septic tank had been covered over by the construction of a car port. 4n motion of Councilman Aust, seconded by Councilman Frye, and carried, the request was turned over to the Sewer Committee for study and recommendation to Council. Councilman Ratcliff reported that the Engineering Department TAYLOR-DILLON is working on maps for the Taylor-Dillon Area sewer project, and SEWER R EP OR T suggested that the Town Manager contact officials of the Virginia Iron Coal and Coke Company regarding an easement; also that most of the details had been worked out satisfactorily with Downtown East, Incorporated. Councilman Frye reported that in September 1968 the VA. MUN. LEAGUE DUES INCREASED Virginia Municipal League voted to increase the amount of the Town's $185.00 APPROP. membership dues by one-third, this being the only increase since 1958; that the new amount of $741.00 was an increase of $185.00 over last year's of $556.00, and the current budget made no provision for this increase; that it was the recommendation of the Finance Committee s;, ~w.- ~~7 Council minsc contd. 2/4/69 that the amount of $185.00 be appropriated from the General Fund surplus and added to the budget figure of $556.00 and credited to Account No. IA-214, and so moved. The motion was seconded by Councilman Aust, and carried on the following vote: [1 Raymond F. Ratcliff - aye W. D. Macgill - aye W. A. House - aye Glen K. Aust - aye S. G. Frye - aye J. H. Vaughan - aye An ordinance prohibiting discharge of firearms, shooting BB Rifles, and throwing or propelling other missiles under certain circumstances in the Town and providing penalty for violation thereof, was considered by Council, and on motion of Councilman Aust, seconded by Councilman Ratcliff, and carried, the following ordinance was adopted: L~ AN ORDINANCE TO AMEND AND RE-ENACT SECTION 14-56, PROHIBITING DISCHARGE OF FIREARMS, SHOOTING BB RIFLE, AND THROWING OR PROPELLING OTHER MISSILES UNDER CERTAIN CIRCUMSTANCES IN THE TOWN, AND PRf1VIDING PENALTY FOR VIOLATION THEREOF ORDINANCE PROHIBITING Any person who shall discharge firearms of any DISCHARGE OF FIRE- description within the corporate limits of the Town, except on urgent necessity, shall be guilty of a misdemeanor. ARMS AND BB RIFLES Any person who shall shoot a BB air rifle, slingshot, gravelshooter, or throw or propel other dangerous objects or missiles in, across, or onto a public right of way, or who shall otherwise use any of the of oresaid or a cross-bow or a bow and arrow in such a manner as to endanger or injure any person or damage property shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished as provided by the Code of Virginia for punishment of mis- demeanors. Council paid final tribute to one of its members, T. J. McCarthy, by the adoption of the following Resolution, on motion of Councilman Aust, seconded by Councilman White, and carried: WHEREAS, Thomas J. McCarthy, aff ectionately known and called by his many friends "Tom", "T. J.", or "Mac", who was a resident of the Town and County of Pulaski since 1933, died at the age of sixty-seven on January 16, 1969; and, WHEREAS, Thomas J. McCarthy, a native of New York State, came to this Town and adopted it as his home in 1933, and immediately upon his arrival in Pulaski began an active and full participation in the business, civic, religious and social affairs of the community, and even after illness over- took him, never ceased in his tireless efforts to make Pulaski a better community in which to Live; and, `~ / 11C, Council mins. contd. 2/x/69 RESOLUTION RE: T.J.MCCARTHY ~'~~t~,~tMS- OR~}I~iA~iEE EO~iT~~IBED- WHEREAS, Thomas J. McCarthy was a friendly, congenial, industrious and tireless man, with great energy and an ability to pursue and accomplish details and projects; theref ore, he was called to serve in many official capacities in various civic and business organizations, both in the Town of Pulaski and in the State of Virginia. He made his influence felt throughout the Commonwealth of Virginia, through numerous friends and contacts in an endless eff ort to bring to Pulaski new industri-es at~d the ever-changing theory of modern government; and, WHEREAS, in his efforts to provide the Town of Pulaski with an efficient, honest and effective Town government, he devoted long hours to the duties as councilman and vice-mayor; he attended meetings in all parts of the State in order to learn all the new and improved methods of better providing for the needs of his community; he took with him the Pulaski story and did much in shaping and publicizing Pulaski's image as a model Town and a place where public officials, with the cooperation of its citizens, together completed many needed public improvements. NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in regualr session on this 4th day of February, 1969, that; (1) The Council take this means of paying final tribute to one of its members, who for thirty-five years worked so tirelessly in every phase of the community Life, who gave of his time and his resources from the time he came to Pulaski until his death on January 16, 1969. (2) The Council believes that Tom McCarthy's record of service affords a challenge to those who shall come after him; a challenge to them to do for future generations what Tom McCarthy has done for them, and to preserve in its records what they believe to be an agreed fact, that the Town of Pulaski and this State is a much better place in which to live, work and play because Tom McCarthy passed this way, (3) The passing of Thomas J. McCarthy has created a void and a great loss in the Town; that many have lost a personal ffiend, and all a dedicated public servant; but that the fond memories of this man will ever linger and lend courage to those who continue to carry on in his same tradition. (4) It is directed that a copy of this Resolution be recorded as a part of the minutes of this meeting, and that the original thereof be delivered to his widow, Jane 0. McCarthy, and his son, Thomas ~. McCarthy, Jr. Town Manager Marshall advised that under the Town's Retire- MRS. ELIZABETH ment Plan when an employee reaches retirement age, the Council shall CAVES TO CON- TINUE DUTIES consider whether an employee can continue in his present position. FOR ANOTHER YEAR IN POLICE Mrs. Elizabeth Caves reached her retirement age of seventy-years in DEPARTMENT January 1968 and Council at that time approved her employment for another year; that on January 24, 1969 Mrs. Eaves became seventy-one J 1 years old and it was the recommendation of Chief C. E. Comer that Mrs. ~~~t~ Council mins. contd. 2/4/69 Caves be allowed to remain in her present position for another year, at which time this matter could be again considered by Council. It was moved by Councilman Vaughan, seconded by Councilman House, and carried, that Mrs. Caves be allowed to continue in her present position for another year. Town Manager Marshall reported still no answer from Mr. Swann on the Cemetery matter. He hoped to have a report on the Sewer NO ANSWER FROM MR. SWANN RE: Fund within the next few weeks, and that work is being done on the OAKWOOD CEM. garbage collection survey and it was hoped to have a report for Council bef ore budget preparation. Mayor Edens reported that because of the construction on the NEW RIVER New River Airport, no commercial planes will be allowed to land there from AIRPORT CLOSED FOR April 1, to June 30, 1969. REPAIRS Mayor Edens read to Council a Letter from the Dublin Ruitan LOCATION OF Club relative to its adoption of a resolution pertaining to the proposed COMMUNITY COLLEGE AT location of the Community College at Dublin. DUBLIN, VA. Town Manager Marshall advised he had been approached by members of the Pulaski Jaycees who are sponsoring a project in which they will furnish and display the American flag on all legal holidays; that the Jaycees will place the flags in front of places of business on each legal holiday, take them down at sundown and furnish storage for the flags PULASKI JAYCEE PROJECT TO as well as cleaning and replacement when necessary. He further stated FURNISH & PLACE FLAGS the Jaycees wished to discuss with him permission to use flag holders ON LEGAL HOLIDAYS mounted on parking meters instead of using the present sidewalk sockets DISCUSSED which they felt were unsatisfactory. Council discussed favorably this project of the Jaycees, but no action was taken inasmuch as Town Manager Marshall had advised the Jaycees to give him a letter stating their pro- posal and insurance coverage. At 5:00 P. M. councilman House moved that Council go into EXECUTIVE Executive Session, which motion was seconded by Councilman White, SESSION and carried,
